DEADLINE: 10TH DECEMBER, 2021
NATIONAL MALARIA ELIMINATION PROGRAMME (NMEP)
FEDERAL MINISTRY OF HEALTH, ABUJA

REQUEST FOR EXPRESSION OF INTEREST (EOI)-ENGAGEMENT OF CONSULTANT TO MONITOR POST LLIN JINGLES AIRING IN 7 STATES

BACKGROUND
Nigeria is reported to account for 23% of the global malaria burden of 216 million and 19% of global malaria mortality (WMR, 2018). Although these figures show that malaria remains highly endemic in Nigeria, the country has made significant progress in disease prevention and reduction of mortality in the past one and half decades. The strategic vision of the National Malaria Elimination Programme (NMEP) that is responsible for ensuring a coordinated response to malaria control efforts in country is a “Malaria Free Nigeria”. The NMEP strategies and approaches to achieving her goals are articulated in the current National Malaria Control Strategic Plan (NMSP) 2021 – 2025). In attaining the vision, the NMEP has set an operational goal of achieving a malaria prevalence of less than 10% and reduce mortality attributable to malaria to less than 50 deaths per 1,000 live births by 2025. This imposes an obligation on the programme to track continuously malaria prevalence across all states and as a nation.

ITN mass campaigns constitute an effective way of ensuring accessibility to nets by all household members as it has been found to be the most important determinant of net use. NMEP and its Partners conduct cyclic net campaigns as part of its strategies for the elimination of malaria in the country. To this effect they have conducted several mass ITN replacement campaigns with support from various donor agencies. Consequently, the use of ITNs among children under age 5 has increased over the past 7 years, from 16% in 2013 to 52% in 2018. Similarly, use of ITNs by pregnant women has increased from 17% in 2013 to 58% in 2018. However, the target of 80% set for both indicators in the NMSP, 2014 – 2020 was not met. However, evidence has shown that despite increasing coverage and ownership of ITN, net utilization has been sub-optimal in various geographical settings. Hence the need to increase awareness on net use, one of the ways of doing this airing and monitoring of aired jingles

Rationale
As part of efforts to improve net use mass distribution campaigns of insecticide-treated nets for malaria prevention are usually accompanied by some social behaviour change (SBC) activities to encourage hanging of nets. Airing of Radio and TV jingles and monitoring of aired jingles are one of such interventions.

Part of the mandate of ACSM branch is to ensure high quality mass media communications to disseminate messages about malaria and enhance efforts against malaria. It is therefore vital that developed jingles be aired after net campaigns conducted late 2020 and 2021 in targeted states to sustain and increase net use. Also this aired jingle is monitored in all the states. The NMEP, with its Partners is seeking experienced consultants that will ensure that the aired jingles are monitored.
