INVITATION FOR PRE-QUALIFICATION AND TENDER NOTICE FOR INSTALLATION OF SOLAR POWERED LAMPS AS MAY BE DETAILED IN TENDERING DOCUMENTS AS HEREIN DESCRIBED
INTRODUCTION
Ministry of Local Government, Chieftaincy and Community Affairs, Government House, Awka desires to install Solar Powered Lamps under Install and Transfer Arrangement through our registered and reliable contractors/individuals.
PRE-QUALIFICATION REQUIREMENTS
Interested competent contractors/individuals who wish to submit to the pre-qualification exercise and bid/tender for the installation of the structures to send the underlisted qualification requirements to the undersigned.
(1) Evidence of registration with Corporate Affairs Commission. If Limited Company
(2) Tax Clearance Certificate of the firm or individual for the last three (3) years (2020, 2021 and 2022) duly stamped
(3) Copy of VAT registration certificate and remittance
(4) Evidence of registration as a contractor with the Ministry of Local Government, Chieftaincy and Community Affairs.
(5) Certified true copy of Memorandum and Articles of Association of the Company. If Limited
(6) Corporate profile to include list, cvs and copies of credentials of the Company and the technical staff if limited liability company indicating qualification, years of cognate experience and certificate of registration with relevant professional bodies.
(7) Original bank Statement for the past twelve (12) Months.
(8) Verifiable evidence of similar job successfully executed or being executed within the last five (5) years indicating type, cost, location and evidence of and completion.
(9) Company or individual’s registered address, functional contact address, GSM phone number(s) and e-mail address.
(10) Reference letter from three previous clients of similar project satisfactorily completed
(11) A sworn affidavit certifying that:
(a) The documents submitted for the pre-qualification are genuine and correct
(b) The Director(s) seeking pre-qualification had never been convicted by any Court of Law
(c) The Company or individual is not bankrupt
(d) None of the Officer of Anambra State Government is a former or present Director of the Company and none of the workers of the Anambra State Government shall participate in the tendering process.
(12) Evidence of payment of non-refundable Tender fee of two hundred and fifty thousand naira only (N250,000.00)made payable into the account of Ministry of Local Government Chieftaincy and Community Affairs.

COLLECTION OF DOCUMENTS
Interested Bidders should collect pre-qualification and financial bid documents from the office of the Commissioner, Ministry of Local Government, Chieftancy and Community Affairs, Government House, Awka on presentation of the receipt issued by the office from Wednesday 31 August to Friday 9 September, 2022.
SUBMISSION OF PRE-QUALIFICATION AND TENDER DOCUMENTS
The Pre-qualification and Tender documents should be arranged in the order listed above, enclosed in a sealed envelope marked and specified at the top left “confidential” indicating what you applied for. The envelope should be delivered to the undersigned not later than 12noon Thursday, 8 September, 2022.
INVITATION FOR PRE-QUALIFICATION AND TENDER EXERCISES
Contractors/Individuals are hereby requested to indicate their interest in participating in the Pre-qualification and Tender exercises, following which only pre-qualified Bidders will be invited for the opening of financial tenders.
The public opening of the pre-qualification would hold on Friday, 9 September, 2022 by 12.00 noon in the Commissioner’s Office at Government House, Awka.
IMPORTANT INFORMATION
(1) Failure of Bidders to follow the order of any of the instructions above of provide any of the listed documents may automatically result in disqualification
(2) Notwithstanding the submission made, the Commissioner, Local Government, Chieftaincy and Community Affairs is neither committed nor under any obligation to include any contractors or individual on the final list of pre-qualified contractors or award any form of contract to any contractor/individual.
(iii) To qualify for the package which tenders are invited in the invitation to Tender, the contractor/individual shall demonstrate having resources and experience sufficient to meet the aggregate of the qualifying criteria as the work would be done strictly as specified in the documents as above described.
(iv) The Ministry reserves the right to reject any pre-qualification document and is neither committed nor obliged to give reasons for the rejection of any of the contractors/individuals responding to this invitation
