DEADLINE: 10TH NOVEMBER, 2022
FEDERAL MINISTRY OF WORKS & HOUSING (FMW&H)
IN COMPLIANCE WITH INFRASTRUCTURE CONCESSION REGULATORY COMMISSION (ICRC) ACT 2005 &
NATIONAL POLICY ON PUBLIC-PRIVATE PARTNERSHIP (PPP)
NOTICE FOR COMBINE REQUEST FOR QUALIFICATION (RFQ) AND PROPOSAL (RFP) FOR THE DESIGN AND DEVELOPMENT OF A CENTRAL CLEARING HOUSE (CCH) APPLICATION SYSTEM TO MANAGE ROAD TOLLING PLATFORMS IN NIGERIA

(1.0) INTRODUCTION
Following approval of the Draft White Paper on Federal Roads and Bridges Tolling Policy, the Federal Government of Nigeria through the FMW&H is desirous of inviting interested firms or consortium to participate in the combined Request for Qualification (RFQ) and Request for Proposal (RFP) exercise for the selection of concessionaire to Design, Build, Operate and Transfer a Central Clearing House (CCH) for Toll Operations on Federal Highways, through an International Competitive Bidding (ICB). The terms and conditions for project implementation with the selected concessionaire will be set out in the Concession Agreement to be mutually negotiated. Meanwhile, National Information Technology Development Agency (NITDA) and Infrastructure Concession Regulatory Commission (ICRC) have issued the requisite Clearance and Outline Business Case (OBC) Compliance Certificates, respectively.

It would be recalled that the Federal Ministry of Works and Housing (FMW&H) under its statutory responsibilities over Federal Road Network, introduced the Highway Development and Management Initiative (HDMI) to attract sustainable investment and funding in the development of road infrastructure and maximization of the use of assets along the Right of Way (ROW). The rationale behind the private sector engagement is to provide alternative source of financing road development and management. Would-be concessionaires are to recoup their investment through toll and non-toll revenue sources, accordingly. Thus, the CCH is to cater for the HDMI and other relevant Federal Toll Roads.

(2.0) Project Objective
The overall objective of the selection process would be the successful procurement of a concessionaire with the technical competence, managerial capacity, and financial resources to design, build and operate a fit-for-purpose CCH. The Toll System and CCH is therefore required to provide efficient toll collection, accountability and visibility to the FMWH of the toll operations as well as ensure uniformity, interoperability and continuity of operations. The rationale for the CCH Toll System is to implement a Standardized Tolling System that allows for free flow of traffic across multiple toll roads and seamless processing of the toll transactions, thereby ensuring the continuous operation and maintenance of the roads.
