PROCUREMENT OF SPECIALISE TEST KITS FOR SUBSTANCE TEST
INTRODUCTION
The Kaduna state Government through the Kaduna State Bureau for Substance Abuse Prevention and Treatment (KADBUSA) has in 2021 Appropriation Funds, and is desirous to undertake the procurement of specialized test kits for drug test. In pursuit of its noble objective of treatment of substance abused patients across the state, and in compliance with the provisions of the Kaduna State Public Procurement Law 2016, KADBUSA on behalf of the Kaduna State Government hereby invites interested, eligible and competent Suppliers to submit prequalification and bidding documents for the Lot below.

TENDER REQUIREMENTS
- Corporate Affairs Commission is required
- Evidence of Tax Clearance Certificate for the immediate Past 3 years (2018, 2019 & 2020).
- Pencom certificate is required
- ITF certificate is required
- NSITF certificate is required
- Company Audited Accounts for immediate past 3 years (2018, 2019 & 2020)
- Evidence of Registration with KADPPA for 2021
- Evidence of Registration of Business Premises with the Kaduna State Ministry of Business Innovation and Technology
- Evidence of Technical Experience and Qualification of Key Personnel with evidence of registration with appropriate Professional Bodies
- Evidence of similar verifiable projects successfully completed/ on -going with attached copies of Award letters, payment and Completion Certificates
- Evidence of Financial Capability and Banking support.
- Evidence of VAT registration and remittances.
- Evidence of 5% Bid security in the form of Bank guarantee or certified Bank Draft from a reputable bank in Nigeria.
- Any other information that would be relevant. The documents shall be arranged in the order above
COLLECTION OF TENDER DOCUMENTS
Interested companies/firms can obtain the Financial Tender Documents on the KADPPA e-Procurement Portal from 12:00 noon 16th July 2021, at a non-refundable tender fee (see amount under Lot description) payable to Kaduna State Government through the Portal.
SUBMISSION OF TENDER DOCUMENTS
(a) An electronic copy each of the Completed Technical and Financial Bids are to be submitted on the KADPPA e-Procurement portal.
(b) The Technical and Financial bids must be inserted and submitted in separate folders clearly marked “Technical Bid” and “Financial Bid.”
(c) The Financial Bid must be submitted in the same format (Excel) it was obtained from the portal.
(d) A copy of the Summary Page of the Financial Bid should be submitted separately.
(e) All submissions must bear the name, address and contact number of Bidder, Project Description and Lot number clearly marked.
(f) CONTROL COPY SUBMISSION: A hard copy each of the Completed Technical and Financial bids in separate envelopes, shall be placed in a large outer envelope marked at the top right-hand side as ‘Control Copy’, and dropped in the ‘Control Box’ at Kaduna State Bureau for Substance Abuse Prevention and Treatment (KADBUSA), No.1 Corona Crescent, behind Lugard Hall, Kaduna
(g) All the envelopes must bear the company name and contact number at the reverse sides while the “Project Description’ and “Lot No.’ clearly marked at the top left-hand corner of the envelopes and addressed: Director General, Kaduna State Bureau for Substance Abuse Prevention and Treatment (KADBUSA), No.1 Corona Crescent, behind Lugard Hall, Kaduna Failure to comply with this requirement of separate submission for Technical and Financial Documents shall lead to disqualification.
(h) The submission shall be made not later than 12:00 noon 30 July 2021.
OPENING OF TENDER DOCUMENTS
(a) Electronic copies of the Technical Bid and the Summary Page of the Financial Bid received shall be opened immediately after the close of receipt of bids in the presence of the representatives of the Bidders who choose to attend, on the KADPPA e-Procurement portal.
(b) Only bids that meet the pre-qualification requirements shall proceed to the financial evaluation stage
GENERAL NOTICE
(a) Only the electronic bids submitted through the KADPPA e-procurement portal shall be considered for prequalification.
(b) Financial Bids submitted in any format other than in Excel format shall be rejected.
(c) This advertisement shall not be construed as contract award or any commitment on the part of the Kaduna State Government or its Agency/Agents; nor shall it entitle any company/firm to make any indemnity from the Kaduna State Government or any of its Agencies/Agents by virtue of such company/firm having responded to this advertisement.
(d) Response to this advertisement does not oblige the Kaduna State Government or its Agencies/Agents to consider responding company/firm’s bid.
(e) The Client reserves the right to accept any Bid, annul the Bid proceedings, or to reject any or all bids at any time prior to Contract award, without thereby incurring any liability, or any obligation to inform Bidders of the grounds for the action.
(f) Late submission shall be rejected.
(g) The currency shall be the Nigerian Naira
(h) All submissions must be made in English Language.
