SECTION 1: INTRODUCTION, TECHNICAL BACKGROUND AND SCOPE OF WORK
(1.1) Introduction: The five-year USAID Feed the Future Nigeria Agribusiness Investment Activity, being implemented by Cultivating New Frontiers in Agriculture (CNFA) aims to strengthen the enabling environment for agribusiness finance and investment. To achieve this goal, the Activity focuses on four interrelated components: (i) improving the enabling environment for agricultural sector growth; (ii) broadening access to finance by mitigating the credit risks of agribusinesses; (iii) promoting and facilitating investment opportunities for agribusinesses to expand and scale up operations; and (iv) sustainably enhancing the performance of agribusiness micro, small and medium size enterprises (MSMEs). In line with the U.S. and Nigerian governments’ commitment to growing the non-oil-based economy, these efforts will increase the depth, breadth, dynamism, and competitiveness of Nigeria’s agribusiness sector. The Activity operates in seven states of Benue, Cross River, Delta, Ebonyi, Kaduna, Niger and Kebbi along soybean, maize, aquaculture, rice, and cowpea value chains.
At the Public- Private dialogue (PPD) on the Aquaculture value chain organized by the Niger State Ministry of Livestock and Fisheries in 2020 with the support of the Activity, the dialogue emphasized among other things, the challenge, and potentially constraining factor, is the lack of clear and articulate policies, plans and strategies to guide the aquaculture value chain. This includes clear articulation of policies, plans and strategies to guide aquaculture development, adequate input supply, infrastructure provision, and the availability of adequate funding support. Others include economic and institutional challenges, which include the absence of linkages between farmers, research/technology development and extension, and the unfavorable investment climate.
Furthermore, a group of volunteers with vast knowledge of aquaculture in Niger State, set up from the participants in the PPD to evaluate the findings and recommendations of the dialogue recommended as a matter of priority, the development and implementation of a coherent policy that ensures the social and environmental sustainability of the aquaculture value chain in the state. It called upon the State Government and its agencies to be more proactive and take conscious steps to tackle the problems that have been facing the sub-sector. It is important to note that aquaculture activities are poised to grow in the state, and therefore needs adequate legal and policy frameworks specifically focused to the value chain to guide its development of rural aquaculture. But it is only when the appropriate legal, regulatory and policy instruments are implemented that the industry will achieve its full potential. We can then look forward to improved food security, more employment opportunities, higher incomes, and enhanced and diversified economy in the state.
