1.0 INTRODUCTION
Esso Exploration and Production Nigeria Limited (EEPNL), operator of NNPC OML 133, Esso Exploration and Production Nigeria (Offshore East) Limited (EEPN(OE)L), operator of OML 138, Esso Exploration and Production Nigeria (Deep Water Ventures) Limited (EEPN(DV)L), operator of NNPC OML 139 and Esso Exploration and Production Nigeria (Upstream) Limited (EEPN(U)L), operator of OML 154, collectively referred to as “Esso” wish to draw the attention of all interested bidders and general public to its earlier advertisement published in Daily Trust, Vanguard and Punch Newspapers of Thursday July 6, 2023 for the tendering opportunity to provide Colled Tubing and Nitrogen Pumping Services required for drilling operations on its NNPC/Esso PSC acreages.
Interested bidders are requested to note the following updates to the Nigerian Content Requirements for this service.
4.0 NIGERIAN CONTENT REQUIREMENTS
As part of their technical tender submissions, Tenderers shall:
(a) Demonstrate that entity is a Nigerian registered company. Submit certified true copies of CAC forms 10, 02 & 07 (or its equivalent; CAC 23, 24, 2.5, etc.) including company memorandum & article of association and/or evidence of entity’s incorporation, shareholding & ownership structure in Nigeria
(b) Tenderer shall provide evidence of NCEC Category 1,2,3,4 or 5 under the Services and Support group (SS), to demonstrate capacity and capability in executing the work scope.
(c) Provide evidence of what percentage of your key management positions is held by Nigerians and what percentage of the total work force are Nigerians. Also, show overall percentage of work to be performed in Nigeria and those by Nigerian resources relative to total work volume.
(d) Tenderer shall comply with the latest approved version of NCDMB HCD guideline by committing (via a letter of undertaking) to providing Project-Specific training, man-hour, budget, skill development and understudy plan for Nigerian personnel utilizing OGTAN registered trainer(s) or other approved NCDMB training institution(s).
(e) Tenderer shall provide documented evidence (not limited to ownership/rental of administrative office, maintenance workshop) demonstrating presence in Nigeria for the execution of the work scope
Tenderer’s failure to comply with the NOGICD Act or demonstrate commitment to Nigerian Content development will result in Tenderer’s disqualification.
