INVITATION TO TENDER FOR THE REACTIVATION AND RETICULATION OF THE UGBOWO PUMPING STATION
(1.0) PREAMBLE
The Edo State Urban Water Corporation on behalf of the Edo State Government intends to apply Part of its approved Budget for the Fiscal year 2023 to cover eligible payment on the contract for the Reactivation and Reticulation of the Ugbowo Pumping Station in the State to be procured under the budgetary provision.
Consequently, the Edo State Urban Water Corporation now invites sealed bids from eligible bidders who wish to bid for the project.
(2.0) SCOPE OF WORK
(i) Reactivation of 5Nos boreholes
(ii) Rehabilitation of Existing Building
(iii) Rehabilitation of Underground & Elevated Concrete Reservoir
(iv) Reconstruction of failed Section of Perimeter Fence
(v) Reticulation Network and all appurtenances
(vi) Supply and installation of 5nos borehole pump 37.5kw (50hp)
(vii) Supply and installation of 3nos Horizontal Centrifugal Pump
(viii) Supply and installation of all pump panels and contactor
(ix) Supply and installation of 20KVA Generator
(x) Supply and installation of dosing pumps for PH Correction and chlorination.
(xi) Supply and Installation of Bulk & Households Water prepaid meters
S/N PROJECT DESCRIPTION COMMUNITY LGA 1 Reactivation of Ugbowo Pumping Station Ugbowo Ovia North East
Bidding will be conducted through the National Competitive Bidding as specified in Section 35 of the Edo state public procurement law 2020 and paragraph 39-43 of Edo state procurement procedures manual and is open to all eligible bidders as enshrined in the law and manual.
(3.0) ELIGIBILITY REQUIREMENTS
Bidders interested in the project are to submit the company’s profile which must contain the following:
(i) Evidence of Registration with the Edo State Public Procurement Agency (EDPPA);
(ii) Evidence of Registration with the Corporate Affairs Commission (CAC);
(iii) Detailed company profile showing evidence of key personnel and equipment owned or lease with Evidence;
(iv) The appropriate maintenance plan for the aforementioned equipment;
(v) Tax Clearance Certificate, for the immediate past 3 years (i.e. 2020, 2021, 2022);
(vi) Current Tax Clearance Certificate of at least 2 directors or proprietor(s) of the Company for the immediate past 3years (i.e. 2020, 2021, 2022);
(vii) Evidence of VAT registration and remittances;
(viii) Company’s audited financial account (indicating average turnover of 250 million) and funding information over the past 3 years endorsed by a firm of chartered accountants;
(ix) Professional Certificate of the key personnel including COREN and COMEG;
(x) Documentary Evidence of previous/similar works done in the past 3 years showing;
- Letter of award of contract
- Certificate of completion
(xi) A sworn affidavit indicating that:
- None of the Directors of the Company has been convicted in any court for any criminal offence including fraud and financial impropriety.
- The Company is not in receivership, insolvent or bankrupt.
(xii) Any additional information that will enhance the potential of the contractor.
(4.0) COLLECTION OF TENDER DOCUMENTS
Interested bidders are to collect bid documents from the Procurement Department, Edo State Urban Water Corporation 1st Floor EDPA Building by 3rd Junction, Benin City, from the date of publication of the advert between the hours of 9:00am to 3:00pm, Mondays to Friday excluding public holiday upon submission of a written request with evidence of payment of a non-refundable fee of (N100,000) One Hundred Thousand Naira Only, The tender fee is to be paid into Edo State IGR Bank Account of the Corporation Please note that a copy of the receipt will be presented before the collection of tender documents.
Bidding documents requested by mail will be dispatched by registered/ speed post on payment of the postage cost. The Edo State Urban Water Corporation will not be held liable for postage delay (if any) in the delivery of the document or non-receipt of the same
(5.0) SUBMISSION OF TENDER DOCUMENT
All bids must be accompanied by a bid security of one percent (1%) of the quoted contract sum from a reputable bank/ insurance company.
Tender Documents are to be enclosed in two separate envelopes; one contains TECHNICAL BID and boldly marked “TECHNICAL BID” on the top right corner and the other contains the FINANCIAL BID and Boldly marked “FINANCIAL BID” on the top right corner. The two envelopes are to be placed in one large envelope which should be addressed to:

The project’s name should be written on the top right corner of the front envelope and the company’s name should be written boldly on the other side of the envelope.
The envelope is to be submitted in a tender box at the office of the Managing Director, Edo State Urban Water Corporation, Benin City after they have been registered at the same office. All tenders must be submitted not later than 12 noon on the 13 of Match, 2023. Bid submitted after the deadline of submission shall be rejected.
All submissions must be made in the English language. Other details can be seen in the bid document.
(6.0) BID OPENING
The bid opening will be immediately after the deadline of submission on the 13 March, 2023 by noon at EDPA premises, by 3rd Junction, Sakponba Road Benin City.
Bidders and their representatives as well as civil society organization working in the area of transparency and accountability who wish to attend are by this publication invited to witness the public opening of bids.
(7.0) DISCLAIMER
This Publication shall not be construed as a commitment on the part of the Edo State Government or Edo State Water Corporation, to award any form of contract and will not indemnify any contractor in relation to all expenses incurred in preparing “Invitation to Tender” response and all expenses otherwise associated with the responses shall be borne solely by the prospective contractor.
