EXPRESSION OF INTEREST FOR CONSULTANCY SERVICES FOR 2022 CAPITAL PROJECT
(1.0) INTRODUCTION
The Nigerian Institute of Social and Economic Research (NISER) Ibadan, Oyo State invites competent and experienced Companies to submit Expression of Interest for the following Service:
(2.0) SCOPE OF WORKS AND SUPPLIES
PROCUREMENT OF CONSULTING SERVICES (THE SERVICES) CONSISTS OF THE FOLLOWING:
The project is to design the project preparation of the bill of quantities raising of valuation certificate for the project together with supervision of all the project from the beginning to the end.
(3.0) ELIGIBILITY REQUIREMENTS
(a) Evidence of Certificate of Incorporation issued by the Corporate Affairs Commission (C.A.C) including Memorandum & Articles of Association, Form CAC2 and CAC7 (or CAC 1.1);
(b) Verifiable Evidence of filling of Annual returns with evidence of Payment for the year 2021;
(c) Evidence of Company’s Income Tax Clearance Certificate (or Personal Income Tax Clearance Certificate of all the Partners in case of Business Name) for the last (3) years valid till December 31st 2022, with minimum average annual turnover of N190 million;
(d) Evidence of Pension Clearance Certificate valid till 31st December, 2022 (this requirement is only applicable to bidders whose number of staff is 15 and above);
(e) Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2022 (this requirement is only applicable to bidders whose number of staff is 5 and above or the bidder’s annual turnover is N50m and above);
(f) Evidence of Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid till 31st December, 2022;
(g) Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31st December, 2022 or valid Certificate issued by BPP.;
(h) Sworn Affidavit disclosing whether or not any officer of the relevant committee of the Nigerian Institute of Social and Economic Research (NISER), Ibadan or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars
(i) Company’s profile with the Curriculum Vitae of Key staff to be deployed for the project, including copies of their Academic/Professional Qualifications such as CORREN, QSRBN, ARCON, CORBON etc.
(j) Company’s Audited Accounts for the last three (3) years-2019, 2020 & 2021, duly acknowledged by the Federal Inland Revenue Service (FIRS);
(k) Reference Letter from a reputable commercial bank in Nigeria, indicating willingness to provide credit facility for the execution of the project when needed;
(l) Evidence of at least (3) similar jobs executed in the last (5) years including Letters of Awards, Valuation Certificates, Job Completion Certificate and Photographs of the projects;
(m) Evidence of Firm’s current Licence issued by the relevant regulatory professional body(ies) such as CORREN, QSRBN, ARCON, CORBON etc.;
(n) For Joint Venture/Partnership, Memorandum of Understanding (MoU) should be provided (CAC, Tax Clearance Certificate, Pension Clearance Certificate, ITF Compliance Certificate. NSITF Clearance Certificate, IRR & Sworn Affidavit are compulsory for each JV partner);
(p) All documents fix the submission must be transmitted with a covering/financing letter under the Company/Firms Letterhead Paper bearing number of orders, the Registration Certificate (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (Preferably GSM No ), and Email address. THE letterhead paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page duly signed by the authorised officer of the firm.
(4.0) SUBMISSION OF EOI DOCUMENTS
Interested firms are to submit two (2) bound of Expression of Interest (EOI) document separated by dividers and arranged as indicated above. The document should be submitted in sealed envelope and addressed to the Director-General, Nigerian Institute of Social and Economic Research Ibadan and clearly marked with the name of the Project and the lot number.
Furthermore, the reverse of each sealed enveloped should bear the name and Address of the bidder and drop in the designated Tender Box at Director-General, Nigerian Institute of Social and Economic Research not later than 12:00 noon Tuesday, 19 July, 2022.
(5.0) OPENING OF EOI
The EOI shall be opened immediately after the deadline for submission at 12:00 noon Tuesday, 19 July, 2022 at the Office of the Ag. Head. Procurement Unit
(6.0) GENERAL INFORMATION
(a) Non-compliance with instructions and requirements shall lead to automatic disqualification;
(b) All the EOIs must be arranged sequentially
(c) All the EOIs must be numbered, paged, signed and paginated.
(d) The Nigerian Institute of Social and Economic Research Ibadan reserves the right to verify the authenticity of any claims made on the tender documents submitted by the companies.
(e) EOI submitted late shall be returned un-opened;
(f) Only shortlisted Firms will be invited at a later date for collection of Request for Proposals:
(g) Attendees at the bids opening shall be required to wash hands, use hand sanitiser, wear mask and observe physical distancing. The Bids Opening will be covered by video recording and invitation link will be sent to bidders who chooses to join the bid opening online;
(h) The Institute is not bound to shortlist any bidder and reserves the right to annul the Procurement process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act, 2007.
(7.0) RE: INVITATION TO TENDER (TECHNICAL & FINANCIAL)
The NISER Ibadan, Oyo state wishes to refer to its earlier advertisement in THE HERALD On Sunday of May, 29th 2022 and the Nigerian Tribune and the Federal Tenders Journal of Monday May, 30th 2022 The NISER wishes to inform interested bidders and the public that as a result of clarifications sought by some Companies on the issued bid documents, the submission and opening dates are hereby extended as follows:
Closing date for submission of tenders is now extended to 12:00 noon Tuesday, 9 August, 2022.
The technical bids will be opened immediately after the deadline for submission at 12:00 noon Tuesday, 9 August, 2022.
All other conditions/information in the original invitation to tender advertisement remain valid; and all inconveniences are highly regretted please
