Jigawa State Government- Invitation To Tender For Pre-Qualification/Financial Bids For Projects Execution (28 Lots)

INVITATION TO TENDER FOR PRE-QUALIFICATION/FINANCIAL BIDS FOR PROJECTS EXECUTION
PROCUREMENT NO.: 2023 CONSTITUENCY PROJECTS

1. PREAMBLE
In compliance with the Jigawa State procurement process, the Jigawa State Universal Basic Education Board wishes to notify interested bidders of its intention to procure civil works across the State.

2. PROJECT SCOPE

3. ELIGIBILITY REQUIREMENTS
To be considered for pre-qualification, interested competent and reliable contractors are required to provide verifiable evidence including but not limited to the following documents:
1. Certificate of Incorporation with Cooperate Affairs Commission
2. Certificate true copy memorandum and article of association
3. Tax clearance for the last three years;
4. Evidence of Registration with Jigawa State Works Registration unit;
5. Company audited account for the last one (1) year;
6. Audited account for the last one (1) years
7. VAT Registration certificate and evidence of past remittance;
8. Evidence of financial capability and banking support;
9. Company average annual turnover of not less than N5m (Five Million);
10. Evidence of similar projects executed (letter of award and completion certificate) at least (3) within the last five (5) years.
11. Verifiable evidence of company profile and technical qualification of Key technical personnel registered with relevant professional bodies body, COREN, CORBON, ARCON, QSRBN ect
12. That the company have fulfilled all obligations to pay taxes, pensions and social security contributions
13. Description and list of relevant construction/civil works equipment.
14. Company average annual turnover of not less than N20M
15. A sworn affidavit certifying as follows:
a. That the document submitted are genuine and correct.
b. That none of the directors/partner of the company has been convicted by any court of law.
c. That the company is not bankrupt.
d. That none of the officers of Jigawa State/Local government is a present or former director of the company.
16. Any other relevant information that will help in determining the company’s suitability for the work; any prospective bidder that does not possess any of the above documents needs not apply.

4. COLLECTION OF TENDER DOCUMENT
Interested bidders are to visit Jigawa State Procurement portal (https://jigawa-eproc.eurodyn.com/epps/home.do ) to access and fill the bid documents after payment of non-refundable tender fee of Twenty Five Thousand Naira (N25,000) per lot at account department (SUBEB Headquarters).

5. SUBMISSION OF TENDER DOCUMENTS
Company profile with a covering letter of company’s letterhead should be scanned and uploaded to the e-procurement portal (https://jigawa-eproc.eurodyn.com/epps/home.do ) and submit online on or before Thursday, 21st December, 2023. A scanned copy of bid security of not less than 2% of the bid price, either inform of Insurance Bond or Bank Guarantee should also be uploaded into the portal (https://jigawa-eproc.eurodyn.com/epps/home.do ).
Similarly, the original of company profile signed in company’s letter headed with attached bills, bid security and a copy of sworn affidavit in hard copy should be submitted to Secretary Tender Committee (SUBEB).
NOTE that all completed bids should be sent through Jigawa State E-procurement portal (https://jigawa-eproc.eurodyn.com/epps/home.do )

6. NOTE

• SUBEB reserves the right to accept or reject any application at any time without incurring liability.
• All expenses incurred as a result of preparation and submission of documents for this exercise shall be borne by the interested company (non-refundable fee). The bid will be electronically opened on six (6) weeks from the date of publication by 12:00 noon. However, the exercise will be projected at the Board’s conference hall at SUBEBs Headquarters Dutse.
• • The financial bid should contain a bid security of not less than 2% of quoted bid, by way of a Bank guarantee or an insurance bond issued by a reputable bank or insurance company acceptable to the procuring entity.
• The bid validity period should be 120 days from the deadline of the bid submission date.

7. BID OPENING
Bid opening will take place online on Thursday, 21st December, 2023 at 12:00noon. However, the bid opening will be visually projected at the same time at SUBEB conference hall.
a) Bids submitted after the deadline for submission will be returned un-opened.
b) Only financial bids of successful prequalified bidders will be opened; those for the un-successful bidders will be returned un-opened.
c) This advert shall not be construed as commitment on the part of the Jigawa State Universal Basic Education Board nor shall it entail a company to make any claim(s) whatsoever from the Jigawa State Universal Basic Education Board Jigawa State Universal Basic Education Board, by virtue of such company having responded to this advertisement;
d) All cost will be borne by the bidders as the Jigawa State Universal Basic Education Board will not be held responsible for any cost or expenses incurred by any interested party i.e in connection with any response to this invitation
e) Jigawa State Universal Basic Education Board reserves the right to annul the procurement process or reject a bidder at any time without incurring any liabilities
f) Alternative bid will not be accepted.
g) Bidders with the same subsidiary relationship are not allowed to partake in the same lot.
