EKO ELECTRICITY DISTRIBUTION COMPANY (EKEDC)
INVITATION FOR THE PRE-QUALIFICATION OF CONTRACTORS FOR 132/33KV TRANSMISSION LINES & SUBSTATIONS REHABILITATION PROJECTS AND EQUIPMENT SUPPLY.
1. INTRODUCTION
The Eko Electricity Distribution Company (EKEDC) has received a CREDIT facility from the Central Bank of Nigeria (CBN for Accelerated Transmission Distribution Interface Projects to invest in the Transmission Company of Nigeria (TCN)’s rehabilitation and expansion projects.
2. SCOPEOFWORKS
LOT/EKEDC/SS/1
i) Upgrading of 1X40MVA& 1x45MVA 132/33kV power transformers with 2x60MVA 132/33kV,
ii) Construction of additional 33kv feeder bays and Convention of indoor Circuit breaker for outdoor at Akoko 132/33kVSubstation
LOT/EKEDC/SS/2
Replacement of faulty 60MVA 132/33kV Transformer and installation of 333kV Feeder bays at Isolo 132/33KV Substation
LOT/EKEDC/SS/3
i) Construction of 3x33kV feeder bays and ii) Rehabilitation of problematic indoor circuit breakers and Faulty 33kV panel to be replaced.at Ojo 132/338V Substation

i) Upgrading of 2x45MVA 132/33kV power transformer with 2×100/125 MVA 132/33kV and
ii) Construction of additional 333kV feeder bays at Agbara 132/33k Substafion.

i) 2No 150/165 MVA. 330/132/33kV Power Transformer
ii) 2No 100/125 MVA 132/33kV Power Transformer
iii) 2No 60/66 MVA) 132/33kV Power Transformer

i) Eko Atlantic City Transmission Line Engineering Design. Procurement Construction and Commissioning of 132KV Double Circuit Transmission line from Lekki Substation to the proposed 132/33kV Atlantic City proposed substation on steel Poles tower with pile foundations
ii) Eko Atlantic City Transmission Substation Engineering Design, Procurement Construction and Commissioning of 2X 60MVA 132/33kV Eko Atlantic City GIS Substation
3. ELIGIBILITY REQUIREMENTS (NIGERIAN COMPANIES ONLY)
Suitable Nigerian Companies are Invited to participate in the pre- qualification exercise by submitting the following pre-requisite requirements:
(a) Certificate of incorporation with the Corporate Affairs Commission (CAC) in Nigeria With forms CO2 and CO7
(b) Current Tax Clearance Certificate for the past three Years valid till Dec. 2019
(c) Three years Company Audited Financial Statement for the period of 2018- 2020 duly stamped by registered Audit firm,
(d) PENCOM compliance Certificate valid till 31st December 2021.
(e) Industrial Training Fund (ITF) compliance Certificate Valid till 31st December 2021
(f) Nigeria Social Insurance Trust Fund [NsITF) Compliance Certificate valid till 31st December 2019.
g) NEMSA compliance Certificate valid till 31st December 2021
For Joint Venture Partnerships, the Joint venture Agreements must be signed by all the parties, a copy of which must be attached. In addition, all partners meet the above requirements
4. QUALIFICATION REQUIREMENTS
The under listed qualification requirements apples to Applicants, including joint ventures
(a) Minimum average Annual Construction tumover over the post three (3) years as shown below
-Two hundred and fifty million Naira (NGN250, 000.000.00)
(b) The Applicant shall demonstrate that it has access to. or has avalabie liquid assets. unencumbered real assets lines of credit, and other financial means (independent of any contractual advance payment) sufficient to meet fhe construction cash flow requirements
(c) Evidence of Experience of at least two (2) projects of similar nature and completely executed in the last five years including final Taking-Over Certificates from clients
(d) All equipment, materials and switchgear to be imported and used under the TCN/EXEDC must come from Manufacturers who have European Certification and or KEMA Such that such con be shipped via Europe. and those from America’s Japan should be pre-approved and accepted by usEvidence of Such Certification must be submitted along with the Prequalification Documents. Companies will not be allowed to change origin before and after submission.of OEM
e) Company Profile including: Populated organizational structure and key professional staff with relevant experience on high voltage power lines and substate lions
5. SUBMISSIONOF DOCUMENTS
One soft and two hard copies of the documents are to be submitted. The names and mailing addresses of the applicant Companies must be clearly marked on the envelopes) bearing the submissions. All the information requested for pre-qualification must be provided in English Language by all applicants.
Failure to provide information/supporting documents that is essential for the evaluation of applicant’s qualifications. or to provide timely clarification or substantiation of the information supplied. may result in disqualification of the applicant. Completed pre-qualification Applications should be submitted in sealed envelopes clearly marked “APPLICATION FOR PREQUALIFICATION for any or a combination of the followings:

6. OPENING APPLICATIONS
Opening of applications will be by 12:00 Noon Wednesday 21st July, 2021 at the above Stated address.
