INVITATION FOR PRE-QUALIFICATION/INVITATION TO TENDER FOR THE UPGRADING AND CONVERSION TO SOLAR OF 31 NO MOTORIZED WATER SCHEMES
PROCUREMENT NO: JG/MOWR/STW/WORKS/NCB/2022/001

(A) PREAMBLE
The Government of Jigawa State in its effort to Increase access to portable water supply in the small towns wish to embark, through the Small Towns Water Supply And Sanitation Agency (STOWA), hereby Invites tenders from reputable contractors for the upgrading and conversion to solar of 31no. Motorized water supply schemes at Gumel, Jahun, Dutse, Birnin Kudu, Hadejia, Ringim and Kazaure zones.

(A) SCOPE OF WORK

The projects are divided Into lot 1 and 2 as per details table below:-

2Upgrading and Conversion to Solar of 14no. Motorised Water Supply Schemes at Kutugum, Sarawa, Jamaga, Koya, Kwatalo and Dumadumin Toka (Jahun Zone), Gujungu Main, Gujungu Wssrp, Gujungu Water For all and Wayu Babba (Ringim Zone), Kiyako (Birnin Kudu Zone), Dunguyawa and Firjin Yamma (Kazaure Zone) and Tsohuwar Bariki (Hadejia Zone).

(B) MANDATORY REQUIREMENTS
Companies interested in the projects are to submit company profile which must contain the following:

(a) Certificate of Incorporation with cooperate Affairs Commission

(b) Certified true copy of memorandum and article of association

(c) Tax clearance for the last three years

(d) Evidence of registration with Jigawa state works registration board in relevant category

(e) Company’s audited account for the last one year

(f) Evidence of financial capability and Banking support

(g) Verifiable evidence of Company profile and technical qualification of key technical personnel registered with relevant professional bodies (COREN, CORBON, QSRBN, ARCON etc.

(h) That the company have fulfilled all obligations to pay taxes, pensions and social security contributions

(i) Evidence of similar projects executed (letter of award and completion certificate) at least three (3) within the last five (5) years.

(j) Description and list of relevant construction/civil works equipment

(k) Company average annual turnover of not less than N50million

(l) VAT registration and evidence of past remittance

(m) A sworn affidavit certifying as follows:

(i) That the document submitted for the pre-qualification exercise are not only genuine but correct

(ii) That none of the director of the company has been convicted by any court law

(iii) That the company is not bankrupt

(iv) That none of the officers of Jigawa State/Local government is a present or former director of the company

(C) COLLECTION AND SUBMISSION OF TENDER DOCUMENTS AND COMPANY PROFILE
Interested bidders are to visit Jigawa State e-procurement portal (https://jigawa-eproc.eurodyn.com/epps/home.do) to access and fill the bid documents after payment of non- refundable tender fee of Fifty Thousand Naira only (N50, 000.00) at Small Towns Water Supply and Sanitation Agency (STOWA) Head Office at Shuwarin, Dutse from the date of publication of the advert and between 9:00am to 4:00pm Mondays to Fridays, except on public holidays.

(D) SUBMISSION OF TENDER DOCUMENT
Company profile with the covering letter on company’s letter head should be scan and uploaded to the e-procurement portal and submitted online on or before 12:00 Noon Thursday 25 August, 2022 A scanned copy of bid security of not less than 2% of the bid price either In form of Insurance bond of bank guarantee addressed to The Ag. Managing Director, Small Towns Water Supply and Sanitation Agency (STOWA), Shuwarin, Dutse, Jigawa State should also be uploaded into the portal Similarly, the original of company’s profile, signed forwarding letter with attached bill bid security and a copy of the sworn Affidavit in hard copy should be send to The Ag. Managing Director. Small Towns Water Supply and Sanitation Agency (STOWA), Shuwarin, Dutse, Jigawa State Bids shall be valid for a period of 120 days (4month) after Bid opening.

(E) OPENING OF BIDS
Bid opening should take place online on Thursday 25 August, 2022 by 12:30PM However, the bid opening will be visually projected same time at Jigawa State Ministry of Water Resources Conference Hall

(F) GENERAL INFORMATION
However, bidders should note the following Information:

(i) Bids submitted after deadline for submission will be denied access to the portal

(ii) Only financial bids of successful pre-qualified bidders will be opened

(iii) This advert shall not be constructed as commitment on the part of the Jigawa State Small Towns water supply and Sanitation Agency by virtue of such company having responded to this advert

(iv) All cost will be borne by the bidders as the Jigawa State Small Towns Water supply and Sanitation Agency will not be held responsible for any cost or expenses incurred by any interested party (i.e) in connection with any response to this invitation.

(v) The Jigawa State Small Towns water supply and Sanitation Agency reserves the right to annual the procurement process at any time without incurring any liabilities

(vi) Alternative bid will not be accepted

(vii) Bidders with the same subsidiary relationship are not allowed to partake in the same lot.
