REQUEST FOR PROPOSAL FOR CORRUPTION RISK MAPPING IN NIGERIA
TERMS OF REFERENCE FOR CORRUPTION RISK MAPPING
(1) About CIPE
The Center for International Private Enterprise (CIPE) strengthens democracy around the globe through private enterprise and market-oriented reform. CIPE is one of the four core institutes of the National Endowment for Democracy and is an affiliate of the US Chamber of Commerce. Since 1983, CIPE has worked with business leaders, policymakers, and civil society to build the institutions vital to a democratic society. CIPE’s key program areas include enterprise ecosystems, democratic governance, business advocacy, anti-corruption & ethics, and trade.
(2) BACKGROUND
The private sector in Nigeria faces numerous barriers to growth, including systemic inefficiencies in the regulatory environment which exacerbates corruption problems. The Corruption in Nigeria: Patterns and Trends (2019) survey report published by the National Bureau of Statistics (NBS) and the Transparency International index rankings demonstrate the socioeconomic and structural leverage for corrupt networks which systemically impedes efforts to transition to transparent, accountable, and efficient systems of service delivery. With the prevailing prohibitive cost of doing business arising from the infrastructural deficits, the business environment requires supportive measures to ameliorate the situation and boost economic activities. Improving the business environment through efficient regulations remains an important option in Nigeria that stands to benefit all stakeholders, inclusive of the Micro, Small, and Medium-Sized Enterprises (MSMEs) that generate critically needed jobs. An enabling business environment positively impacts the economy and welfare of citizens.
CIPE is working to strengthen the private sector’s role and responsibility for reducing corruption and ensuring accountability and transparency for a more competitive business environment. As part of this commitment, CIPE will support local partners by mapping the risk of corruption in the private sector. CIPE will engage the services of a think tank or an independent consultant with the relevant professional background to conduct the research and develop a Corruption Risk Mapping (CRM) report. The goal is to identity and map corruption risks and patterns within the Nigerian private sector, and to develop recommendations for mitigating the risks.
(3) PURPOSE
