INVITATION TO TENDER FOR THE PROVISION OF LINER HANGER AND FLOAT EQUIPMENT SUPPLY & SERVICE FOR NAOC JV OPERATIONS

(1) INTRODUCTION
The Nigerian Agip Oil Company Limited (NAOC) has a requirement to issue LINER HANGER AND FLOAT EQUIPMENT contract for the Scope of Work identified below on NAOC land and swamp locations for three (3) years firm period plus one (1) year optional extension.
NAOC therefore invites submissions for the purpose of technical evaluation from suitable and reputable companies having the capability and experience to undertake the under defined scope of work:
(2) SCOPE OF WORK
The COMPANY requires the services of a specialized CONTRACTOR able to carry out the following services for the provision of Liner Hanger and Float Equipment for NAOC JV in land and swamp areas.
CONTRACTOR shall supply all equipment, including consumables and spare parts, vehicles, qualified personnel, technical assistance and documentation necessary to carry out the running and setting of Liner Hanger, Tie-Back and ancillary equipment as requested by COMPANY. The services shall include but not limited to:
- Preparation of detailed operative program based on the information provided by COMPANY;
- Running and setting of Liner Hangers Systems;Running and setting of Top Liner Packers, Tie-Backs and associated equipment;
- For the execution of the service, the CONTRACTOR shall:
- Provide personnel, equipment and products necessary to plan and co- ordinate, supervise and perform the services;
- Provide assistance and technical support to WELL SITE personnel Provide technical interface to COMPANY;
- Supply the requested quantity and type of equipment and materials to perform the work.
- Provide all the quality control documents related with supplied, equipment and materials.Provide a Service Base to support the foreseen operation.
- Carry out, co-ordinate and move CONTRACTOR equipment and goods to and from the EMBARKATION POINT
- Maintain, a comprehensive inventory of equipment required to successfully carry out the entire operations.Maintain repair and calibrate all the EQUIPMENT according to a maintenance program as per CONTRACTOR QA/QC System. This maintenance program shall be available for COMPANY Verification.
- Maintain appropriate quality control on supplied products (also at WELL SITE).
- Provide all consumable and spare part equipment on a consignment basis
- Prepare and submit the necessary detailed technical reports and other documentation as directed by Company.Provide reporting of operation as required by COMPANY
Failure to meet any of these requirements shall lead to outright disqualification
CONTRACTOR shall conform to ISO 9000 series International Standard. All the activities shall be carried out with minimum impact on the environment and maximum care of health and safety of all concerned, directly or indirectly with the activities.
(3) MANDATORY REQUIREMENTS
To be eligible for this tender exercise, interested contractors are required to be registered in the following Product/Service Categories in the NipeX Joint Qualification System (NJQS) database:
Product Category (3.0415) – Liner Float, Hangers and Running Equipment
(a) All successfully pre-qualified suppliers in these categories will reserve Invitation to Technical Tender (ITT).
(b) To confirm if you are pre-qualified and view the product/service category you are listed for, Open http://vendors.nipex-ng.com and access NJQS with your log in details Click on Products/Services tab to view your status and product Codes.
(c) If you are not listed in a product/service category but you are registered with DPR to do business, contact NipeX office at 8, Bayo Kuku Road, Ikoyi Lagos with your DPR certificate as evidence for necessary update.
(d) To initiate the JQS pre-qualification process, access www.nipex-ng.com click on services tab followed by NJQS registration.
(e) To be eligible all tenders must comply with the Nigerian Content requirements in the NipeX system.
(4) NIGERIA CONTENT
Bidders are invited to express complete understanding, willingness and commitment to comply with the Nigerian Oil and Gas Industry Content Development (NOGICD) Act, 2010 and. Insurance ACT 2003 Consequently, bidders’ submissions shall be evaluated strictly with the minimum evaluation criteria defined in the NOGICD Act.
The documentation for evaluation shall include but not be limited to the following:
(1) Only Nigerian companies having equal or greater than 51% Nigerian shareholding shall participate in this tender
(2) Provide evidence of company Ownership Structure form CO2 and CO7, registration on NOGIC JQS and DPR certificate.
(3) Detailed description of the location of in-country committed facilities & infrastructure (Administrative/Technical offices, workshop, assembly area, etc.) in Nigeria to support this contract.
(4) Provide evidence of what percentage of your key management positions is held by Nigerians and what percentage of the total work force are Nigerians. Also, show overall percentage of work to be performed in Nigeria and those by Nigerian resources relative to total work volume.
(5) Bidders shall have valid category C NCEC and/or Cat. 1, 2, 3 or 4 Construction and Movable (EC) NCEC and or valid category C NCEC demonstrating at least 50% ownership of downhole equipment and tools.
(6) Tenderer shall comply with the latest approved version of NCDMB HCD guideline by committing (via a letter of undertaking) to providing Project-Specific training, man-hour, budget, skill development and understudy plan for Nigerian personnel utilizing OGTAN registered trainer(s) or other approved NCDMB training institution(s).
NOTE: Non-compliance with Nigerian content requirements is a FATAL FLAW
(5.0) CLOSING DATE
Only tenderers who are pre-qualified as LIVE status with NJQS in the following Product/Service Category as at the closing date of the advert on 29 September, 2022 at 4:00pm shall be invited to submit Technical Bids.
