INVITATION TO TENDER AND EXPRESSION OF INTEREST (EOI) FOR 2023 CAPITAL PROJECTS
(1) INTRODUCTION
The National Agency for Science and Engineering Infrastructure (NASENI), an Agency of the Presidency wishes to bring to the notice of experienced and competent Companies/Consultants that the Agency would carry out the procurement of Works, Goods and Services to be funded projects description and locations are as follows:

(3) ELIGIBILITY REQUIREMENTS
- Evidence of Certificate of Incorporation issued by the Corporate Affairs Commission (CAC) including Form CAC1.1, or CAC2 and CAC7. Business Name with Form BN 1 is also acceptable for Services;
- Evidence of Company’s Income Tax Clearance Certificate (or Personal Income Tax Clearance Certificate of all the Partners in case of Business Name) for the last three (3) years valid till 31st December, 2023;
- Evidence of Pension Clearance Certificate valid till 31st December, 2023 (this requirement is only applicable to bidders whose number of staff is 15 and above);
- Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2023 (this requirement is only applicable to bidders whose number of staff is 5 and above or the bidder’s annual turnover is N50m and above);
- Evidence of Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid till 31st December, 2023;
- Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31st December, 2023 or valid Certificate issued by BPP.
- Sworn Affidavit:
-disclosing whether or not any officer of the relevant committees of the National Agency for Science and Engineering Infrastructure or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars;
-that no Director has been convicted in any Country for any criminal offence relating to fraud or financial impropriety or criminal misrepresentation or falsification of facts relating to any matter;
-that the Company is not in receivership, the subject of any form of insolvency or bankruptcy proceedings or the subject of any form of winding up petition or proceedings;
-that the company does not have existing loan or financial liability with a bank, other financial institution or third party that is classified as doubtful, non-performance, bad or whose repayment portion has been outstanding for the last four (4) months;
- Company’s Audited Accounts for the last three (3) years – 2020, 2021 & 2022, duly acknowledged by the Federal Inland Revenue Service (FIRS);
- Reference Letter from a reputable commercial bank in Nigeria, indicating willingness to provide credit facility for the execution of the project when needed;
- Company’s Profile with the Curriculum Vitae of Key Staff to be deployed for the project, including copies of their Academic/Professional qualifications such as COREN, QSRBN, ARCON, CORBON etc.;
- Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including Letters of Awards, Valuation Certificates, Job Completion Certificates and Photographs of the projects;
- Services: Evidence of Firm’s current registration with relevant regulatory professional body(ies) such as COREN, CORBON, QSRBN, ARCON etc.;
- Works: List of Plants/Equipment with proof of Ownership/Lease Agreement;
- For Supply of Equipment: Letter of Authorisation as representative of the Original Equipment Manufacturer (OEM);
- Electricity Jobs: Evidence of current Licence issued by Nigerian Electricity Management Services Agency (NEMSA);
- ICT jobs: Evidence of Firm’s current registration/accreditation with Computer Professionals Registration Council of Nigeria and National Information Technology Development Agency (NITDA);
- Underwriters: Operational Licence issued by NAICOM, Valid and adequate re-insurance Treaty arrangement and Certified True Copy of Audited Accounts approved by NAICOM;
- For Joint Venture/Partnership, Memorandum of Understanding (MoU) should be provided indicating among others the Lead Partner (CAC, Tax Clearance Certificate, Pension Clearance Certificate, ITF Compliance Certificate, NSITF Clearance Certificate, IRR & Sworn Affidavit are compulsory for each JV partner);
- All documents for submission must be transmitted with a Covering/ Forwarding letter under the Company/Firm’s Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM No.), and e-mail address. The Letterhead Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorised officer of the firm.
(4) COLLECTION OF TENDER DOCUMENTS (GOODS & WORKS)
Interested Companies are to collect the Standard Bidding Document (SBD) from the Procurement Office, at Technology Orientation Centre (TOC), National Agency for Science and Engineering Infrastructure, Idu Industrial Area, Abuja and The Offices of the Managing Directors/Chief Executives of NASENI Institutes respectively during working days (10am – 3pm) on presentation of evidence of payment of non-refundable tender fee of N10,000.00 (Ten Thousand Naira Only) per Lot made payable to NASENI’s TSA and that of the various Institutes account in any reputable Commercial Bank in Nigeria. Firms interested in Lots (A1, B1, C1, D1, E1, F1, G1, H1, I1, J1, K1) will not pay at this stage until after shortlisting.
(5) SUBMISSION OF TENDER DOCUMENTS (GOODS & WORKS)
Interested Bidders are required to prepare and submit their Technical and Financial Bid Documents in sealed separate envelopes (Original and two copies). To be clearly written at the top right hand corner of each envelope are: the Project Title, Lot Number, Contractor’s Name and Technical Bid’ or ‘Financial Bid’ as the case may be. Both envelopes shall be enclosed in a bigger sealed envelope and addressed/submitted at the project locations with the following addresses (depending on the Lot of interest):

Furthermore, the reverse of each sealed envelope should bear the name and address of the bidder and dropped in the designated Tender Box at. The Technology Orientation Centre (TOC), NASENI Headquarters (or at the various Institutes as applicable) not later than 12:00 noon on Thursday, 8 June, 2023.
(6) SUBMISSION OF EXPRESSION OF INTEREST (LOTS A1, B1, C1, D1, E1, F1, G1, H1, I1, J1, K1)
Expression of Interest (EOI) documents in a sealed envelope and clearly marked ‘Expression of Interest’ with the Project Name and Lot Number clearly written on the top right hand corner, addressed and returned to: The Executive Vice Chairman/Chief Executive, National Agency for Science & Engineering Infrastructure, Idu Industrial Area, Abuja (Procurement Office, TOC) and the Managing Directors/Chief Executives of NASENI Institutes as in (5) above. Furthermore, the reverse of each sealed envelope should bear the name and address of the bidder and dropped in the designated Tender Box at NASENI Headquarters/NASENI Institutes not later than 12:00 noon on Thursday, 8 June, 2023.
(7) OPENING OF TECHNICAL BIDS AND EXPRESSION OF INTEREST
(7.1) All Lots except Lots (A1, B1, C1, D1, E1, F1, G1, H1, I1, J1, K1): Only technical bids will be opened immediately after the deadline for submission at 12:00 noon on Thursday, 8 June, 2023 at the NASENI Headquarters and its various Institutes in the presence of bidders or their representatives. Only the successful Bidders at technical evaluation will be invited at a later date for Financial Bids opening while financial bids of unsuccessful bidders will be returned un-opened. Please, ensure that you sign the bid submission register in the office of the Director, Procurement (Procurement Office, TOC) for NASENI Headquarters and the Managing Directors/Chief Executive for the Institutes as NASENI and its Institutes will not be held liable for misplaced or wrongly submitted bids.
(7.2) Lots (A1, B1, C1, D1, E1, F1, G1, H1, I1, J1, K1):
Expression of Interest documents will be opened immediately after the deadline for submission 12:00 noon on Thursday, 8 June, 2023 at NASENI Headquarters and its various Institutes in the presence of bidders or their representatives. Only shortlisted firms will be invited at a later date for collection of Request for Proposals.
(6) GENERAL INFORMATION
(a) EOI/Bids must be in English Language and signed by an official authorised by the bidder.
(b) EOI/Bids submitted after the deadline for submission would be returned un-opened.
(c) Bidders should not bid for more than two (2) Lots, violation is automatic disqualification;
(d) All costs will be borne by the bidders.
(e) NASENI and its Institutes reserve the right to verify claims made by any bidder.
(f) Submission of bids through email or fax will not be accepted.
(g) The Awards of the projects listed above is subject to budgetary releases from the treasury under the FY2023 Appropriation.
(h) The EOI/Technical Bids will be opened in the presence of CSOs and Private Professional bodies and covered by video recording; invitation link will be sent to bidder who chooses to join the bid opening online
(i) NASENI and its Institutes are not bound to prequalify/shortlist any bidder and reserves the right to annul the procurement process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act, 2007.
