INVITATION TO TENDER FOR PRE-QUALIFICATION/FINANCIAL BIDS FOR PROJECTS EXECUTION
PREAMBLE
In compliance with the Jigawa State Procurement Process, Kafin Hausa Local Government Council, Jigawa State wishes to notify interested bidders of its intention to procure the supply and installation of 240Nos of solar powered street lights at Duma-Toka, Duma-Durminkyaure, Sabon gida, Gafaya and Zago towns.
PROJECT SCOPE
To be considered for pre-qualification, interested, competent and reliable contractors are required to provide verifiable evidence including but not limited to the following documents;
1. Certificate of Incorporation with Cooperate Affairs Commission
2. Certificate true copy memorandum and article of association
3. Tax clearance for the last three years;
4. Evidence of Registration with Jigawa State Works Registration unit;
5. Company audited account for the last one (1) year;
6. Audited account for the last one (1) years
7. VAT Registration certificate and evidence of past remittance;
8. Evidence of financial capability and banking support;
9. Company average annual turnover of not less than N50, 000,000.00
10. Evidence of similar projects executed (letter of award and completion certificate) at least (3) within the last five (5) years.
11. Verifiable evidence of company profile and technical qualification of Key technical personnel registered with relevant professional bodies body, COREN, CORBON, ARCON, QSRBN ect
12. That the company have fulfilled all obligations to pay taxes, pensions and social security contributions
13. A sworn affidavit certifying as follows:
a. That the document submitted are genuine and correct.
b. That none of the directors/partner of the company has been convicted by any court of law.
c. That the company is not bankrupt.
d. That none of the officers of Jigawa State/Local government is a present or former director of the company.
14. Any other relevant information that will help in determining the company’s suitability for the work; any prospective bidder that does not possess any of the above documents needs not apply.
COLLECTION OF TENDER DOCUMENTS
Interested bidders are to collect the tender document from the office of the Director Planning, Research and statistics, kafin hausa Local Government council, from the date of publication of this advert and between the hours of 9:00am and 5:00pm daily after a payment of a non-refundable fee of N50, 000.00
SUBMISSION OF TENDER DOCUMENTS
Technical and financial bid shall be submitted in two different sealed envelopes and labeled “technical bid” and “financial bid’ respectivey with the company’ name indicated at the back of each of envelopes. Both envelopes should be placed in a sealed third envelope addressed and delivered to the office of the Director planning, research and statistics, Kafin Hausa Local Government and not later than Monday, 8th January, 2024 by 12:00 noon.
All documents for submission must be transmitted with a forwarding letter dully signed by company representative under the company’s Letter Headed Paper bearing the CAC Registration Number (RC), Contact address, Telephone number (preferably GSM No) and e-mail address.
The Financial bid should contain a bid security of not less than 2% of the quoted bid in a form of bank guarantee or insurance Board.
The bid validity period should be 90 days from the deadline of the bid submission date.
OPENING OF BIDS
Only the technical bids shall be opened immediately after the deadline for submission at 12:00 noon.
GENERAL INFORMATION
a) Bids submitted after the deadline for submission will be denied access to the portal
b) Only financial bids of successful prequalified bidders will be opened; while those for the un-successful bidders will be returned un-opened.
c) This advert shall not be construed as commitment on the part of the Kafin Hausa Local Government by virtue of such company having responded to this advertisement;
d) All cost will be borne by the bidders as the Kafin Hausa Local Government Council will not be held responsible for any cost or expenses incurred by any interested party i.e in connection with any response to this invitation
e) The Kafin Hausa Local Government reserves the right to annul the procurement process or reject a bidder at any time without incurring any liabilities
f) Alternative bid will not be accepted
g) Bidders with the same subsidiary relationship are not allowed to partake in the same lot.
