(3.0) ELIGIBILITY REQUIREMENTS
To be eligible, interested companies are required to submit the under-listed verifiable documents:-
(a) Evidence of Certificate of Incorporation with Corporate Affairs Commission (CAC) including Form CAC2 and CAC7.
(b) Evidence of Company Income Tax Clearance Certificate for the last three (3) years valid till 31st December, 2022
(c) Evidence of current Pension Compliance Certificate valid till 31st December, 2022.
(d) Evidence of current Industrial Training Fund (ITF) Certificate valid till 31st December, 2022.
(e) Evidence of Registration on the National Database Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (1RR), expiring on 31 /12/2022 or valid certificate issued by B PP.
(f) Evidence of Current Registration with Benue State Tender Board
(g) Evidence of Letter of Authorization from the Original Equipment Manufacturer (OEM) or their accredited dealer in line with Federal Government Policy on procurement of equipment must be provided.
(h) Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including Letters of Award, Valuation Certificate, Job Completion Certificate and photographs of the projects.
(i) Evidence of current Nigeria Social Insurance Trust Fund (NSITF) compliance certificate valid till 3llh December, 2022.
(j) Evidence of Company’s Financial Capacity to execute the project by submission of Reference from a reputable commercial Bank in Nigeria, indicating willingness to provide credit facility for the execution of the project when needed.
(k) Company’s Audited Accounts for the last three (3) years- 2019, 2020 and 2021.
(l) List of Plants/Equipment with proof of Ownership/Lease by the Company.
(m) For Joint Venture/Partnership, Memorandum of Understanding (MoU) should be provided (all the eligibility requirements are compulsory for each JV partner).
(n) Sworn Affidavit disclosing whether or not any officer of the relevant Committee of State Universal Basic Education Commission or the Bureau of Public Procurement is a former or present Director, Shareholder or has any peculiar interest in the bidder and to confirm that all information presented in its bids are true and correct in all particulars.
(o) Company’s Profile with Curriculum Vitae of key staff to be deployed for the project, including copies of their Academic/professional qualifications in case of construction.
(p) All documents for submission must be transmitted with a covering/ forwarding letter under the Company/Firms letter headed paper bearing amongst others, the Registration Number (RC) issued by the Corporate Affairs Commission (CAC), contact address, Telephone Number (Preferably mobile number) and email address. The letter headed paper must bear the name of the nationalities of the directors of the company at the bottom of the page, duly signed by authorized officer of the company/firm.
(4.0) SUBMISSION OF PRE-QUALIFICATION/DOCUMENTS
The Pre-qualification documents must be submitted in sealed envelopes, marked at the top left hand comer “Pre-Qualification Document” and addressed to the office of The Deputy Director, Physical Planning, State Universal Basic Education Board Makurdi. Closing date for submission is six weeks from the date of this publication (18 July, 2022).
(5.0) OPENING OF TECHNICAL BID
Opening of Pre-Qualification documents shall commence immediately on submission after which names of Pre-Qualified companies will be made public and only recommended prequalified bidders will be allowed to purchase the bid documents.
(6.0) COLLECTION OF TENDER DOCUMENTS
Pre-qualified companies shall collect tender documents from the office of the Deputy Director, Physical Planning, Room No. 4. On payment of non-refundable tender fee of N30, 000.00 (Thirty Thousand Naira) per Lot. Payable in favour of Benue State Universal Basic Education Board, Makurdi in through Zenith Bank account number 1015505151.
(7.0) SUBMISSION OF FINANCIAL BID DOCUMENTS
Prospective contractors are to submit two copies of their Financial bids, one original and one photocopy, packaged in separate sealed envelopes clearly marked “original” and “copy” respectively and thereafter, put the two sealed envelopes together in a bigger sealed envelope and addressed to the office of the Deputy Director, Physical Planning, State Universal Basic Education Board, Makurdi clearly marked with name of the project and lot number. Furthermore, the reverse of each of the sealed envelopes should have the name and address of the bidder and clearly marked FINANCIAL BID and dropped in the designated Tender Box not later than 12noon on the Bid opening day. Late Bids will be returned unopened to the Bidders.
(8.0) OPENING OF FINANCIAL BID DOCUMENTS
Opening of financial bids will take place two weeks from the date of commencement of sale of FINANCIAL BID documents. Bids will be opened in strict compliance with the NCDC COVID-19 protocol.
(9.0) GENERAL INFORMATION
(a) Bids must be in English Language and signed by an official authorized by the bidder.
(b) Bids submitted after the deadline for submission will be returned unopened.
(c) All cost will be borne by the bidders.
(d) SUBEB is not bound to pre-quality any bidders and reserve the right to annul the procurement process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act 2007.
