RECRUITMENT OF A CONSULTANT (STUDY FIRM OR OFFICES) RESPONSIBLE FOR ORGANIZING AN INTERNAL COMPETITION FOR THE REDEPLOYMENT OF STAFF TO FILL IN VACANT POSITIONS IN THE NBA ORGANIZATIONAL CHART
SECTOR: HUMAN RESOURCES MANAGEMENT
FINANCING: THE NBA OWN FUNDS

(I) BACKGROUND AND RATIONALE FOR THE STUDY

In 1964, the riparian countries of the Niger River and its tributaries established the Niger River Commission (NRC). In 1980, the Niger River Commission (NRC) became the Niger Basin Authority (NBA) including nine Member Countries (Basin, Burkina Faso, Cameroon, Cote d’Ivoire, Guinea, Mali, Niger, Nigeria and Chad)

The goal assigned to NBA is to promote cooperation among the Member and ensure an integrated development of the basin in all areas of energy, hydraulics, agriculture, livestock, fishing and fish farming, forestry and forest exploitation, transportation and communication, and industry.

Following a period of institutional crisis due to insufficient technical and operational capacities for implementing actions in accordance with the objectives assigned to it, the NBA underwent an institutional and organisational reform in 2005, which resulted in the adoption of a new Organisational Chart at the Extraordinary Session of the NBA Council of Ministers held in Abuja (Federal Republic of Nigeria) on 12th and 13th May, 2005, including a specification of job descriptions and a summary guide for staff performance appraisal.

Unfortunately, the content of these job descriptions has remained largely unimplemented due to some shortcomings.

In 2007, the World Bank-funded Capacity Building Programme (CBP) required the implementation of a performance appraisal system. This system was put in place and there was a start in implementing it with the evaluation of the Executive Secretariat staff the same year. However, difficulties were noted with inadequacies in some job descriptions, which were not sufficiently detailed, and with gaps as regards functional relations for others.

It is to overcome these various shortcomings that the job descriptions were revisited within the framework of the CIDA-CBP in 2010 and those job descriptions were adopted by the 30th Session of the Council of Ministers held in N’Djamena on 30th September, 2011. This enabled to provide each position in the Executive Secretariat with a job description that fits the incumbent, on the one hand, and to help revitalise the NBA staff performance appraisal system, on the other hand.

As part of the implementation of Decision No. 4 of the 9th Summit of Heads of State and Government held in Abuja on 16th September, 2010, the conclusions of the Institutional and Organisational Audit adopted by the Extraordinary Session of the NBA Council of Ministers in Abuja on 30th May, 2016, and of the complementary study of the audit submitted to the Extraordinary Session of the Council of Ministers, preparatory to the 12th Summit of the NBA Heads of State held in Conakry on 11th October, 2019, missions, functions and services were proposed but the detailed Organisational Chart was not defined and adopted.

Based on the new Organisational Chart which was adopted by the Council of Ministers in accordance with Resolution No. 4 of the Extraordinary Session of the NBA Council of Ministers, held in Abuja on 26th November, 2019, the existing descriptions were updated and new ones were designed for the additional positions, taking into consideration the missions, services and functions of NBA Executive Secretariat, to allow for a clear definition of the responsibilities each staff.

Resolution No. 1 of the Extraordinary Session of the Council of Ministers held in N’Djamena on 7th December, 2022, adopted the study on the update of existing job descriptions, the development of new job descriptions, proposals for redeployment measures and the revitalization of the NBA staff appraisal system. The part of the study on the redeployment of staff in the new Organisational Chart was deemed unsatisfactory. The Council of Ministers instructed the Executive Secretariat to request the services of a consultant to take up this very important of part on redeployment in accordance with the directives given by Resolution No. 1 of the Extraordinary Session of the Council of Ministers held in N’Djamena on 7th December, 2022.

To this end, the Executive Secretariat is calling for applications for the recruitment of a consultant (Study Firm or Office) Meant to organize an internal competition for the redeployment of staff to fill in positions in the NBA Organizational Chart.

Services planned under this contract include:

  • Organizing an internal competition in accordance with the provisions of the NBA Staff Regulations to redeploy staff;

  • Holding an internal feedback meeting at the NBA to present the draft report;
