GAVI (THE VACCINE ALLIANCE)
REQUEST FOR PROPOSAL (RFP)
OPENLMIS MODULE INSTALLATION & DEPLOYMENT IN NIGERIA
095-2021-GAVI-RFP
CLOSING DATE AND TIME: 20/08/2021 24:00 (CET)
BACKGROUND
GAVI MISSION
To save children’s lives and protect people’s health by increasing access to immunisation in poor countries.
Gavi, the Vaccine Alliance is a public-private partnership that helps vaccinate half the world’s children against some of the world’s deadliest diseases. The Vaccine Alliance brings together developing country and donor governments, the World Health Organization, UNICEF, the World Bank, the vaccine industry, technical agencies, civil society, the Bill & Melinda Gates Foundation and other private sector partners. Since its inception in 2000, Gavi has helped immunise a whole generation – over 822 million children – and prevented more than 14 million deaths, helping to halve child mortality in 73 developing countries. Gavi also plays a key role in improving global health security by supporting health systems as well as funding global stockpiles for Ebola, cholera, meningitis and yellow fever vaccines. After two decades of progress, Gavi is now focused on protecting the next generation and reaching the unvaccinated children still being left behind, employing innovative finance and the latest technology – from drones to biometrics – to save millions more lives, prevent outbreaks before they can spread and help countries on the road to self-sufficiency. GAVI PROJECT
Discussions on the need to redesign Nigeria’s vaccine logistics management information system (VLMIS) have been ongoing since a joint Immunization Supply Chain Steering Committee (iSC2) mission to Nigeria in July 2019. The Nigeria Immunization Supply Chain Management Information System (NiSCMIS) was terminated on 10 April 2020 due to high operational costs, technical issues, and inadequate capacity transfer to the Government. The National Logistics Working Group (NLWG) developed an ODK-based LMIS as a stopgap measure for stock data management, which provides weekly stock visibility across national-, zonal-, state- and local government area (LGA)-levels for vaccine accountability and distribution decision making. OpenLMIS was subsequently selected as a preferred option by the National Primary Health Care Development Agency (NPHCDA) as an e-VLMIS solution for Nigeria that is in line with the Target Software Standards for Vaccine Supply Chain Information Systems (TSS).
Nigeria received over US$96m in vaccine and device support from Gavi in 2020, which is currently being managed with a sub-optimal LMIS. This poses a major risk for COVID vaccine rollout and routine EPI vaccines. Equipping NPHCDA with a fit for purpose, TSS-compliant e-VLMIS will sustainably safeguard vaccine investments made by the Government and Gavi, allow for system optimisation, assist with vaccine forecasting and related financial efficiencies and better prepare the country for transition from Gavi support in 2028.
While the NPHCDA team developed scoping requirements for the OpenLMIS TA required, Gavi has been requested to lead the request for proposal (RFP) process in selecting a local partner, in consultation with NPHCDA, to implement OpenLMIS rollout.
SCOPE OF WORK
The requirement involves the following key activities:
- Expand capabilities of the existing OpenLMIS COVID-19 Module into a full end-to-end system configured for the OpenLMIS solution including user dashboards and standard reports based on standards and competency requirements of TSS.
- Ensure a smooth migration of data and users from COVID-19 OpenLMIS to the full OpenLMIS solution with minimal disruption.
- Provide technical assistance throughout the deployment of the new system, across focal sites nationally and sub-nationally.
- Support the decision-making, development, integration, and successful transition of the platform with the identified data management partner of the NPHCDA.
- Support continuous work in linking and integrating OpenLMIS solution with Nigeria’s Electronic immunization record (EMID) platform by working in close collaboration with the team responsible for EMID.
These activities are to be undertaken in accordance with the below standards:
In Scope Activities:
- Project planning and management, including development of, and agreement on, implementation phases
- Phase 1: Expansion of COVID-19 Module to full end-to-end system configuration and deployment to central, zonal, and state stores, including state satellite stores (Bauchi, Borno, Kaduna, Kano, Sokoto, Katsina, Zamfara and Yobe) and development of user dashboards and standard reports
- Phase 2: Expansion to all LGAs
- Phase 3: Deployment to Health facilities focusing on interoperability with DHIS2 (PHCs, Secondary & Tertiary)
- Requirements review and business processes analysis to ensure alignment with OpenLMIS out-of-the-box features
- Take up support for OpenLMIS server environment already set up (local or cloud hosted) including SMS Gateway (if necessary)
- Fine-tuning configurations, testing, user acceptance testing (UAT) of OpenLMIS including
- Systems check for a well-functioning test and production environment
- Support for data migration including -writing migration scripts, quality checks on data etc
- Updating COVID-19LMIS Module test scripts and training of the user group involved in UAT for full OpenLMIS solution.
- Support for maintaining system backup and recovery /business continuity protocols, SOPs, and infrastructure and set up of a disaster recovery infrastructure for OpenLMIS.
- Strengthen earlier work in securing eLMIS server by ensuring configurations compliant with global best practice.
- Change management including stakeholder communication and user training strategy for all phases of implementation.
- Planning and conducting Training-of-trainer sessions for super-users, including preparation of user guides and job aids.
- Development of rollout and training plans.
- Institutionalizing training within a local institution for periodic new staff training (all levels).
- Training and mentoring OpenLMIS system administrators, including job-aids for OpenLMIS server maintenance and support.
- Establishing and training a local help desk and user support team.
- Guidance on hardware selection for servers and user devices (computers, tablets, or mobile phones)
- Scope, budget, and develop new software features for essential functionality unavailable in existing version of OpenLMIS.
- Support integration/interoperability with DHIS2 via the EMID platform, remote temperature monitoring devices/platforms, warehouse management or ERP systems, and other health information systems
- Develop detailed system operations and maintenance document including staffing requirements by NPHCDA to operate the OPENLMIS system at all levels.
- Support establishment of a Change Control Board to review and approve change requests against available funding if there is a cost impact.
- Go Live support, including trouble shooting and bug fixes for at least six months after Go Live.
- System handover to NPHCDA within 6 months of Go Live and mentoring for the duration of the contract.
- Software maintenance including Tier 2 and 3 support until successful capacity-transfer to the NPHCDA. Level 2 support will entail – “issues that super-users cannot handle. Issues handled in this level are requests related to configuration, system operations and administration”. Level 3 support will entail – “bug fixes, minor enhancements, and more complex system operations support”.
