GENERAL PROCUREMENT NOTICE (GPN) FOR 2023 INTERNALLY GENERATED REVENUE PROJECTS
(1.0) INTRODUCTION
Alex Ekwueme Federal University, Ndufu Alike (AE-FUNAI), Ebonyi State intends to use part of its 2023 Internally Generated Revenue (IGR) funds on procurements. It therefore, in compliance with the provisions of the Public Procurement Act, 2007, issues this General Procurement Notice to inform eligible and interested Contractors, Vendors, Service Providers and the General Public that AE-FUNAI would undertake the procurement of Works, Goods and Services with the University Internally Generated Revenue in the 2023 financial year in the following areas:
(A) WORKS
(I) Construction of Perimeter Fencing
(II) Construction of 2 bedroom Semi-detached Bungalow buildings in AE-FUNAI Staff Quarters.
(III) Soft, Hard Landscaping and Construction of walk ways of Various Faculties in the University.
(B) GOODS
(I) Computer Equipment
(II) Laboratory Equipment
(III) Office Equipment
(IV) Stationaries
(V) Furniture and Fittings
(VI) Printing of Sensitive and None Sensitive documents
(VII) SUV Car
(VIII) Pool cars
(C) SERVICES
(I) Capacity Building and Training
(II) General Insurance Services for the University Vehicles and Buildings
(III) Consultancy Services for Year 2023 and 2024 Tetfund Projects
(IV) ICT Matters
(V) Internal, External Cleaning of the buildings and mowing of Grasses in the University.
(2.0) ELIGIBILITY REQUIREMENTS
Note that the bid documents would be evaluated on responsiveness to criteria including but not limited to:
(a) Evidence of Certificate of Incorporation issued by Corporate Affairs Commission (CAC) including Form CAC2 and CAC7;
(b) Evidence of Company’s Income Tax Clearance Certificate for the last three (3) years valid till 31st December, 2023.
(c) Evidence of Pension Clearance Certificate valid till 31st December 2023;
(d) Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31st December 2023;
(e) Evidence of Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid till 31st December, 2023;
(f) Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31st December, 2023, or valid Certificate issued by BPP
(g) Sworn affidavit disclosing whether or not any officer of the relevant committees of Alex Ekwueme Federal University Ndufu Alike (AE-FUNAI) or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars;
(h) Company’s Audited Account for the last three (3) years (2020, 2021, and 2022) duly stamped.
(i) Reference letter from a reputable Commercial Bank including willingness to provide credit facility for the execution of the project when needed;
(j) Company’s profile with the Curriculum Vitae of key Staff to be deployed for the project, including copies of their Academic/Professional qualifications (in case of construction: COREN, QSRBN, ARCON, CORBON, ESVABON;
(k) Verifiable documentary evidence of having successfully carried out at least three (3) similar jobs in the last five (5) years including Letters of Awards from recognized Government or other reputable Agencies, Valuation Certificate, Job Completion Certificates and Photograph of the projects.
(l) Works: List of Plants/Equipment with proof of ownership/Lease.
(3.0) Eligible and interested bidders are advised to look out for the Specific Procurement Notices (SPN) for the various Works, Goods and Services mentioned above in the Federal Tenders Journal, National Dailies, AE-FUNAI Website (www.funai.edu.ng) and AE-FUNAI Notice Board.
(4.0) This is NOT an Invitation to Tender
(5.0) Alex Ekwueme Federal University, Ndufu Alike (AE-FUNAI), Ebonyi State, reserves the right to invoke the provision of Section 28 of the Public Procurement Act (PPA), 2007 on matters regarding these procurements without incurring any liability to the bidders.
