REQUEST FOR BIDS FOR THE PROCUREMENT OF COMPUTERS AND PERIPHERALS (ONE-ENVELOPE BIDDING PROCESS)

1. The Federal Government of Nigeria has received financing from the World Bank toward the cost of the Fiscal Governance and Institutions Project (FGIP) and intends to apply part of the proceeds toward payments under the contract for Procurement of Computers and Peripherals. “For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing
2. The Federal Ministry of Finance, Budget and National Planning now invites sealed Bids from eligible Bidders for the following:

3. Bidding will be conducted through National Competitive Procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” November 2020 Edition (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.
4. Interested eligible Bidders may obtain further information and inspect the bidding document during office hours 1100 to 1600 at the address given below.
a. Qualification Criteria include:
i) Financial Capability: The audited accounts for the last three years 2019, 2020 and 2021 shall be submitted to demonstrate the current bidder’s financial position.
ii) Documentary evidence to demonstrate that the goods offered meet the stated technical specifications.
iii) Certificate of Incorporation with Corporate Affairs Commission (CAC)
iv) Current Tax Clearance Certificate expiring 31st December, 2022
b. Experience Criteria
i) Evidence of minimum of five (5) years overall experience of the firm in the supply of the goods and related services
ii) Evidence of at least three (3) successfully completed contracts as a main supplier of IT Equipment of at least the scope and complexity of this contract within the last Five years

The bid is to be accompanied on submission with the evidence of payment of a non-refundable fee of N10,000 (Ten Thousand Naira Only), paid into the Remita account of the FEDERAL MINISTRY OF FINANCE- HQTR (GIFMIS Code: 022000100100) in any commercial bank and converted to the Ministry’s Treasury Receipt. Completed bids shall be enclosed in a sealed envelope with the project name and the company name clearly written on the envelope.
6. Bids must be delivered to the address below on or before 12:00 hours 29 September, 2022. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below on 12 noon, 29th September, 2022.
7. All Bids must be accompanied by a Bid Security Declaration
