(1)The Federal Government of Nigeria has received financing from the African Development Bank (hereinafter called the Bank) towards the cost of the Inclusive Basic Service Delivery and Livelihood Empowerment Integrated Project and intends to apply part of the proceeds toward payments under the contract for the Construction of Hostels and Classroom in Lassa FSTC in Borno State of Nigeria. For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the Bank’s Disbursement Guidelines and procedures for Investment Project Financing.
(2) The Technical and Science Education Department of the Federal Ministry of Education now invites sealed Bids from eligible Bidders for Construction of Buildings in Lassa Federal Science and Technical College Borno State, comprising 2 Lots as follows:
(a) Lot 1: 2Nos Girls’ Hostel (48B/bed capacity), Rehabilitation of Girls’ Laundry and Washroom, Completion of Boys’ Hostel (48 Bed capacity), Renovation of 1No Workshop, and Fencing of Girls’ Hostel.
(b) Lot 2: New Construction of 1No Clinic and 6 Nos 2-Bedroom Units of Staff Quarters, Rehabilitation of Administration Block, Generator House, 2 Nos Workshops and 1No 4-Classroom Block facilities and the construction of External Walkways using Interlocking tiles.
(3) Bidding will be conducted through the Open Competitive Bidding (National), OCBN procedures as specified in the Bank’s Procurement Framework of October 2015, and is open to all eligible Bidders as defined in the Procurement Framework.
(4) Interested eligible Bidders may obtain further information from the address indicated below in paragraph 9 and inspect the bidding document from 9:00am to 4:00pm during working days at the same address.
(5) The bidding document in English language may be purchased by interested eligible Bidders upon submission of a written application to the address below and upon payment of a nonrefundable fee of Twenty thousand Naira (N20,000.00) only. Payment will be done via Remita. A description of how to generate a Remita Retrieval Reference is available on https://support.remita.net/portal/en/kb/articles/how-to-generate-rrr-remita-retrieval-reference. The “name of the MDA” is Federal Ministry of Education Inclusive Basic Services Delivery and Livelihood Empowerment Integrated. The “purpose of payment” is Tender Fees. Bidders shall be required to present a copy of the RRR generated as well as the Bank teller for the payment at the address below when collecting the bidding documents.
(6) Bids must be delivered to the address below in paragraph 9 on or before 12:00 Noon local time, 7 November, 2022. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below on 7 November, 2022 by 1:00pm
(7) All Bids must be accompanied by Bid Securities as follows:
(a) Lot 1: Six Million Naira (N6,000,000.00) only.
(b) Lot 2: Thirteen Million Naira (N13,000,000.00) only.
A separate bid security shall be presented for each lot. Consolidating the values of bid securities of two lots into a single bid security will render the bids non- responsive.
(8) Attention is drawn to the Procurement Framework requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document
