INVITATION FOR PRE-QUALIFICATION/INVITATION TO TENDER FOR THE EXECUTION OF PROJECTS

PREAMBLE
The government of Jigawa State in its effort to increase access to portable water supply in the small towns wish to embark, through the Small Towns Water Supply and Sanitation Agency (STOWA), hereby invites tenders from reputable contractors for the construction of 29no. New solar powered water supply schemes, rehabilitation of 3 no. Solar water supply schemes and upgrading and conversion of 1no. Motorized water supply scheme to solar powered water supply scheme across the 14no. Constituencies of the state (2023 CONSTITUENCY PROJECTS).

SCOPE OF WORKS
The projects are divided into lot 1-15 with a completion period of three (3) month from the date of award as per details below:-

ELIGIBILITY REQUIREMENTS
Companies interested in the projects are to submit company profile which must contain the following:
1. Certificate of Incorporation with Cooperate Affairs Commission
2. Certificate true copy memorandum and article of association
3. Tax clearance for the last three years;
4. Evidence of Registration with Jigawa State Works Registration unit;
5. Company audited account for the last one (1) year;
6. Audited account for the last one (1) years
7. Evidence of financial capability and banking support;
8. Verifiable evidence of company profile and technical qualification of Key technical personnel registered with relevant professional bodies body, COREN, CORBON, ARCON, QSRBN ect
9. That the company have fulfilled all obligations to pay taxes, pensions and social security contributions
10. Evidence of similar projects executed (letter of award and completion certificate) at least (3) within the last five (5) years.
11. Description and list of relevant construction/civil works equipment.
12. Company average annual turnover of not less than N20M
13. VAT Registration certificate and evidence of past remittance;
14. A sworn affidavit certifying as follows:
a. That the document submitted are genuine and correct.
b. That none of the directors/partner of the company has been convicted by any court of law.
c. That the company is not bankrupt.
d. That none of the officers of Jigawa State/Local government is a present or former director of the company.

COLLECTION OF TENDER DOCUMENTS
Interested bidders are to visit Jigawa State e-procurement portal (httsp://jigawa-eproc-eurodyn.com/epps/homes/do) to access and fill the bid documents after payment of non-refundable tender fee of Thirty Thousand Naira only (N30, 000.00) at Small Towns Water Supply and Sanitation Agency (STOWA) Head Office Shuwarin, Dutse from the date of publication of the advert and between 9:00am and 4:00pm Monday to Fridays, except on public holidays.

SUBMISSION OF TENDER DOCUMENTS
Company profile with the covering letter on company’s letter head should be scam and uploaded to the e-procurement portal and submitted online on or before 12:00 noon Thursday 16th November, 2023.
A scanned copy of bid security of not less than 2% of the bid price either in form of insurance bond or bank guarantee addressed to the Managing Director, Small Towns Water Supply and Sanitation Agency (STOWA), Shuwarin, Dutse, Jigawa State should be uploaded into the portal.

Similarly, the original of company’s profile, signed forwarding letter with attached bill, bid security and a copy of the sworn affidavit in hard copy should to send to the Managing Director, Small Towns Water Supply and Sanitation Agency (STOWA), Shuwarin, Dutse, Jigawa State

Bids shall be valid for a period of 120 days (4 month) after bid opening.

OPENING OF BIDS
Bid will be opening shall take place online on Thursday 16th November, 2023 by 12:30pm. However, the bid opening will be visually projected same time at Jigawa State Ministry of Water Resources Conference Hall.

GENERAL INFORMATION
However, bidders should note the following information;
a) Bids submitted after the deadline for submission will be denied access to the portal
b) Only financial bids of successful prequalified bidders will be opened; while those for the un-successful bidders will be returned un-opened.
c) This advert shall not be construed as commitment on the part of the Jigawa State Small Towns Water Supply and Sanitation Agency by virtue of such company having responded to this advertisement;
d) All cost will be borne by the bidders as the Jigawa State Ministry of Water Resources will not be held responsible for any cost or expenses incurred by any interested party i.e in connection with any response to this invitation
e) The Jigawa State Small Towns Water Supply and Sanitation Agency reserves the right to annul the procurement process or reject a bidder at any time without incurring any liabilities
f) Alternative bid will not be accepted
g) Bidders with the same subsidiary relationship are not allowed to partake in the same lot.
