INVITATION TO TENDER FOR THE PROVISION OF HYDRAULIC PULLING UNIT FOR NAOC JV LAND AND SWAMP LOCATIONS

(1) INTRODUCTION
The Nigerian Agip Oil Company Limited (NAOC) has a requirement to issue HYDRAULIC PULLING UNIT contract for the Scope of Work identified below on NAOC land and swamp locations for two (2) years firm period each plus one (1) year optional extension.

NAOC therefore invites submissions for the purpose of technical evaluation from suitable and reputable companies having the capability and experience to undertake the under defined scope of work:

(2) SCOPE OF WORK
The COMPANY requires the services of a specialised CONTRACTOR able to carry out the following services for the provision of Hydraulic Pulling Unit for NAOCJV in land and swamp areas.

The work to be performed comprises milling completion, testing and workover of development wells, together with the provision of operational support services. This Work shall be performed on NAOC swamp/ land concessions in NIGERIA on 24 hours/day, 7-days/week basis. Contractor Scope of Work comprises:

  • Mobilization of HWU from point of origin.
  • Milling, completion, testing, working over and suspending of wells.
  • HWU moves between locations.
  • Demobilization of HWU from last completion or workover location.

Failure to meet any of these requirements shall lead to outright disqualification.

CONTRACTOR shall conform to ISO 9000 series International Standard. All the activities shall be carried out with minimum impact on the environment and maximum care of health and safety of all concerned, directly or indirectly, with the activities.

(3) MANDATORY REQUIREMENTS
To be eligible for this tender exercise, interested contractors are required to be registered in the following Product/Service Categories in the NipeX Joint Qualification System (NJQS) database: Product Category (3.04,12) – Snubbing Services

(a) All successfully pre-qualified suppliers in these categories will receive Invitation to Technical Tender (ITT).

(b) To confirm if you are pre-qualified and view the product/service category you are listed for:

Open http://vendors.nipex-ng.com and access NJQS with your log in details. Click on Products/Services tab to view your status and product codes.

(c) If you are not listed in a product/service category but you are registered with DPR to do business, contact NipeX office at 8, Bayo Kuku Road, Ikoyi Lagos with your DPR certificate as evidence for necessary update.

(d) To initiate the JQS pre-qualification process, access www.nipex-ng.com click on services tab followed by NJQS registration.

(e) To be eligible all tenders must comply with the Nigerian Content requirements in the NipeX system.

(4) NIGERIAN CONTENT
Bidders are invited to express complete understanding, willingness and commitment to comply with the Nigerian Oil and Gas Industry Content Development (NOGICD) Act, 2010 and. Insurance ACT 2003 Consequently, bidders’ submissions shall be evaluated strictly with the minimum evaluation criteria defined in the NOGICD Act.

The documentation for evaluation shall include but not be limited to the following:

  • Demonstrate that entity is a Nigerian registered company with greater than 51% Nigerian shareholding. Submit certified true copies of CAC forms 10,02 & 07 (or its equivalent; CAC 2.3, 2.4, 2.5, etc.) including company memorandum & article of association and/or evidence of entity’s incorporation, shareholding & ownership structure in Nigeria.
  • Tenderers shall provide evidence category 1,2, & 3 Construction and Movable equipment NCEC demonstrating ownership of the HWU
  • Provide evidence of what percentage of your key management positions is held by Nigerians and what percentage of the total work force are Nigerians. Also, show overall percentage of work to be performed in Nigeria and those by Nigerian resources relative to total work volume.
  • Tenderer shall comply with the latest approved version of NCDMB HCD guideline by committing (via a letter of undertaking) to providing Project-Specific training, man-hour, budget, skill development and understudy plan for Nigerian personnel utilizing OGTAN registered trainer(s) or other approved NCDMB training institution(s).
  • Tenderer shall provide Location of in-country facilities (not limited to administrative office) to execute the work scope

NOTE: Non-compliance with Nigerian content requirements is a FATAL FLAW

(5) CLOSING DATE
Only tenderers who are pre-qualified as LIVE status with NJQS in the following Product/Service Category as at the closing date of the advert on 10 August, 2023 shall be invited to submit Technical Bids. Product Category (3.04,12) – Snubbing Services
