REQUEST FOR EXPRESSION OF INTEREST FOR THE HEALTH FACILITY OPERATOR OF DIAMED CENTRE LIMITED, NIGERIA
INTRODUCTION
The provision of quality diagnostic centres in Lagos, which is home to over 10 million people, is currently inadequate. The existence of modern and well-equipped diagnostics centres may reduce the need for several hospitals to procure expensive capital solely for the acquisition of diagnostic and laboratory equipment and the recruitment of scarce high-quality medical personnel to provide high-quality extensive services.
To further enhance the healthcare sector in Nigeria, Diamed Centre Limited (“Diamed”) has embarked on the development of a fully equipped diagnostics and limited clinical facility which would contribute to the improvement of healthcare delivery in the country by facilitating the availability of a range of clinical services facilitated by the accurate diagnosis of patients.
To achieve this laudable goal, our client is seeking Expressions of Interest (EOI) from leading companies or consortia with experience in the healthcare business to operate/manage a new facility with limited in-patient capacity. The facility operator would be responsible for the development and maintenance of all operations at the centre including maintaining high standards of care for all clinical services i.e. diagnostics, day cases, outpatient, and inpatient care. The quality of services that will be offered at the Diamed diagnostics facilities is targeted such that compares favorably with those available in other parts of the world known for high- quality clinical services. The goal is to reduce the incentive for customers of the Diamed Centre to embark on medical tourism for services already available at the centre.
(A) List of Required Services
The selected companies/consortium will be expected to provide world-class service that would meet international accreditation standards. Interested parties are hereby invited to submit proposals for the services specified below (List of Required Services) below:
(1) Management of the Operations
(2) Human Resources and Personnel Management
(3) Management of Support Services
(4) Financial Management
(5) Quality Assurance
(B) SELECTION CRITERIA (Skills, Abilities, and Qualifications)
The EOI should detail the following:
- Detailed Company Profile with registered address, functional email, telephone numbers, and point of contact for the organization
- A short description of the company’s activities and experience including any support for accreditation processes
- A short description of the company’s professional and technical qualifications in the healthcare business
- Relevant experience in other emerging markets
- Evidence of company registration in the registered country
(C) Services to be Offered at the Facility
The services to be offered at the facility include but are not limited to:
- Radiology including CT scans, MRI, X-rays, mammography, etc.
- Day case/Limited Stay Surgical care including minimally invasive surgery e.g., gall bladder, cataracts, hernia repairs, arthroscopic surgeries and procedures, tonsillectomies, skin lesion removals, and dental procedures
- Pathology services including chemical pathology, hematology, histopathology, microbiology, DNA testing, etc.
- Endoscopy including gastroscopy, colonoscopy, laparoscopy, etc.
- Cardiac services including EEG, ECG, Echography, Stress tests, catheterization
- Dialysis
- Other services including eye care, dental care, and consulting rooms for expert consultants
(D) Submission of EOIs
Anadach Group has been retained by the promoter as the Lead Advisor for the development of this new facility, to be located in Lagos, Nigeria. On behalf of the operator, Anadach is conducting a tender process to select the winning bidders as soon as possible, so operations can commence.
Written Expressions of Interest (of less than 10 pages with relevant annexes should be in one zip folder) titled ’Health Facility Operator for Diamed Centre Limited, Nigeria’ should be sent to info@anadach.com as soon as possible by Monday 5.00 pm July 17, 2023 (US Eastern Standard Time). EOIs will be accepted until final bidders are selected.
