INVITATION TO TENDER FOR THE SALE OF RIVERS STATE GOVERNMENT-OWNED DELTA HOTELS SITUATE AT NO. 1-3 HARLEY STREET, OLD G.R.A. PORT HARCOURT AND ITS CATERING REST HOUSES SITUATE IN DIFFERENT LOCATIONS OF THE STATE
INTRODUCTION
The Rivers State Government through the Ministry of Commerce and Industry invites sealed bids for the sale of Rivers State-owned Delta Hotels situate at No. 1-3 Harley Street, Old G.R.A. Port Harcourt and its eight (8) Catering Rest Houses situate in different locations in the State as follows:
(i) Catering Rest House, Ahoada Town
(ii) Catering Rest House, Bori Town
(iii) Catering Rest House, Degema Town
(iv) Catering Rest House, Elele
(v) Catering Rest House, Nchia-Eleme
(vi) Catering Rest House, IsiokpAo
(vii) Catering Rest House, OmoKu
(viii) Catering Rest House, Okehi
DESCRIPTION OF THE STATE’S DELTA HOTELS AND ITS CATERING REST HOUSES;
(A) RIVERS STATE DELTA HOTELS:
(i) Delta Hotels is situated at No. 1-3 Harley Street, Old GRA, Port-Harcourt within the environment of Spar, Government House and RSUTH. It has a one-storey building with over 12 rooms for lodging, 4 executive lodges, a multi-purpose half administration block, bar, restaurant, vast space for outdoor events and parking, separate blocks for offices and a big separate block for the catering training school.
(B) CATERING REST HOUSES:
(i) Catering Rest House, Ahoada, situate in Ahoada East Local Government Area; was established in 1973, has over 25 rooms, an executive lodge, a bar and restaurant, a parking lot and outdoor relaxation area.
(ii) Catering Rest House, Bori Town in Khana LGA; was established in 1973, has over 24 rooms, an executive lodge, bar, restaurant, parking and outdoor relaxation area.
(iii) Catering Rest House, Degema Town in Degema LGA; was established in 1973, has over 24 rooms, an executive lodge, bar, restaurant, parking lot and outdoor relaxation area.
(iv) Catering Rest House, Elele is situated in Elele Town in Ikwerre LGA of the State; was established in 1973, and has over 24 rooms, an executive lodge, bar, restaurant, parking lot and outdoor relaxation area.
(v) Catering Rest House, Nchia -Eleme is situated in Nchia Town in Eleme LGA; was established in 1973, and has over 24 rooms, an executive lodge, a bar, a restaurant, open space for a parking lot and a relaxation area.
(vi) Catering Rest House, Isiokpo is situated in Isiokpo Town in Ikwerre LGA of the State; was established in 1973, and has over 24 rooms, an executive lodge, bar, restaurant, vast open space for a parking lot and a relaxation area.
(vii) Catering Rest House, Omoku was also established in 1973, situate in Omoku Town in Ogba/Egbema/Ndoni LGA of the State; has over 25 rooms, an executive lodge, a bar, a restaurant, an open space for a parking lot and outdoor relaxation area.
(viii) Catering Rest House, Okehi is situated in Okehi Town of Etche LGA, has over 24 rooms, an executive lodge, a bar, a restaurant, vast space for parking and outdoor relaxation area.
ELIGIBILITY CRITERIA
Interested bidders are required to submit the following:
(a) Eventual winners of this bid must continue with the hospitality business for which these facilities were originally set up.
(b) Bidders can bid for one or more of the items on offer.
(c) Interested bidders and buyers must demonstrate their past and current investment in the hospitality business to ensure continuity, upgrade and justify the purpose of the State investment in the areas where they are currently located.
(d) Evidence of company registration with the Corporate Affairs Commission – Certification of Incorporation; Memorandum and Articles of Association; CAC Forms C07, C02 or CAC Form 1.1 and other relevant documentation.
(e) Evidence of Tax registration number (TIN).
(f) Detailed Company profile with registered address: not P.O.BOX, or functional email, telephone numbers and point of contact for the organization.
(g) The Company’s Rivers State Development Levy receipts for three (3) consecutive years (year or tender inclusive) or intendment to pay.
(h) Evidence of payment of Company Tax and returns (tax clearance certificate) for the last three (3) years
(i) Evidence of financial capability (a) a Bank reference letter (b) Audited financial Returns/Statements for the last three (3) years.
(j) Anti-Corruption Policy
(k) All documents for submission must be transmitted with a covering/forwarding letter under the company’s letter headed paper bearing the Registration Number (RC) as issued by CAC, Contact Address, Mobile Telephone Number, e-mail address and the Names of the Directors of the Company at the bottom of the page and shall be duly signed by an authorized officer of the Firm.
COLLECTION OF TENDER DOCUMENTS AND INSTRUCTION TO PROSPECTIVE BIDDERS
All interested bidders are hereby invited to register and pick up tender documents from the Office of the Permanent Secretary, Ministry of Commerce and Industry Block B, 5th Floor (Room 34), Rivers State Secretariat Complex, Port Harcourt, Rivers State; Monday – Friday between 10:00 am – Phone No: 07038825674.
INSPECTION OF FACILITIES
Bidders are strongly advised to visit on Mondays through Fridays between 9:00 am to 3:00 pm and physically assess the site before tendering.
BID SUBMISSION AND CLOSING
Completed Technical and Commercial Priced Bids are to be submitted in 3 Three Envelops in hard copies and soft copies (CDS) or Flash Drives, as stated below:
(a) Envelope no 1: Technical/Financial Capability Envelope – Clearly labelled Prequalification/Technical Bid Sealed with Company Seal and signed across seals point.
(b) Envelope no. 2: Commercial Envelope – clearly labelled Commercial Priced Bid Sealed with Company Seal and signed across seals point.
(c) Envelope 3: Larger Main Envelope – containing envelopes (1) and (2) above, sealed and signed across seal points, ensure tamper-proofing. This Third envelope should bear the company name on the reverse sides while the project Name at the Top Right Hand Corner of the Envelope and addressed to the Permanent Secretary, Rivers State Ministry of Commerce and Industry
(d) Submission Location: deposit in the bid box located at the Office of the Permanent Secretary, Ministry of Commerce and Industry, Block B, 5th Floor (Room 34), Rivers State Secretariat Complex, Port Harcourt.
(e) Submission Date and Deadline: The Bid should reach the above address on or before noon, Monday 13 February, 2023. Bid closes.
BID OPENING
The Bid Box shall be opened immediately after the closing of the submission deadline at Noon (12:00 O’clock), On Monday 13 February, 2023 at the Ministry of Commerce and Industry Conference Hall, 3rd Floor, Block B, Rivers State Secretariat Complex, Port Harcourt, in the presence of bidders or their representatives. Officials of other government agencies and interested members of the general public are invited to witness the public bid opening exercise accordingly. This publication hereby serves as an invitation for the Bid Opening to all interested members of the public.
FURTHER INFORMATION
(a) Ensure you sign the bid submission register at the point of submission as the Ministry will not be liable for misplaced bids.
(b) Late submissions will be rejected and shall not be opened.
(c) The Ministry reserves the right to take a final decision on any of the documents received in the bid.
(d) No representative or agent should bid for or on behalf of any Firm as the Ministry shall not discuss or deal with any third party.
(e) The Ministry reserves the right to verify and authenticate any claim in the tender documents. Prospective bidders should therefore include in their submissions the necessary authority for verification.
(f) All costs incurred in responding to this advert and bidding for the project shall be borne solely by the Bidders and
(g) The Ministry shall not enter into any debate or discussion with any party concerning the rejection of a bid not conforming to the directives and accompanying documents.
