INVITATION FOR PRE-QUALIFICATION/EXPRESSION OF INTEREST (EOI) FOR PROJECTS CONTAINED IN THE YEAR 2022 BUDGET APPROPRIATION AND ZONAL INTERVENTION PROJECTS (ZIP)-2022
(1.0) INTRODUCTION
The Nigerian Institute of Transport Technology (NITT) is a parastatal under the Federal Ministry of Transportation (FMOT). It is headquartered in Zaria, Kaduna State and saddled with the responsibility of providing training, research and consultancy services in all modes of transportation. In line with the Public Procurement Act, 2007, the Institute hereby invites reputable and experienced Contractors/Consultants to submit Pre-qualification documents/Expression of Interest for the Under-listed projects contained in year 2022 Budget Appropriation and Zonal Intervention Projects (ZIP) – 2022

(3.0) ELIGIBILITY REQUIREMENTS
(a) Evidence of Incorporation with Corporate Affairs Commission [CAC] including Form CAC02 and CAC07. Business Name is also acceptable for Services;
(b) Evidence of Company’s Income Tax Clearance Certificate (or Personal Income Tax Clearance Certificate of all the Partners in case of Business Name) for the last three [3] years valid till 31st December 2022;
(c) Evidence of Pension Clearance Certificate valid till 31st December, 2022 (this requirement is only applicable to bidders whose number of staff is 15 and above);
(d) Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2022 (this requirement is only applicable to bidders whose number of staff is 5 and above or the bidder’s annual turnover is N50m and above);
(e) Evidence of Nigeria Social Insurance Trust Fund [NSITF] Compliance Certificate valid till 31st December 2022;
(f) Evidence of registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report [IRR] expiring on 31st December, 2022 or valid certificate issued by BPP.;
(g) Sworn Affidavit:
- disclosing whether or not any officer of the relevant committees of the Nigerian Institute of Transport Technology, Zaria or the Bureau of Public Procurement is not a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in the bid document are true and correct in all particulars;
- that no Director has been convicted in any Country for any criminal offence relating to fraud or financial impropriety or criminal misrepresentation or falsification of facts relating to any matter;
- that the Company is not in receivership, the subject of any form of insolvency or bankruptcy proceedings or the subject of any form of winding up petition or proceedings;
- That the company does not have existing loan or financial liability with a bank, other financial institution or third party that is classified as doubtful, non-performance, bad or whose repayment portion has been outstanding for the last four (4) month
(h) Company’s Audited Accounts for the last three (3) years – 2019, 2020 & 2021, duly acknowledged by the Federal Inland Revenue Service (FIRS);
(i) Reference Letter from a reputable commercial bank indicating willingness to provide credit facility for the execution of the project when needed;
(j) Company’s Profile with the Curriculum Vitae of Key Staff to be deployed for the project, including copies of their Academic/Professional qualifications;
(k) Verifiable documentary evidence of at least three [3] similar jobs executed in the last five [5] years including Letters of Awards, Valuation/Job Completion Certificates;
(l) Works: List of Plants/Equipment with proof of Ownership/Lease Agreement;
(m) SERVICES: Evidence of firm’s registration with relevant regulatory professional body(ies) qualifications such as COREN, QSRBN, ARCON, CORBON, CMD etc.;
(n) For Joint Venture/Partnership, Memorandum of Understanding (MOU) should be provided (CAC, Tax Clearance Certificate, Pension Clearance Certificate, ITF Compliance Certificate, IRR & Sworn Affidavit are compulsory for each JV partner);
(o) All documents for submission must be transmitted with a covering /forwarding letter under the Company/Firm’s Letter Head Paper bearing amongst others, the Registration Number [RC] as issued by the Corporate Affairs Commission [CAC], Contact Address, Telephone/GSM No. and e-mail address. The letterhead paper must bear the Name of the Directors at the bottom of the page duly signed by an authorized officer of the firm;
(p) Evidence of Registration as a consultant with Federal Ministry of Environment is compulsory for those bidding for FIA;
(q) GOODS: Authorization letter from the Original Equipment Manufacturer (OEM);
(4.0) SUBMISSION OF PRE-QUALIFICATION DOCUMENTS
Prospective bidders are to submit two (2) hard copies of the technical bids with soft copy in a sealed envelope and clearly marked “Technical Bid” addressed to;

BASAWA ROAD, ZARIA
and clearly marked with name of the project and lot number. Furthermore, the reverse side of the sealed envelope should have the name and address of the bidder and dropped in the designated tender box in the Institute’s MAIN AUDITORIUM, ZARIA not later than 12:00noon prompt on Monday 20 June. 2022. Companies submitting bidding documents must sign Bid Submission Register at the Reception Desk of the Main Auditorium, NITT, Zaria after dropping the bidding documents into the tender box.
(5.0) OPENING OF TECHNICAL BIDS
The Technical Bids will be opened immediately after the deadline for submission at 12:00noon prompt on Monday, 20 June. 2022 in the Main Auditorium, Nigerian Institute of Transport Technology, Zaria. Please ensure that you sign the Bid Submission Register at the Main Auditorium, NITT, Zaria, as NITT will not be held liable for misplaced or wrongly submitted bids.
(6.0) SUBMISSION OF EXPRESSION OF INTEREST (EOI)
Interested firms should submit two (2) bound EOI documents duly signed, paginated by dividers and arranged in the order outlined hereunder:
Thereafter, put the two sealed envelopes together in a bigger sealed envelope addressed to: DIRECTOR GENERAL/CHIEF EXECUTIVE, NIGERIAN INSTITUTE OF TRANSPORT TECHNOLOGY [NITT], BASAWA ROAD, ZARIA and clearly marked with name of the project and lot number. Furthermore, the reverse side of the sealed envelope should have the name and address of the bidder and dropped in the designated tender box in the Institute’s MAIN AUDITORIUM, ZARIA not later than 12:00noon prompt on Monday, 20 June, 2022. Companies submitting bidding documents must sign EOI register at the Reception Desk of the Main Auditorium, NITT, Zaria after dropping the bidding documents into the tender box.
(7.0) OPENING OF EXPRESSION OF INTEREST (EOI)
The Expression of Interest (EOI) will be opened immediately after the deadline for submission at 12:00noon prompt on Monday, 20 June, 2022 in the Main Auditorium, Nigerian Institute of Transport Technology, Zaria. Please ensure that you sign Expression of Interest Register at the Main Auditorium, NITT, Zaria as NITT will not be held liable for misplaced or wrongly submitted Expression of Interest.
(8.0) GENERAL INFORMATION
(i) The Nigerian Institute of Transport Technology [NITT], Zaria will not be held liable for misplaced or wrongly submitted bids and all late submissions will be returned un-opened.
(ii) All Bids/EOI must be written with indelible ink, those written with pencil will be rejected.
(iii) Failure to fulfill any of the conditions stated in this advertisement shall render an application invalid.
(iv) All cost will be borne by the bidders.
(v) Attendees at the bid openings shall be required to wash hands, use hand sanitiser, wear mask and observe physical distancing. The Bids Opening in the presence of observers will be covered by video recording and invitation link will be sent to bidders who chooses to join the bid opening online.
(vi) Only shortlisted/pre-qualified bidders will be invited at a later date for collection of Request for Proposals/Tender documents.
(vii) Bids must be in English Language and signed by an official authorized by the bidder.
(viii) Arrangement of technical documents in hard copies should follow the order in the list above and appropriately paged. The technical document should have a table of content indicating the pages, which these items are to be found. Failure to comply with this directive will result in disqualification of the bidder.
(ix) Bidders are to bid for not more than Two (2) lots.
(x) The Nigerian Institute of Transport Technology [NITT] Zaria is not bound to pre-qualify/shortlist any bidder and reserves the right to annul the procurement process at any time without incurring any liabilities to the Bidders in line with section 28 of the Public Procurement Act, 2007
