INVITATION FOR EXPRESSION OF INTEREST FOR 2019 TETFUND ICT SUPPORT INTERVENTION FOR DEVELOPMENT OF E-LEARNING PORTAL

INTRODUCTION
Yusuf Maitama Sule University, Kano invites interested competent companies/contractors with relevant experience, requisite expertise and good track record for timely execution of projects to submit Expression of Interest for 2019 TETFund ICT Support Intervention for Development of E-Learning Portal.

PROJECT DESCRIPTION
A. E-LEARNING APPLICATION & E- LEARNING SUPPORT TRAINING:
I. User requirement Gathering/Adaptation: Adapting user requirement specification provided in TETFund guideline and customize for the Beneficiary Institution. II. Analysis: Analysis of the functional specification to produce the Use Case Diagram/Model for the E-Learning platform.
III. Design: Design of the resultant Use Case Model to provide theClass and Database model.
IV. Coding: Using, Java.net, Enterprise Java, Laravel framework or ASP.Net framework to code the design model into functional software.
V. User Acceptance Testing (UAT) / Performance Evaluation Testing (PSE).
VI. Development/Hosting: 1 year 6GB RAM Linux hosting with unlimited SSD, SSL, WAF and automatic backup.
VII. Staff

B. TRAINING: Training of minimum of 5 staff including DICT and other staff for a minimum of 5days.

ELIGIBILITY REQUIREMENTS

  1. Evidence of Certificate of Incorporation with Corporate Affairs Commission including forms CAC2 and CAC7.
  2. Evidence of Company’s Income Tax Clearance Certificate for the last three (3) years valid till 31st December, 2022.
  3. Evidence of current Pension Compliance Certificate valid till 31 December, 2022. 4. Evidence of current Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2022.
  4. Evidence of current Nigerian Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 2022.
  5. Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31/01/2022.
  6. Sworn Affidavit.

    Company’s Audited Account for the last three (3) years 2020, 2021,2022.
  7. Evidence of financial capability to execute the project including Reference Letter from a reputable commercial Bank indicating willingness to provide credit facility for the execution of the project when needed.
  8. Company profile with Curriculum Vitae of key staff and Academic/Professional qualifications Registration with relevant professional body.
  9. Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including letters of Awards, Valuation Certificates, Job Completion Certificates and Photographs of the Projects.
  10. Evidence of Accreditation by the Centre for Management Development (CMD).
  11. Evidence of current License/accreditation with Computer Professionals Registration Council of Nigeria.
  12. Evidence of NITDA E-learning License.

EXPRESSION OF INTEREST
Firms that intend to bid are required to pay a non-refundable fee of Ten Thousand Naira (N10, 000) only at the cash office of the University and obtain official receipt. A photocopy of the receipt is to be attached to the Expression of Interest.
The bidders can contact the office of the Directorate of Procurement of the University at the Main Campus from Monday, 17th July, 2023 to Monday 31 July, 2023 for further information.

SUBMISSION OF EXPRESSION OF INTEREST
Prospective bidders are to submit Bid for the Project in a sealed Envelope. All bids should be addressed to the Registrar, Yusuf Maitama Sule University, Kano, P.M.B 3220, Kano State, and be submitted on or before 12:00 noon of Monday 31st July, 2023. It should be submitted to the office of the Director of Procurement, Yusuf Maitama Sule University Kano, Senate Building, Main Campus.

OPENING OF BIDS
Opening of the received bids will commence at 12:30pm of Monday, 31st July, 2023 at the Senate Chamber, Senate Building of the University. Interested stakeholders are invited to witness the opening.

Yusuf Maitama Sule University, Kano, reserves the right to invoke the provision of section 23 of the Public Procurement Act 2007 on matters regarding these procurements without incurring any liability to the bidder.
