IMPORTANT NOTICE ON ETHICAL CONDUCT
Under no circumstances should a vendor pay FJDP or a FJDP Staff Member for the submission of a quotation, bid or proposal or for the fulfillment of a contract. This includes non-cash gifts or favors to Staff Members. Be aware that if such payment or non-gifts or favors are made, it would result in the immediate termination of the vendor agreement or contract and the vendor would be disqualified from further Request for Quotations/Invitations to Bid/Request for Proposals with FJDP.
You are advised to read and understand the FJDP Supplier’ Code of Conduct.
INTRODUCTION TO FJDP
FJDP was established in 1977 as Justice, Development and Peace Commission (JDPC) Makurdi. It is a not-for-profit organization that contributes to achieving an equitable society that recognizes, protects and promotes in totality the dignity of the human person. It is a member of Caritas Nigeria and has recent partnerships with UNHCR, Misereor, CAFOD, CRS, Trust Africa, SwissHand, WEP-GCERF. FJDP is fully specialized in the following thematic areas;

To enable FJDP achieve some of its planned activities in the various thematic areas, the organization engages vendors to procure goods and provide services accordingly. In order to achieve this, vendors are invited to make a firm offer for provision of these services.
(1) REQUIREMENTS
Foundation for Justice, Development FJDP Makurdi, invites qualified consultants to make a firm offer for the supply of consultancy services for baseline assessment details of which is found in the terms of reference
The requirement mentioned has been stated to enable bidders to have indication of the projected requirements. It does not represent a commitment that FJDP will purchase the stipulated quantity or any minimum. Vendors are also encouraged to careful study the Annex B (Terms of Reference).
(2.1) REQUESTS FOR CLARIFICATION

The deadline for receipt of questions is 10:00AM. On [07/03/2023].
FJDP will reply to the questions received as soon as possible by means of publication on your e-mails.
(2.2) YOUR OFFER
- Your offer shall be prepared in English.
- FJDP is VAT exempt as such all prices MUST be exclusive of VAT.
(2.4) PROPOSAL ACCEPTANCE:
FJDP reserves the right to accept the whole or part of your proposal.
FJDP may at its discretion increase or decrease the proposed content/quantity when awarding the contract and would not expect a significant variation of the rate submitted. Any such increase or decrease in the contract duration would be negotiated with the successful bidder as part of the finalization of the Purchase Orders for Goods.
FJDP may, at its discretion, extend the deadline for the submission of proposal, by notifying all prospective suppliers in writing. The extension of the deadline may accompany a modification of the solicitation documents prepared by FJDP at its own initiative or in response to a clarification requested by a prospective supplier.
Please note that FJDP is not bound to select any of the firms submitting proposal and does not bind itself in any way to select the firm offering the lowest price. Furthermore, the contract will be awarded to the offer considered most responsive to the needs, as well as conforming to FJDP’s general principles, including economy and efficiency and best value for money.
Three copies of technical Bid and three copies of Financial Bid (which should be in separate envelopes) shall be submitted to the Head Office of FJDP by hand or via Courier. NOTE that electronic copies of the Bid Shall NOT be accepted. Submissions shall be accepted at FJDP Office, No 2 Ahmadu Commassie road, Wadata Makurdi on or before 10/03/2023 by 23:59 Hours Local Time.
(2.5) CURRENCY AND PAYMENT TERMS FOR PURCHASE ORDERS
Any Purchase Order (PO) issued as a result of this RFP will be made in the Nigeria currency. Payment will be made in accordance to the General Conditions for the Purchase of Goods and in the currency in which the PO is issued. Payments shall only be initiated after confirmation of successful completion by FJDP business owner/requester.
(2.6) FJDP TOR & GENERAL CONDITIONS OF CONTRACTS FOR THE PROVISION OF GOODS AND SERVICES
Please note that the Terms of Reference and General Conditions of Contracts will be strictly adhered to for the purpose of any future contract. The Bidder must confirm the acceptance of these terms and conditions in writing.
