REQUEST FOR BIDS (RFB) FOR THE SUPPLY, INSTALLATION AND COMMISSIONING OF SOLAR SYSTEMS ACROSS SELECTED SCHOOLS IN OGUN STATE.
RFB REFERENCE NO.: OG/GO/SDS/04/2023
(1) The Ogun State Government has received financing from the World Bank toward the cost of the Ogun State Economic Transformation Project (OGSTEP) and intends to apply part of the proceeds toward payments under the contracts for the Supply, Installation and Commissioning of Solar Systems across 240 (Two Hundred and Forty) sites in Ogun State in four (4) Lots. For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing, except for those payments, which the contract provides to be made through letter of credit.
(2) The Ogun State Economic Transformation Project (OGSTEP) now invites sealed Bids from eligible Bidders for the Supply, Installation and Commissioning of Solar Systems across selected Senior Secondary School in Ogun State for the Ogun State Education Sector as stated below;

(3) Bidders may Bid for one (1) or at most two (2) lots as defined in the request for bids document. Bidders bidding directly or indirectly for more than 2 lots will be disqualified. Bidders wishing to offer discounts will be allowed to do so provide those discounts are included in the Letter of Bid.
(4) Bidding will be conducted through the National Competitive Procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 (Revised November 2017 and August 2018) and is open to all eligible Bidders as defined in the Procurement Regulations that meet the following minimum qualification criteria:
- Documentary evidence of previous supply (sale) and delivery of similar Solar Panels and Inverter for the last 3 years.
- Audited Financial Statements for the last 3 years to demonstrate the financial capability of the Bidder in terms of profitability and adequate working capital

(5) Interested eligible Bidders may obtain further information from Ogun State Economic Transformation Project (OGSTEP), Mosunmola Owo-Odusi ogstepprocurement@gmail.com or call Tayo on 08058855168 or Ite on 08033579512 and inspect the bidding document during office hours 9:00am to 4:00pm Monday to Friday with the exception of Public Holidays at the address given below.
(6) The bidding document in English Language may be purchased by interested Bidders upon the submission of a written application to the address below and upon payment of a non-refundable fee of Eighty thousand Naira (N80, 000.00) only. The method of payment will be by Bank Manager’s Cheque (Bank Drafts) from a recognized commercial bank made payable to Ogun State Economic Representative duly authorized by the Supplier in his application or sent by courier services on request (in the case of request by courier, the bidders is advised to arrange for own pre-paid courier service).
(7) Bids must be delivered to the address below on or before 11:00am of Wednesday, September 27, 2023. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidder’s designated representatives and anyone who chooses to attend at the address below on 11:00 am of Wednesday, September 27, 2023 at OGSTEP Conference Room, Block B 5th Floor; OPIC Towers, Oke Ilewo, Abeokuta, Ogun State.
(8) All Bids must be accompanied by a bid security as stated in paragraph 2 above per Lot in the form of Bank Guarantee, or a Bank Manager’s Cheques issued by a reputable Nigerian Commercial Bank.
