INVITATION TO PREQUALIFICATION/EXPRESSION OF INTEREST FOR THE IMPLEMENTATION OF THE COLLEGE’S 2023 CAPITAL AND ZONAL INTERVENTION PROJECTS

(A) INTRODUCTION
The Federal Cooperative College Oji River, Enugu State, Oji-River in keeping with its mandate and in compliance with the provisions of the public procurement act, 2007, intends to implement the college’s 2023 capital and zonal intervention projects. The college hereby invites interested, competent and reputable contractors and consultants with relevant experience and good record of accomplishment for the procurement of the underlisted:

(C) ELIGIBILITY REQUIREMENTS

For purposes of evaluation, interested con tractors/consultants should supply the under listed information including but not limited to the following:

(A) Evidence of certificate of incorporation with the Corporate Affairs Commission (CAC) including form CAC1.1 or CAC2 and CAC7. Business name is also acceptable for services;

(b) Evidence of Company’s Income Tax Clearance Certificate (or Personal Income Tax Clearance Certificate of all the partners in case of business name) for the last three (3) years (2020, 2021 and 2022) valid till 31st December, 2023, with minimum average annual turnover of N50 million for works, and N30 million for goods and services;

(a) Evidence of Pension Clearance Certificate valid till 31st December, 2023 (this requirement is only applicable to bidders whose number of staff is 15 and above);

(b) Evidence of Industrial Training Fund (ITF) compliance certificate valid till 31st December, 2023 (this requirement is only applicable to bidders whose number of staff is 5 and above or the bidder’s annual turnover is N50m and above);

(c) Evidence of Nigeria Social Insurance Trust Fund (NSITF) clearance certificate valid till 31st December, 2023;

(d) Evidence of registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of interim registration report (IRR) expiring on 31/12/2023 or valid certificate issued by BPP.;

(e) Sworn Affidavit:

-disclosing whether or not any officer of the relevant committees of the Federal Co-operative College, Oji River, Enugu State or the bureau of public procurement is a former or present director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars:

-that no director has been convicted in any country for any criminal offence relating to fraud or financial impropriety or criminal misrepresentation or falsification of facts relating to any matter

-that the company is not in receivership, the subject of any form of insolvency or bankruptcy proceedings or the subject of any form of winding up petition or proceedings;

(c) Company’s audited accounts for the last three (3) years – 2020, 2021 & 2022;

(d) Reference letter from a reputable commercial bank indicating willingness to provide credit facility for the execution of the project when needed;

(e) Company profile with the curriculum vitae of the key staff to be deployed for the project, including copies of their academic/ professional qualifications such as COREN, QSRBN, CORBON, ARCON etc.;

(f) Verifiable document evidence of at least three (3) years similar jots executed in fie last five (5) years including letter of award, valuation certificates, job completion certificate and photographs of the projects.

(g) Services: evidence of firm’s current accreditation or practice licence issued by relevant regulatory professional body(ies) as Centre for Management Development (CMD), COREN, QSRBN, CORBON, ARCON

(h) ICT jobs: Evidence of current licence/accreditation with Computer Professionals Registration Council of Nigeria and National Information Technology Development Agency (NITDA);

(i) Electricity jobs: Evidence of current licence issued by Nigerian Electricity Management Services Agency (NEMSA);

(j) Only companies included in the National Automotive Design and Development Council’s approved list of local manufacturers of vehicles or their authorised representatives should bid for the vehicles;

(k) For supply of equipment: Letter of Authorisation as representative of the Original Equipment Manufacturers (OEMs);

(l) All documents for submission must be transmitted with a covering/ forwarding letter under the company/firm’s letter head paper bearing amongst others, the registration number (RC) as issued by the Corporate Affairs Commission (CAC), contact address, telephone number (preferably GSM no.), and e-mail address. The letter head paper must bear names and nationalities of the directors of the company at the bottom of the page, duly signed by the authorized officer of the firm.

(D) SUBMISSION OF EOI DOCUMENT- CONSULTANCY SERVICE

Interested firms are to submit two (2) bound of Expression of Interest (EOI) documents separated by dividers and arranged as indicated above. The documents should be submitted in a sealed envelope and addressed to the provost, Federal Cooperative College, Oji River, Enugu State, Oji-River and clearly marked with (the name of the project and the lot number). Furthermore, the reverse of each sealed envelope should have the name and address of the bidder and drop in the designated tender box to the office of the provost not later than 12:00noon, Tuesday, 21 February, 2023.

(E) SUBMISSION OF PREQUALIFICATION DOCUMENTS- GOODS

Prospective bidders are to submit pre-qualification documents for each of the lot desired; two (2) hard copies each of the technical bids packaged in sealed envelopes and clearly marked as ‘invitation to pre-qualification”; and addressed to The Provost, Federal Cooperative College, Oji River, Enugu State, Oji-River and clearly marked with (the name of the project and the lot number). Furthermore, the reverse of each sealed envelope should have the name and address of the bidder and drop to the designated tender box to the office of the provost not later than 12:00noon. Tuesday, 21 February, 2023.

(F) SUBMISSION OF PREQUALIFICATION DOCUMENTS- WORKS

Prospective bidders are to submit pre-qualification documents for each of the lot desired; two (2) hard copies each of the technical bids packaged in sealed envelopes and clearly marked as ‘invitation to pre-qualification’; and addressed to The Provost, Federal Cooperative College, Oji River, Enugu State, Oji-River and clearly marked with (the name of the project and the lot number). Furthermore, the reverse of each sealed envelope should have the name and address of the bidder and drop in the designated tender box to the office of the provost not later than 12:00noon, Wednesday, 22 February, 2023.

(G) OPENING OF EOI/PREQUALIFICATION DOCUMENTS

EOI/prequalification documents will be opened immediately after the deadline for submission of bids as follows:

All bids shall be opened in the college hall, Federal Cooperative College, Oji River, Enugu State, Oji-River to the presence of bidders or their representatives. Please, ensure that you sign the bid submission register in the office of the provost, as the institute will not be held liable for misplaced or wrongly submitted bids.

(H) GENERAL INFORMATION

(A) Bids must be to english language and signed by an official authorised by the bidder;

(b) Bids submitted after the deadline for submission would be returned un-opened;

(c) All cost will be borne by the bidders;

(d) Arrangement of technical documents to hard copies should follow the order to toe list above and appropriately paged. The technical document should have a table of content indicating the pages, which these items are to be found. Failure to comply with this directive will result to disqualification of the bidder;

(e) Works and Goods: only pre-qualified bidders at technical evaluation will be invited at a later date for collection of tender documents;

(f) Services: only shortlisted consultants will be invited at a later date for collection of request for proposals;

(g) Federal Cooperative College, Oji River, Enugu State, Oji-River is not bound to pre-qualify/shortlist any bidder and reserves the right to annul the procurement process at any time without marring any liabilities to accordance with section 28 of the 2007 public procurement act.
