ASSIGNMENT TITLE: MANAGEMENT AND BEAUTIFICATION OF OPEN PUBLIC SPACES IN IBADAN AS WELL AS MAINTENANCE OF GREEN AREA WITHIN THE SECRETARIAT AND ITS ENVIRONMENT
REFERENCE NO:- EEB/001
The Ministry of Environment and Natural Resources has received from State Government, budgetary allocation and intends to apply part towards the cost of the Management of Open Public Spaces in lbadan as well as the Maintenance of Green Area within Secretariat and its Environs, and intends to apply part of the proceeds for consulting services
2. Scope of Assignment
The Management of Open Public Spaces in Ibadan as well as the Maintenance of Green Area within the Secretariat and its environment involves:
i. regular maintenance of clean and green lawns;
ii. regular trimming of hedges, shrub and trees;
iii. keeping lawn and hedges free of litters/waste;
iv. planting board replacing of ornamentals is required;
v. regular clearing of drainages and structural maintenance;
vi. to take over all public spaces with the lot and provide continuous horticultural maintenance, cleaning of overgrown greens in public& parks, media setback,as well as general clearing and specified repair;
vii. to develop, beautify and maintain the roads and rivers setbacks in the lot for corporate companies to place billboard, pole advert, flower pots, advertising screen and other branding template in enhancing revenue;
viii. to ascertain those Commercial activities which exist on these public spaces and generate revenue from the users, while designing appropriate soft structure templates deem fit for unoccupied spaces and market to companies for adoption;
ix. to implement long term design and public facilities such as public pay toilet, kiosks, hilltop heinous boards, corporate car-park, recreation parks, shop fronts branding, directional sign to generate revenue;
x. to market the existing roundabouts, islands, parks and other existing structures for branding by potential uptakers in generating revenue;
xi. to document setback encroachment on the routes and engage all violators to negotiate continued temporary use with fees as revenue, and;
xii. to set tariff, collect revenue and continuously monitor usage of public spaces so as to minimize disturbance to pedestrian and vehicular traffic while ensuring compliance with laws/regulations, as well as perform any other activities considered necessary

4. Qualification Requirements Eligibility Criteria:
Interested and competent Consultants wishing to carry out the projects as described above will be required to submit the following document
i. Evidence of Registration with the Corporate Affairs Commission (CAC) with the inclusion of Certificate of Incorporation and Memorandum/Articles of Association
ii. Company Tax Clearance Certificate for the past three years. (2018-2020)
iii. Possession of experience as a Prime Consultant in at least (2) projects of similar nature and completions within the last five (5) years.
iv. Detailed Company profile and Organization structure including names and telephone numbers of key personnel (Technical Management)
v. Evidence of financial capability. (Reference letter from a reputable Bank)
vi. Copies of VAT Registration with TIN number and evidence of VAT remittances for the last 3 years (2018-2020)
vii. Company’s Audited Accounts for the last three years (2018-2020)
viii. Evidence of 3 years development levy for two directors
ix. Evidence of registration with Oyo State Bureau of Public Procurement (BPP)
5. Important Information:
A. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services The shortlisting criteria are:
i. horticultural maintenance tools and equipment;
ii. qualification and experience of key personnel/staff,
iii. information on any litigation involved in;
iv. of past similar projects handed, and
v. availability of ornamental shrubs, hedges and trees seedlings for planting
B. Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications
C. Consultant will be selected in accordance with the LCS (Leu Cost Selection among proposals above technical benchmark) method set out in the Consultant Guideline.
D. A consultant will be selected in accordance with the (insert selection theibod) method set out in the Consultant Guidelines
E. All claims must be adequately substantiated with document and mist he verifiable
F. The Ministry of Environment and Natural Resources shall deal directly with only the authorized Officer of interested Company and not with their agents
G. This Expression of Interest exercise shall not be construed as commitment on the part of the Ministry of Environment and Natural Resources to award the
contractors to anyone even award any contracts at all.
I. The Ministry of Environment and Natural Resources will not be responsible for any cost or expenses incurred by any interested party (i.e) in connection with site inspections or response to this invitation
J. The Ministry of Environment and Natural Resources reserves the right to annul the selection process at any time without incurring any liabilities and attributing any reason thereof.
K. Late submission will be disqualified

6. Submission Of Documents
Three (3) copies of your Expression of Interest must be delivered in scaled envelopes clearly marked with the project title, “Expression of Interest for the Management and Beautification of Open Public Spaces in Ibadan and
Maintenance of Green Areas within the Secretariat and its Environment and addressed to the Honorable Commissioner, Ministry of Environment and Natural Resources Secretariat, Ibadan and delivered at the same address on or before 12 noon on 24th December, 2021.
