INVITATION FOR PRE-QUALIFICATION AND TENDERING FOR THE YEAR 2022 CAPITAL PROJECTS AND 2022 INTERNALLY GENERATED REVENUE (IGR) PROJECT

(1.0) INTRODUCTION
(1.1) The Federal Polytechnic, Ilaro, Ogun State in compliance with the Public Procurement Act 2007 hereby invites competent and reputable Contractor for Pre-qualification and subsequent tendering for Projects under the following categories

(a) Year 2022 Capital Projects

(b) Internally Generated Revenue (IGR) Projects

(2.0) SCOPE OF WORK
YEAR 2022 CAPITAL PROJECTS

YEAR 2022 INTERNALLY GENERATED REVENUE (IGR) PROJECTS

(3.0) ELIGIBILITY REQUIREMENTS
(i) Evidence of Certificate of Incorporation issued by the Corporate Affairs Commission (CAC) including Form CAC 1.1 orCAC2 and CAC7;

(ii) Evidence of Company’s Income Tax Clearance Certificate for the last three (3) years valid till 31st December, 2022;

(iii) Evidence of Pension Clearance Certificate valid till 31st December, 2022 (this requirement is only applicable to bidders whose number of staff is 15 and above);

(iv) Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2022 (this requirement is only applicable to bidders whose number of staff is 5 and above or the bidder’s annual turnover is N50m and above);

(v) Evidence of Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December, 2022;

(vi) Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31 /12/2022 or valid Certificate issued by BPP.

(vii) Sworn Affidavits:

• disclosing whether or not any officer of the relevant committees of the Federal Polytechnic, Ilaro or the Bureau of Public Procurement is a former or present Director, Stakeholder or has any pecuniary interest in the bidder and that all information presented in its bid are true and correct in all particulars.
• That the Company is not in receivership, or in any form of insolvency or bankruptcy proceeding or the subject of winding up petition proceeding and
• That the Company does not have any Director who has been convicted in any country for any criminal misrepresentation or falsification of facts relating to any matter of it company

(viii) Company’s Audited Accounts for the last three (3) years – 2019, 2020 & 2021, duly acknowledged by the Federal Inland Revenue Service (FIRS);

(ix) Reference Letter from a reputable commercial bank in Nigeria, indicating willingness to provide credit facility for the execution of the project when needed;

(x) Company’s Profile with the Curriculum Vitae of Key Staff to be deployed for the project, including copies of their Academic/Professional qualifications such as COREN, QSRBN, ARCON, CORBON etc.;

(xi) Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including Letters of Awards, Valuation Certificates, Job Completion Certificates and Photographs of the projects;

(xii) Works: List of Plants/Equipment with proof of Ownership/Lease;

(xiii) Only companies included in the National Automotive Design and Development Council’s approved list of local manufacturers of vehicles or their authorised representatives should bid for the vehicle;

(xiv) For Supply of Equipment: Letter of Authorization as representative of the Original Equipment Manufacturers (OEMs);

(xv) ICT: Evidence of current registration/accreditation with Computer Professionals Registration Council of Nigeria and National Information Technology Development Agency (NITDA);

(xvi) For Joint Venture/Partnership, Memorandum of Understanding (MoU) should be provided (CAC, Tax Clearance Certificate, Pension Clearance Certificate, ITF Compliance Certificate, NSITF Clearance Certificate, IRR & Sworn Affidavit are compulsory for each JV partner)

(xvii) All documents for submission must be transmitted with a Covering/Forwarding letter under the Company/Firm’s Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM No.), and e-mail address. The Letterhead Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorised officer of the firm.

(4.0) COLLECTION OF TENDER DOCUMENTS
(4.1)  All those interested shall be required to present the Photocopy of REM ITA Generated Receipt of the sum of N 10,000.00 per Lot, in favour of the Federal Polytechnic Ilaro, to collect the Tender Documents. The Tender Documents should be collected within the working hours of 8am – 4pm of official working days from the Procurement Office, Ground Floor, Raheem Oloyo Conference Centre (Glass house), West Campus, Federal Polytechnic, Ilaro, Ogun State.

(5.0)  SUBMISSION OF BID DOCUMENTS
(5.1) Interested Firms/Companies are to submit in One (1) bound hard copy of technical bids separated by dividers and arranged as listed in the Eligibility Criteria above. The Financial Document should be submitted in hard and excel generated soft copy stored in a flash drive. The Technical and Financial Bids must be prepared as a separate Document in different envelopes clearly marked as either “Financial or Technical Bid” and put together in a SINGLE Envelope which should be marked the “Project/Bidder’s Name and Address” and addressed to ‘The Rector, Federal Polytechnic, Ilaro.

The Tender Document must be dropped in the designated Tender Box at the Administrative Block, West Campus, Federal Polytechnic, Ilaro not later than 10:00 a.m. Tuesday, 31 May, 2022. Please ensure that you sign the Tender Documents Register at the Procurement office, Ground Floor, Raheem Oloyo Conference Centre (Glass House), West Campus, Federal Polytechnic, Ilaro, as the Federal Polytechnic, Ilaro will not be held liable for misplaced or wrongly submitted Tender Document.

(7.0) OPENING OF TECHNICAL BIDS
Only technical bids shall be opened immediately after the deadline for submission at 10:00 a.m. Tuesday, 31 May, 2022 at the Board Room, Administrative Block, West Campus, Federal Polytechnic, Ilaro, Ogun State.

(8.0) OTHER INFORMATION
(a) Bids must be in English Language and signed by an official authorised by the Bidder;

(c) Attendees at the bids opening shall be required to wash hands, use hand sanitiser, wear mask and observe physical distancing. The Bids Opening will be covered by video recording and invitation link will be sent to bidders who chooses to join the bid opening online;

(d) Bidders should not bid for more than two (2) Lots and can only be awarded one (1) Contract;

(e) Bid documents can also be collected in soft copies and Bidders can submit through Post (Courier Services);

(f) Only pre-qualified bidders at technical evaluation will be invited for financial bids opening, while the financial bids of un-successful bidders will be returned un-opened;

(g) All documents submitted shall be referred to security and other relevant bodies for authentication.

(9.0) DISCLAIMER
(a) This advertisement shall not be construed as commitment on the part of the polytechnic to award the above-mentioned project;

(b) The Polytechnic will not be responsible for any costs or expenses incurred by any interested party(ies) in connection with any response to this invitation and or the preparation or submission in response to an enquiry;

(c) The Polytechnic is not bound to pre-qualify any tenderer and reserve the right to annul the selection process at any time without incurring any liabilities to any tenderer and assigning any reason thereof.
