(1) The Federal Republic of Nigeria has received financing from the World Bank toward the cost of the Kebbi State Adolescent Girls Initiative for Learning and Empowerment Project (KBAGILE) and intends to apply part of the proceeds toward payments under the contract for Procurement of Contractors for Construction of Junior and Senior Secondary Schools in the Northern and Central Senatorial Districts of Kebbi State – Lots 1-5. For this contract, the Borrower shall process the payments using me Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing.

(2) The Kebbi State Ministry of Education through the office of the Project Coordinator Kebbi AGILE now invites sealed bids from eligible Bidders for the activity. The Procurement of Contractors for Construction of Junior and Senior Secondary Schools in the Northern and Central Senatorial Districts of Kebbi State – Lots 1-5 the work period is 15 months.

The margin of Preference shall not be allowed.

The attention of the prospective bidders is hereby drawn to the Pre-Construction activities, including confirmation of foundation designs of various buildings to determine suitability for the soil type, preparation of service drawings for the site etc., as required under paragraph 5 of Section III of the Bidding Document.

NB: Bidders may bid for one or more lots; Evaluation shall be done on a lot-by-lot basis however for a bidder to be considered for more than one lot, that bidder shall satisfy cumulative qualification requirements for multiple lots. Bidders wishing to offer discounts in case they are awarded more than one contract will be allowed to do so, provided those discounts are included in the Letter of Bid

(3) Bidding will be conducted through National Competitive Procurement using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” Procurement in Investment Projects Financing” November 2020 (“Procurement Regulations”) available on www.worldbank.org/procure and is open to all Bidders as defined in the Procurement Regulations.

(4) Interested eligible Bidders may obtain further information from the office of the Kebbi State Adolescent Girls’ Initiative for Learning & Empowerment Project, (KBAGILE) and inspect the bidding document during office hours from 9:00 am to 4:00 pm (local time) at the address given below.

(5) The bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a non-refundable fee of Fifty Thousand Naira (N50,000.00) only in a Bank Draft in Favour of  “Kebbi State Adolescent Girls’ Initiative for Learning & Empowerment Project, (KBAGILE)” The document could be collected at the address below on presentation of proof of payment. At the request of the bidder, the documents could also be sent by courier after payment of an additional fee to cover the cost of delivery.

(6) Bids must be delivered to the address in paragraph 8 below on or before Friday 14 October, 2022, 12:00pm (local time). Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below at 12.00 noon on 14 October, 2022.

(7) All Bids must be accompanied by a Bid Security of at least 2.5% of Bid price.

(8) All Bids must be accompanied by a Sexual Exploitation and Abuse (SEA) and/or Sexual Harassment (SH) Declaration.

(9) Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
