INVITATION TO TENDER UNDER NCAA 2022 IGR BUDGET

1.0 INTRODUCTION
1.1 The Nigerian Civil Aviation Authority (NCAA), a Parastatal under the Federal Ministry of Aviation (FMA), in pursuance of its statutory oversight functions and in compliance with Public Procurement Act, 2007, intends to carry out the Procurement of Goods and Works under its 2022 Internally Generated Revenue (IGR)Budget.
1.2 The Authority therefore invites all experienced and competent Contractors and Suppliers with relevant experience for consideration for the execution of the following projects:
2.0 SCOPE OF SUPPLIES/WORKS
The scope of Supplies/Works for the 2022 fiscal year are categorized as follows:
SUPPLIES:
Lot NCAA/G1/22: Procurement of Operational Vehicles to be delivered at NCAA HQs, Nnamdi Azikiwe International Airport, Abuja.
Lot NCAA/G2/22: Procurement and Installation of Multistar Walk Through Metal Detector at NCAA HQs, Nnamdi Azikiwe International Airport Abuja.
Lot NCAA/G3/22: Procurement of Security Equipment and Gadgets to be delivered at NCAA HOS, Nnamdi Azikiwe International Airport Abuja.
Lot NCAA/G4/22: Procurement and Installation of Gymnasium Equipment at NCAA HQs, Nnamdi Azikiwe International Airport, Abuja.
Lot NCAA/G5/22: Procurement and Installation of Various Aeromedical Equipment at NCAA Lagos Regional Office Annex, MM International Airport, Ikeja Lagos Lot NCAA/G6/22: Supply and Installation of 100KVA Generator at NCAA Safety Inspector Quarters, Kano

Lot NCAA/W5/22: Provision of Borehole, Surface and Over Head Tank Stanchion, and Water Treatment Plant at Port Harcourt Regional Office.

Lot NCAAW13/22: Construction of 2-Bedroom Semi-Detached Bungalow (Blk-D) at Abuja.
Lot NCAA/W14/22: Construction of Prototype Regional Office Building, Abuja.
Lot NCAA/W15/22: Renovation of Abuja Regional Building (Pilot Lounge), Abuja,
Lot NCAA/W16/22: Provision and Installation of Aluco Board for NCAA Corporate HQ Building, Abuja.
3.0 ELIGIBILITY REQUIREMENTS
i. Evidence of Certificate of Incorporation issued by Corporate Affairs Commission (CAC) including Forms CAC 1.1 or CAC2 and CAC7;
ii. Evidence of Company’s Income Tax Clearance Certificate valid till 31st December 2022
iii. Evidence of Pension Clearance Certificate valid till 31 December, 2022 (this requirement is only applicable to bidders whose number of staff is 15 and above);
iv. Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2022 (applicable where number of staff is at least 5 or the bidder has at least N50m turnover):
v. Evidence of Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid till 31 December, 2022
vi. Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31st December, 2022or valid Certificate issued by BPP,
vii. Sworn Affidavit:
-disclosing whether or not any officer of the relevant committees of the Nigerian Civil Aviation Authority or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars;
-that no Director has been convicted in any Country for any criminal offence relating to fraud or financial impropriety or criminal misrepresentation or falsification of facts relating to any matter,
-that the Company is not in receivership, the subject of any form of insolvency or bankruptcy proceedings or the subject of any form of winding up petition or proceedings:
-That the company does not have existing loan or financial liability with a bank, other financial institution or third party that is classified as doubtful, non-performance, bad or whose repayment portion has been outstanding for the last four (4) months;
viii. Company’s Audited Accounts for the last three (3) years – 2019, 2020 & 2021, duly acknowledged by the Federal Inland Revenue Service (FIRS); Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorised officer of the firm.
4.0 COLLECTION OF TENDER DOCUMENTS
Interested bidders are to sign and collect bidding documents from the office of Head of Procurement, Nigerian Civil Aviation Authority, Procurement Department, Corporate Headquarters, Nnamdi Azikiwe International Airport, FCT, Abuja. between 10:00 am and 4:00pm Monday to Friday upon payment of nonrefundable tender fees of N10,000.00 per Lot through NCAA Remita Account No. 0020531761015/ NUBAN No. 3000054795 and presentation of NCAA official payment receipt obtained from the Directorate of Finance and Accounts, NCAA Corporate Headquarters, Nnamdi Azikiwe International Airport (NAIA)Abuja.
5.0 SUBMISSION OF BID DOCUMENTS
- Technical and Financial Bids are to be submitted in two (2) hard copies A4 paper size and neatly bound. Technical bids shall be arranged in the order listed under eligibility requirements and clearly separated by dividers.
- Soft copies of the financial bids should also be submitted in a flash drive in MS Excel
- Technical and Financial Bids must be sealed in two separate envelopes with inscription of the project name and Lot No. The bidder’s company name must be clearly written at the top left corner of the envelopes. Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorised officer of the firm.
- All bidding documents must be clearly addressed to:

6.0 OPENING OF TECHNICAL BIDS
Only the technical bids will be opened immediately after the deadline for submission at 12:00 noon on Monday, 24 October, 2022, at the Conference Hall, Nigerian Civil Aviation Authority, Corporate Headquarters, Nnamdi Azikiwe International Airport, FCT, Abuja. 7.0 GENERAL INFORMATION
i. NCAA reserves the right to verify the authenticity of any claims made on the documents submitted by bidders.
ii. Bidders are required to allow their bids to be scanned by NCAA Security Personnel and sign bids return register located at the security duty post before submission. Failure to comply with this security arrangement disqualifies a bidder(s).
iii. Please note that NCAA will not be held liable for misplaced or wrongly submitted bids.
iv. Failure to submit any or all eligibility requirement(s) documents shall automatically result in disqualification
v. Originals of all the documents submitted must be produced for sighting at any time requested.
vi. Late submission of tender documents shall be returned un opened.
vii. All submissions must be in English Language and should be very clear on the areas of specification and lot of interest
viii. The award of contract for any lot is subject to availability of funds The Authority reserves the right to prioritize the implementation of its projects.
ix. Bidders are NOT allowed to bid for more than two (2) Lots. c. In all correspondences, please quote the reference number shown above.
xi. Attendees at the bids opening shall be required to wash hands, use hand sanitiser, wear mask and observe physical distancing. The Bids Opening in the presence of observers will be covered by video recording and invitation link will be sent to bidder who chooses to join the bid opening online
xii. Only pre-qualified bidders at technical evaluation will be invited for financial bids opening, while the financial bids of unsuccessful bidders will be returned un-opened
xiii. The list of the successful and unsuccessful bidders shall be pasted on the notice board at NCAA Corporate Headquarter Abuja and NCAA, website (www.ncaa.gov.ng)
xiv. NCAA is not bound to pre-qualify any bidder and reserves the right to annul the procurement process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act 2007.
xv. This advertisement shall not be construed as a commitment on the part of Federal Ministry of Aviation, NCAA or its staff nor shall it entitle a bidder to make any claim whatsoever and or seek any indemnity from NCAA by virtue of such bidder having responded to the advertisement.
