EXPRESSION OF INTEREST (EOI) AS EXTERNAL AUDITORS TO THE UNIVERSITY
The Federal University of Agriculture, Abeokuta, (FUNAAB), hereby invites interested competent and experienced firm to submit Expression of Interest (EOI) as External Auditors to the University.
ELIGIBILITY REQUIREMENTS
Interested firms should submit two (2) bound EOI documents duly signed, paginated separated by dividers and arranged in the order outlined hereunder.
(a) Evidence of Certificate of Incorporation with Corporate Affairs Commission (CAC) including Forms CAC2 and CAC7;
(b) Evidence of Company’s Tax Clearance Certificate for the last three (3) years valid till 31st December, 2023;
(c) Evidence of Current Pension Compliance Certificate valid till 31st December, 2023 (this requirement is only applicable to bidders whose number of staff is 15 and above);
(d) Evidence of Current Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2023 (this requirement is only applicable to bidders whose number of staff is 5 or bidder’s annual turnover is N50m and above);
(e) Evidence of Current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December, 2023;
(f) Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31st December, 2023 or valid certificate issued by BPP;
(g) Evidence of the firm’s registration with relevant professional body e.g. NAICOM/Insurance, EHORECOM/Cleaning Services, NITDA/CPN/Information Technology, ICAN/ANAN/Financial Reporting Services, COREN/QSRBN/ARCON/CORBON/SURCON/Construction, NSCDC/Security, ESVABON/Estate Surveying etc;
(h) Evidence of the firm’s current registration with the Office of the Auditor-General for the Federation;
(i) Sworn Affidavit disclosing whether or not any Officer of the relevant committees of the Federal University of Agriculture, Abeokuta or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars. Also, that the firm has never been convicted of any fraud in or outside Nigeria and that the company is not bankrupt or insolvent;
(j) Company’s Audited Accounts for the last three (3) years (2020, 2021 and 2022)
(k) Evidence of Financial capability to execute the project including Reference Letter from a reputable commercial bank indicating willingness to provide credit facility for the execution of the project when needed;
(l) Company Profile with the Curriculum Vitae of key Staff to be deployed for the project, including copies of their Academic/Professional qualifications (e.g COREN , QSRBN, ARCON, CORBON, ICAN, ANAN etc);
(m) Verifiable documentary evidence of at least three (3) similar jobs in the last (5) years including Letters of Engagement and Job Completion Certificates of the service (2018 till date);
(n) For Joint Venture/Partnership, Memorandum of Understanding (MoU) should be provided;
(o) All documents for submission must be transmitted with a covering/Forwarding letter under the Company’s/Firm’s Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM No.), and e-mail address. The Letterhead Paper must bear the names and Nationalities of the Directors of the company at the bottom of the page, duly signed by the authorized officer of the firm.
SUBMISSION OF EOI DOCUMENTS
Interested firms are to submit two (2) bound Expression of Interest (EOI) documents separated by dividers and arranged as indicated above. The documents should be submitted in sealed envelope and addressed to the Head, Procurement Unit, Room B 203, Unity Building ‘B’ Federal University of Agriculture, P.M.B. 2240, Abeokuta, Ogun State and marked with the name of the project. Furthermore, the reverse of each sealed envelope should have the name and address of the bidder and drop in the designed tender box in the office of the Head, Procurement Unit, not later than 18th April, 2023 at 12:00 noon.
OPENING OF EOI DOCUMENTS
The EOI documents will be opened immediately after the deadline for submission on 18th April, 2023 at Room A119, Unity Building ‘A’ Federal University of Agriculture, Abeokuta at 12:00 noon in the presence of bidders or their representatives. Please, ensure that you sign the Bid Submission Register in the office of the Head, Procurement Unit, Room B 203, Unity Building ‘A’ Federal University of Agriculture, P.M.B. 2240, Abeokuta, as the University will not be held liable for misplaced or wrongly submitted bids.
GENERAL INFORMATION:
(a) EOI must be in English Language and must be signed by an official authorized by the bidder.
(b) EOI submitted after the deadline for submission will be return un-opened;
(c) All shortlisted bidders will be contacted at a later date for collection of Request for Proposal (RFP) documents;
(d) The Federal University of Agriculture, Abeokuta is not bound to shortlist any bidder and reserves the right to annual Procurement Process at any time without incurring any liabilities in accordance with section 28 of the Public Procurement Act 2007.
