INVITATION TO TENDER FOR PRE-QUALIFICATION/FINANCIAL BIDS
(1) PREAMBLE:
In compliance with the Jigawa State Procurement process, Miga Local Government wishes to notify interested bidders of its intension for the Construction of Drainages, culverts and Earth filling within Miga Local Government.
(2) PROJECT SCOPE:
Construction of Drainages, culvert and earth filling with a completion period of 8 weeks
| Lot 1 | Construction of drainage 565m at Kadawa and 150m drainage and culvert at Hantsu |
| Lot 2 | Construction of drainage and culvert at Dangyatin |
| Lot 3 | Earth filling at Kadawa |
(3) ELIGIBILITY REQUIREMENTS
Interested competent and reliable contractors are required to provide verifiable evidence including but not limited to the following documents:
(i) Certificate of incorporation with cooperate affairs Commission.
(ii) Certified true copy of Memorandum and Article of Associations.
(iii) Evidence of registration with Jigawa State Works registration Unit.
(iv) Tax Clearance certificate for the last three (3) years
(v) Audited account for the last one (1) year.
(vi) VAT registration and evidence of past remittance.
(vii) Evidence of financial capability and banking support.
(viii) Company average annual turnover of not less than N10m per each lot.
(ix) Evidence of similar project executed (letter of award and completion, certificate) at least three (3) in the last Five years.
(x) That the company have fulfilled all obligations to pay Taxes, pensions and social security contributions.
(xi) A sworn affidavit certifying as follows.
(a) That the document submitted for the prequalification exercise are not only genuine but correct.
(b) That none of the directors of the company has been convicted by any court of law.
(c) That the company is not bankrupt d That none of the officer of Miga Local Government is a present or former director of the company e Any other relevant information that will help in determining the company’s suitability for the work.
Any prospective bidder that does not possess any of me above documents need not to apply.
(4) COLLECTION OF TENDER DOCUMENTS
Interested bidders are to collect the tender documents from the office of the Director Planning, Research and Statistics, Miga Local Government from the date of publication of this advert and in between the hours of 09:00 am and 5:00 pm daily after a payment of a non-refundable fee of N20,000.00
(6) SUBMISSION OF TENDER DOCUMENT
Technical and Financial bids shall be submitted in two different sealed envelopes and label “Technical Bid” and “Financial Bids” respectively with the company s name indicated at the back of each envelope Both envelopes should be placed in a sealed third envelope addressed and delivered to the office of the Director Planting Research and Statistics Miga Local Government and not later than Wednesday, 14 September, 2022 by 12:00 noon
All documents for submission must be transmitted with a forwarding letter duly signed by the company representative under the company’s letter headed paper bearing the CAC registration number (RC), contact address, telephone number (preferable GSM No) and Email address.
The financial bid should contain a bid security of not less than 2% of the quoted bid by way of bank grantee or insurance bond issued by reputable bank or insurance company acceptable by the procuring Entity.
The bid validity period should be 90 days from the deadline of the bid submission at 12:00 noon
(6) OPENING OF BIDS
Only technical bids shall be opened immediately after the deadline for submission date.
(7) GENERAL INFORMATION
(i) Bids submitted after the deadline for submission will be returned unopened.
(ii) Only the financial bids of successful bidders will be opened, while those for the unsuccessful bidders will be returned un-opened.
(iii) This advert shall not be construed as commitment on the part of the Miga Local Government nor shall it entail a company to make any claim(s) whatsoever and/or to seek any indemnity from Miga Local Government by virtue of such company having responded to this advertisement
(iv) All cost will be borne by the bidders as the Miga Local Government will not be held responsible for any cost or expenses incurred by any interested party (i.e.) in connection with any response to this invitation.
(v) Miga Local Government reserved the right to annul the procurement process at any time without incurring any liabilities.
(vi) Alternative bid will not be accepted
(vii) Bidders with the subsidiary relationship are not allowed to partake in the same lot.
