INVITATION FOR PRE-QUALIFICATION/EXPRESSION OF INTEREST FOR PROJECTS EXECUTION

(1.0) INTRODUCTION
In compliance with the requirements of the Public Procurement Act 2007, the Institute of Management and Technology (IMT), Enugu wishes to inform eligible Consulting firms/Contracting Companies and the general public that the Institute of Management and Technology (IMT) is to undertake the Procurement of Services and Works within the Build-Operate-Transfer (B.O.T.) package and hereby invites Consultants and Contractors of good repute and relevant experience to submit Expression of Interest (EOI) and bids for the projects listed below:

(2.0) SCOPE OF SERVICE/WORKS

(3.0) ELIGIBILITY REQUIREMENTS
Prospective bidder shall submit the following documents failure of which shall lead to automatic disqualification:

(a) Evidence of Certificate of Incorporation issued by the Corporate Affairs Commission (CAC) including Forms CAC2 and C AC7. Business Name with Form BN 1 is also acceptable for Lot 1;

(b) Evidence of Company’s income Tax Clearance Certificate (or Personal Income Tax Clearance Certificate of all the Partners in case of Business Name) for the last three (3) years (2021, 2022, and 2023) valid up to 31st December, 2023;

(a) Evidence of Pension Clearance Certificate valid till 31st December, 2023 (this requirement is only applicable to bidders whose number of staff is 15 and above);

(b) Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2023 (this requirement is only applicable to bidders whose number of staff is 5 and above or the bidder’s annual turnover is N50m and above);

(c) Evidence of Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid till 31st December, 2023;

(d) Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31/12/2023 or valid Certificate issued by BPP;

(e) Sworn Affidavit:

• disclosing whether or not any officer of the relevant committees of the Institute of Management and Technology (IMT), Enugu or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars;
• that no Director has been convicted in any Country for any criminal offence relating to fraud or financial impropriety or criminal misrepresentation or falsification of facts relating to any matter;
• that the Company is not in receivership, the subject of any form of insolvency or bankruptcy proceedings or the subject of any form of winding up petition or proceedings;

(f) Company’s Audited Account for the last three (3) years (2020, 2021, and 2022);

(g) Lot 1: Evidence of firms current practice license with the relevant professional bodies such as QSRBN, ARCON and COREN;

(h) Company profile with the curriculum vitae of key staff to be deployed for the project and evidence of technical capability of at least five (5) registered professionals namely Architect, Quantity Surveyor, Electrical Engineer, Mechanical Engineer, and Civil Engineers including copies of their Academic/Professional qualification and practice license;

(i) Verifiable documentary evidence of at least three (3) similar contracts executed (as prime consultant or the Main Contractor) in the last Five (5) years (2019 to date) including Letters of Award, Valuation Certificates, Job Completion Certificates and photographs of the projects;

(j) Reference letter from a reputable commercial bank in Nigeria, indicating willingness to provide credit facility for execution of the project when needed;

(k) Works: List of Plants/Equipment with proof of Ownership/Lease Agreement;

(l) For Joint Venture/Partnership. Memorandum of Understanding (MOU) should be provided (all the eligibility requirements are compulsory for each JV partner)

(m) All documents for submission must be with a Covering/Forwarding letter written with the company/firm’s letter Head paper bearing among others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM No) and e-mail address The Letter Head paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page duly signed by the authorized officer of the Firm.

(4.0) SUBMISSION OF EOI DOCUMENTS (LOT 1)
Interested Firms are to submit two (2) bounded copies of Expression of Interest documents separated by dividers and arranged as indicated above. The document should be submitted in sealed envelope and addressed to The Registrar, Institute of Management and Technology (IMT), PMB 01079, Independence Layout Enugu, Enugu State not later than 12:00 noon on Monday, 24 July, 2023.

(5.0) SUBMISSION OF PRE-QUALIFICATION DOCUMENTS (LOTS 2 & 3)
Pre-qualification documents should be enclosed in sealed envelopes marked “the pre-qualification for Lot… (Bidders are not to bid for more than one lots) carrying the project name, submitted in two bounded copies and arranged as indicated above. The documents should be submitted in sealed envelopes and addressed to The Registrar, Institute of Management and Technology (IMT), PMB 01079, Independence layout Enugu, Enugu State not later than 12.00 noon on Monday, 7 August, 2023.

(6.0) OPENING EOI DOCUMENTS
The EOI documents will be opened immediately after the deadline for submission at 12:00 noon on Monday, 24 July, 2023 at the Council chamber in the Administrative Block of the Institute of Management and Technology (IMT), Enugu. Please ensure that you sign the EOI’s Submission Register in Procurement Office as the IMT, Enugu will not be held liable for wrongly submitted EOIs.

(7.0) OPENING OF PRE-QUALIFICATION DOCUMENTS
The Pre-qualification documents will be opened immediately after the deadline for submission at 12.00 noon on Monday, 7 August, 2023 at the Council chamber in the Administrative Block of the Institute of Management and Technology (IMT), Enugu. Please ensure that you sign the Bid Submission Register in Procurement as Institute of Management and Technology (IMT), Enugu will not be held liable for wrongly submitted bids.

(8.0) GENERAL INFORMATION
(a) The advertisement for Expression of Interest shall neither be construed to be a commitment on the part of the Institute, nor shall it entitle any company to make any claim whatsoever and/or seek any indemnity from the Institute by virtue of any response to the said advertisement

(b) Bids submitted after the deadline for submission would be returned un-opened;

(c) All costs will be borne by the bidders;

(d) The EOIs/Technical Bids will be opened in the presence of CSOs and Professional bodies and covered b;’ video recording; invitation link will be sent to bidder who chooses to join the EOIs/bid opening online;

(e) Service: Only shortlisted bidders will be contacted at a later date for collection of Request for proposals;

(f) Worlds: Only pre-qualified bidders at technical evaluation will be invited at a later date for financial bids opening, while the financial bids of un-successful bidders will be returned un-opened;

(g) The Institute of Management and Technology (IMT) Enugu is not bound to pre-qualify/shortlist an; / bidder and reserves the right to annul the procurement process at any time without incurring any liabilities in accordance with Section 28 of The Public Procurement Act, 2007.
