INVITATION TO TENDER AND SUBMISSION OF EXPRESSION OF INTEREST FOR CONSTITUENCY PROJECTS UNDER THE 2023 CAPITAL APPROPRIATION
(I) PREAMBLE:
The Ajaokuta Steel Company limited (ASCL), a Federal Government wholly owned enterprise under the Ministry of Mines & Steel Development was established by Decree No 80 of 1979. The Company Intends to execute some approved Constituency Projects in the 2023 National Budget and hereby invites reputable and competent interested Contractors/Consultants/ Service Providers to submit Expression of Interest (EDI) or Technical/Financial Bids for the following projects:-

ELIGIBILITY REQUIREMENTS
To qualify for consideration, interested companies with experience in similar jobs are required to submit the document listed hereunder alongside their tender document. This document MUST be verifiable. Failure to submit any of the listed documents MAY lead to disqualification of the Tender.
(a) Evidence of certificate of incorporation with Corporate Affairs Commission (CAC) including form CAC2 and CAC7.
(b) Evidence of registration on the Bureau of Public Procurement’s National Database of contractors, Consultants and Service Providers by inclusion of Internal Registration Report (IRR) issued by the BPP and expiring 31st December, 2023.
(c) Evidence of Current Tax Clearance certificate for the last three (3) years, (2020, 2021 & 2022), Tax Identification Number (TIN) and evidence of VAT Registration and Remittance.
(d) Evidence of Audited Account for the past three (3) years (2020 – 2022)
(e) Evidence of Current Compliance with the Industrial Training Fund (ITF) registration valid till 31st December, 2023.
(f) Evidence of Registration with proof of remittance to the Pension Commission (PENCOM) valid till 31st December, 2023.
(g) Evidence of Certificate of compliance with contribution to Nigerian Social Insurance Trust Fund (NSITF) valid till 31st December, 2023.
(h) Company Profile and Organizations Structure, including names and resume of key personnel with address and phone numbers as well as Evidence of Registration of both the Company and key personnel with relevant Professional bodies.
(i) Verifiable 1st of previous/similar project successfully executed in the past five (5) years with their locations and clients. (Copies of Completion Certificate/ Final Payment Certificate should be attached).
(j) Evidence of financial capability/reference letter from a reputable Bank.
(k) Sworn Affidavit disclosing whether or not any officer of the relevant committees of the Ajaokuta Steel Company Limited (ASCL) or the Bureau of Public Procurement (BPP) is a former or present director, Shareholder or has any pecuniary interest in the bidder or to Confirm that all information presented in its bid are true and correct in all particulars.
(4) COLLECTION OF BID DOCUMENTS

Bid documents are to be collected from the office of the Head (Commerce) Room 310 on the 3rd Floor of Main Administration and Welfare Building (MAWB) Steel Plant Site, Ajaokuta as prescribed by each Lot in the table above from Tuesday, 25 April, 2023 through Account:

(5) SUBMISSION OF BID DOCUMENTS
(i) Category A (Works):
All Prospective contractors shall enclose the Technical and the Financial Bid in one sealed envelope and clearly marked (INVITATION TO TENDER Lot No…..”) sets which should not in any way bear the identity of the contractor and should be addressed to:

The Completed and sealed Tender document should be deposited in the Tender Box in the office of the Head (Commerce) not later than 12noon on Monday, 5 June, 2023.
(ii) Category B (Consultancy Services):
Interested bidders are to submit two (2) bound copies of Expression of Interest (EOI) documents, separated by dividers. The documents shall be submitted in a sealed envelope and addressed to the Sole Administrator, Ajaokuta Steel Company Limited, MAWB, Steel Plant Site, Ajaokuta, Kogi State and clearly marked with the Project Title and Lot Number. Furthermore, the reverse of the sealed envelope should have the Name and Address of the bidder and should be deposited in the Tender Box placed at the address in 4.0, not later than 12:00 noon on Monday, 8 May, 2023.
(6) CLOSING DATE AND OPENING
Category A (Works):
Submission of Bid closes on Monday, 5 June, 2023. Any Bid received after the stated date and time will not be considered. The submitted document will be opened on the same day Monday, 5 June, 2023 at 12:00noon at the Company’s Auditorium. Bidders or their representative(s) are required to be present at the opening.
Category B (Consultancy Services)
Expression of Interest (EOI) documents will be opened immediately after the deadline for the submission at 12:00noon on Monday, 8 May, 2023 at the Company’s Auditorium, Ajaokuta, Kogi State in the presence of bidders or their representatives.
(7) GENERAL INFORMATION
(i) Bids and Expressions of Interest must be in English Language and the Bid/EOI Submission Letter must be signed by an official duly authorised to bind the bidder to a contract;
(ii) Bids and Expressions of interest submitted after the deadline for submission would be returned unopened;
(iii) Bidders must not bid for more than ONE (1) lot;
(iv) Category A: Only pre-qualified bidders at technical evaluation will be invited at a later date for financial bids opening, while the financial bids of un-successful bidders will be returned un-opened;
(v) Category B: Only shortlisted Firms will be invited at a later date for collection of Standard Request for Proposals (RfPs)
(vi) All costs will be borne by the bidders as the Ajaokuta Steel Company Limited will not be liable for any cost or expenses incurred by any bidder/interested party(ies) in connection with any response to this invitation;
(vii) Bid opening ceremony shall strictly be in compliance with COVID-19 Guidelines. The Bids Opening in the presence of observers will be covered by video recording,
