INVITATION TO TENDER

(1.0) PREAMBLE
The Ekiti State Rural Water and Environmental Sanitation Agency (EKRUWASSA) in its bid to implement the Partnership for Expanded Water Supply, Sanitation and Hygiene Programme (PEWASH) is seeking to engage borehole drilling and civil construction companies to construct water facilities and sanitation (latrines, urinals and hand washing) facilities in some institutions, public places and rural communities of three LGAs in Ekiti State.

Therefore, EKRUWASSA invites all interested Bidders to tender for works in Construction of Simple Solar Boreholes in Communities and public places. The works under this project shall consist of geophysical survey, drilling, construction of platforms, stanchions and installation of solar pumps in selected communities and some institutions in Ekiti South West, Ijero and Oye LGA’s. There are 29 lots under this project which comprises of 13 lots solar-powered Boreholes, 7 lots of Handpump boreholes and 9 lots of 1-Unit-4-Compartments sanitation facilities for public places

(2.0) SCOPE OF WORK

  • Construction of 26 Nos. (mini solar motorized boreholes (4000L stand-alone), 25 Hand pump boreholes across the three LGAs.
  • Construction of 17 Nos of 1-unit-of 4 compartment VIP (4-CPF) latrines in 17 market places.

The water and sanitation facilities are bundled into 20 and 7 lots respectively:

(3.0) MANDATORY REQUIREMENTS
Contractors interested in the project are to submit company profiles which must contain the following:

(a) Evidence of Registration with the Corporate Affairs Commission (CAC)

(b) Firm’s Current (3 years) Tax Clearance Certificate;

(c) Current Tax Clearance Certificate of at least ONE Director or Proprietor

(d) Evidence of registration with the State as contractor (RUWASSA)

(e) Company’s financial account duly signed by a firm of chartered accountants;

(f) Evidence of financial capacity from reputable Bank(s);

(g) Company’s profile, organogram and resume of relevant key technical staff, including individual attestation of availability. Include copies of professional certificates with seal and endorsement;

(h) Verifiable evidence of similar projects previously undertaken, including letters of awards and Completion Certificates within the past three (3) years; indicate the financial value of these similar projects, which must be at least 50% of the value o the bidders current bid price (if any);

(i) Description and list of relevant equipment owned by contractor; include proof of ownership or lease or license over the equipment (if any);

(j) Evidence of payment of tender Fee.

(k) Instruction to bidders and Bid Submission Sheet (which are included in the tender documents issued by RUWASSA) must be fully signed and enclosed in the bids to be submitted.

(4.0) COLLECTION AND SUBMISSION OF TENDER DOCUMENTS AND COMPANY PROFILES
Interested bidders are to purchase bid documents from the Procurement Office, Ekiti State RUWASSA on payment of tender fee of Ten Thousand Naira (N10,000.00). The tender fee is to be paid through the account section, Ekiti RUWASSA. Collection of tender documents shall be from Tuesday 4 January 2022 between 9:00 am to 4:00 pm, Mondays to Fridays, except on public holidays until the 25 January 2022. Completed tender documents and company profile shall be submitted in both electronic format (compact disc) and live hard copies (one original and four photocopies) and signed by an authorized officer of the firm, are to be submitted in a sealed envelope marked with the company’s bid invitation number at the top left-hand corner, and addressed to The General Manager, Rural Water Supply and Sanitation Agency (RUWASSA), Oke Osun, Akure Road, Ikere Ekiti, Ekiti State. Sealed envelopes will be received at Ekiti State Tenders Board, Cabinet and Special Services Department, Governor’s Office, Ado Ekiti until 12 noon Tuesday, 25 January 2022. Bid opening shall follow immediately after the submission deadline at the Tenders Board, Cabinet, and Special Services Department, Governor’s Office, Ado-Ekiti. The representatives of the bidders and the general public are invited to witness the public opening of bids.

(4.1) PRE-BIDDING MEETING
Interested bidders are invited to the pre-bidding meeting which shall come up by 10:00 am. on 11 January 2022– at Ekiti State Rural Water Supply and Sanitation Agency, Ikere Ekiti, Ado-Ekiti.
