PROCUREMENT OF VSLA SAVINGS BOXES IN BAUCHI STATE, NIGERIA
RFQ- RFQ03168

INTRODUCTION
The Livelihoods and Nutritional Empowerment (LINE) Project is a 60-month initiative implemented by Oxfam in Bauchi State of Nigeria, with funding from Global Affairs Canada (GAC). LINE Project aims to promote agriculture-driven economic growth and improve living conditions for 10,000 rural farmer households (60% women) with a specific focus on women and youth. LINE will be implemented in six Local Government Areas (LGAs): Gamawa, Shira, Darazo, Ningi, Alkaleri and Tafawa Balewa. As a market-based agricultural initiative, the project will focus on the following value chains: maize, sorghum, and livestock (goats) and will seek to enhance access to markets through collaboration with relevant stakeholders and key private sector actors. LINE Project is expected to result in:

  • Increased yields in selected livestock and crop value chains for 10,000 rural farmer households (60% women)
  • Improved agricultural business-enabling environment which is responsive to the needs of women, men, and youth members of farmer households.
  • Improved nutrition for vulnerable farmer households, especially women and children.

In engaging 10,000 beneficiaries, the LINE project intends to work with farmer through cooperatives as a common approach to the reach the targeted beneficiaries efficiently. Through this process, the LINE project intends to reach and strengthen at least 600 farmer cooperatives spread across the selected 6 LGAs during this project and also plans to establish and enhance 1000 village savings and loans (VSL) groups.

The need to establish the VSLs on the LINE project is necessitated by the need to facilitate access of beneficiary households to various financial services in the form of savings, loans, and insurance. This will also promote household savings, productive investment, an increase in income generating activities, and cost savings access to micro finance. So far, over 600 groups have been formed in the LINE Project.

The VSL scheme is currently conceived as one of the major community engagement approaches utilized under the LINE project in addition to farmer marketing cooperatives. It is meant to rapidly facilitate and enhance poor people’s ability to save, borrow and invest, turning them into more economically active and viable household groups.

The formation and implementation of the VSL schemes are low cost, simple to manage, and help to achieve economy of scale in the attainment of some LINE project outcomes by providing opportunities to vulnerable households to participate in economic activities such as the type the LINE project is promoting through market-based agriculture.

The VSL mechanism also provides a platform for men and women to freely interact and address issues of commonality to enhance their livelihoods and provide a decent living.

RATIONALE
The importance of the VSL component of the Project cannot be over emphasized; the increase in staff strength of our partners has increased the demand for more boxes due to the high number of groups that are being formed. Lately, there has been high demand/request from various communities for our partners to form new VSL groups. The activities of the Village Agents has also increased the demand for boxes, with the planned onboarding and training of more Village Agents in this fiscal year, and the procurement of these boxes will be required for new group formation.

The procurement of these boxes will be strategic as it will support the project LGAs during replication.

OBJECTIVES
The objective is to procure and support our implementing partners (RWD, WEIN and PARE) who are currently implementing the VSL component of the project and planned additional Village Agents with more savings boxes. Part of the objective is also to support the six LGAs of intervention with the VSL boxes as an incentive for the replication of the component in their LGAs.

METHODOLOGY
The Boxes will be procured using Oxfam processes and procedures and they will be distributed to our implementing partners, who will, in turn, use them to support the formation of new groups as part of planned replication of the project with the LGAs.

KEY DELIVERABLES
Procurement of 600 VSL boxes and contents to be distributed to implementing Partners and the 6 LGAs of intervention.
