NOTICE OF EXTENSION:
INVITATION FOR THE PRE-QUALIFICATION OF CONTRACTORS FOR 132/33KV TRANSMISSION LINES & SUBSTATIONS REHABILITATION PROJECTS AND EQUIPMENT SUPPLY
(1) INTRODUCTION
The Port-Harcourt Electricity Distribution Plc. (PHED) has received a CREDIT facility from the Central Bank of Nigeria (CBN) for Accelerated Transmission -Distribution Interface Projects lo Invest in the Transmission Company of Nigeria (TCN) rehabilitation and expansion projects.
(2) SCOPE OF WORK
LOT/PHEDC/SS/1
(i) Completion of Installation of 2nd 1x60MVA. 132/33KV power transformer and ii) Installation of 3x33kV feeder Bays at a 132/33kV Substation.
LOT/PHEDC/SS/2
(i) Supply and Installation of additional 1x60MVA, 132/33KV power transformer and (ii) replacement of faulty bushing on Transformer TR2 at a 132/33KV Substation.
LOT/ PHEDC/SS/3 Supply of:
(i) 2 No 150/165 MVA, 330/132/33KV Power Transformer
(ii) 2 No 100/125 MVA, 132/33KV Power transformer
(iii) 2 No 60/66 MVA), 132/33KV Power Transformer
(iv) 1 No 60/66 MVA, 132/33KV Mobile power transformer
(3) ELIGIBILITY REQUIREMENTS (NIGERIAN COMPANIES ONLY)
Suitable Nigerian Companies are invited to participate in the prequalification exercise by submitting the following pre-requisite requirements:
(a) Certificate of incorporation with the Corporate Affair Commission (CAC) in Nigeria with forms C02 and C07).
(b) Current Tax Clearance Certificate for the past three Yeats valid till Dec. 2020.
(c) Three years Company Audited Financial Statement for the period of 2018 – 2020 duly stamped by o registered Audit firm.
(d) PENCOM compliance Certificate void hit 31st December 2021.
(e) Industrial Training Fund (NSITF) compliance Certificate Valid till 31st December, 202l.
(f) Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December2020.
For Joint Venture Partnerships, the Joint Venture agreements must be signed by all the parties, a copy of which must be attached.
(g) A Sworn Affidavit disclosing whether or not any Officer of the relevant Committee of PHED or TCN is a former or present Director/Shareholder that has any pecuniary Interest in the bid and to confirm that all Information presented in the bid are authentic.
(h) All Documents tor should be submitted: with Company covering letter bearing among others, Company Registration number (RC), Contact address. Telephone Number (GSM Number), E-mail address. The cover letter must bear the name of the Director of the Company at the bottom of the page and duly signed by the authorised Officer of the Company.
(1) QUALIFICATION REQUIREMENTS
The underlisted qualification requirements for Applicants and joint ventures but not limited to:
(a) Minimum average Annual Construction turnover in the past three (3) years as shown below:
- Two hundred and fifty Million Naira (NGN250,000,000.00)
(b) The Applicant shall demonstrate that it has access to, or has available liquid assets, unencumbered real assets, lines of credit and other financial moons (independent of any contractual advance payment) sufficient to meet the construction cash (low requirements.
(c) Evidence of Experience of at least two (2) projects of similar nature and complexity completely executed in the last five years. including final Taking-Over Certificates from clients.
(d) Company Profile including:
- Populated organizational structure and key professional staff with relevant experience on high voltage power lines and substations:
(e) Tax Clearance Certificate should be till December 2020 and some date for Social Insurance trust fund December 2020
(2) SUBMISSION OF DOCUMENTS
One soft and two hard copies of the documents are to be submitted. The names and mating addresses of the applicant Companies must be clearly marked on the envelope(s) bearing the submissions. All the information requested for pro- qualification must be provided in English Language by all applicants.
Failure to provide information/supporting documents that are essential for the evaluation of applicant’s qualifications, or to provide timely clarification or substantiation of the information supplied, may result in disqualification of the applicant.
Completed pre-qualification Applications should be submitted in sealed envelopes clearly marked “APPLICATION FOR PRE-QUALIFICATION for any or combination of the followings:
LOT/PHEDC/SS/1

LOT/PHEDC/SS/2

Supply of:

It must be delivered by hand or registered mail to above-stated address to roach PHED NOT later than Friday 12noon, 6 August 2021.
(6) OPENING OF APPLICATIONS
The opening of bid shall be Monday, 9 August, 2021 to the above-stated address.

(a) Applications submission after the deadline shall be returned unopened to the respective applicants.
(b) PHED reserves the right to verify any claim by applicants and should, therefore, include in their submissions’ necessary authority and guarantee for such verification.
