INVITATION FOR BID (IFB) CONSTRUCTION OF DRAINAGES AND CULVERTS AT SUBERU OJE TOWN, ALIMOSHO LGA

INTRODUCTION
The Lagos State Government intends to apply fund from the state budget towards the cost of executing some capital projects and intends to apply part of the appropriated budget to payments for the Construction Of Drainages And Culverts At Suberu Oje Town, Alimosho Lga.

2.0  DETAILS OF REQUIRED ITEMS

Bidding will be conducted through National Competitive Bidding (NCB) procedures as specified in the Lagos State Public Procurement Guidelines for works and are open to all bidders from eligible countries as defined in the guidelines.

The Lagos State Ministry of Environment (Office of Drainage Services& Water Resources) now invites sealed bid from eligible bidders for above contracts as detailed in the bidding document.

(3.0) QUALIFICATION REQUIREMENTS/ELIGIBILITY CRITERIA
Interested and competent Contractors wishing to carry out the project as described above will be required to submit the following documents:

(a) Evidence of Registration with the Corporate Affairs Commission (CAC) with the inclusion of Certificate of Incorporation and Articles of Association.

(b) Last 3 years (2017, 2018&2019) Company Tax Clearance Certificate.

(c) Possession of experience as a Prime Contractor in at least (2) awards of similar nature and complexity with verifiable letters of award and certificates of successful Completion within the last Five (5) years.

(d) Detailed Company profile and Organisation structure including names and telephone numbers of key personnel (Technical/Managerial).

(e) Evidence of financial capability (Reference letter from reputable bank).

(f) Copies of VAT Registration with TIN number and evidences of VAT remittances for the last 3years.

(g) Company’s Audited Accounts for the last three years.

(h) Evidence of 3 years development levy for two directors.

(i) Evidence of registration as a Contractor with the Lagos State Government as Goods Works in any of Class F and above.

(4.0) NOTE:
(i) Additional details are provided in the Bidding Document

(ii) All claims must be adequately substantiated with documents and must be verifiable.

(iii) The Lagos State Ministry of Environment& Water Resources (Office of Drainage Services & Water Resources) shall deal directly with only the authorized officers of interested companies and not with their agents.

(iv) This bidding exercise shall not be construed as a commitment on the part of the Lagos State Ministry of Environment & Water Resources (Office of Drainage Services& Water Resources) to award the contracts to anyone or even award any contract at all.

(v)  The Lagos State Ministry of Environment & Water Resources (Office of Drainage Services & Water Resources) will not be responsible for any cost or expenses incurred by any interested party(ies) in connection with responses to this invitation.

(vi) INTERESTED BIDDERS SHOULD BE READY TO MOVE TO SITE WITHOUT ADVANCE PAYMENT.

(5.0) COLLECTION OF BIDDING DOCUMENT.
A payment of a non-refundable fee of One Hundred Thousand Naira (N100,000.00) should be made to the account with the following details:

The evidence of payment should be upload when submitting your bid. Non submission of evidence of payment would make your bid non responsive.

(6.0) SUBMISSION OF BID DOCUMENT
Only Vendors who are already registered with the Lagos State Public Procurement Agency (LSPPA) and are in its vendor database shall be able to access and download the Bid Documents.

Interested bidders who are yet to register, should quickly visit the PPA website (www.lagosppa.gov.ng) for Contractors Registration and Guide.

Bidders shall upload their bids virtually through the same electronic medium by which the bid was downloaded.

Please note, interested bidders are to ensure their business registration with PPA is in the right category and classification.

Uploading of bids should be completed on or before 2 pm Friday 27th September, 2021.

Bids must be addressed to: The Permanent Secretary, Office of Drainage Services & Water Resources, Block 16, Secretariat Alausa, Ikeja and must be accompanied by evidence of payment for bid and a bid security as indicated in the table above. Late bids will be rejected.

(7.0) BID OPENING
The electronic Bids will be opened and conducted through the virtual platform at 2 pm on Friday 27th September, 2021. Link will be forwarded to Document Takers before the Closing Date.
