INVITATION TO TENDER/PRE-QUALIFICATION OF BIDDERS FOR THE EXECUTION OF SPECIAL PROJECTS SPONSORED BY RIVERS STATE GOVERNMENT
A. Kenule Beeson Sam-Wiwa Polytechnic (‘KenPoly”), Boni, Rivers State. intends to execute some special projects sponsored by the Rivers State Government. It is aimed at addressing the Institution’s needs for basic infrastructure, security as well as facilities to accommodate our teeming students’ population.
DESCRIPTION
The facilities shall consist of the following:
LOT 1: Construction of 1Nr. Storey 500 Bed-space Female Hostel
LOT 2: Furnishing of 1Nr. Storey 500 Bed-space Female Hostel
LOT 3: Renovation of 1Nr. Existing Hostel
LOT4: Procurement and Installation of Solar-powered Street Lights in ‘KenPoly’ Details are as contained in the Standard Bidding Documents.
B. PRE-QUALIFICATION CRITERIA
a) Evidence of Certificate of Incorporation issued by the Corporate Affairs Commission (CAC)including Forms CAC and CAC;
b) Evidence of Company Income’s Tax Clearance Certificate for the last three (3) years valid till December 31, 2023;
c) Evidence of current Pension Compliance Certificate valid till December 31, 2023:
d) Evidence of current Industrial Training Fund (ITF) Compliance Certificate valid till December 31, 2023;
e) Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till December 31, 2023;
f) Evidence of Registration of Company with ‘KenPoly’ latest December 31, 2022:
g) Sworn Affidavit disclosing whether or not any officer of the relevant committees of the Kenule Benson Saro-Wiwa Polytechnic or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars;
h) Company’s Audited Accounts for the last three (3) years-2020, 2021,
2022:
i) Evidence of financial capability to execute the project by submission of Reference Letter from a reputable bank in Nigeria, indication willingness to provide Credit facility for the execution of the project when needed:
j) Company’s Profile with Curriculum Vitae of key Staff: The company to be deployed for the project, including copies of their Academic/Professional qualifications (in case of instruction: COREN, QSRBN, ARCON, CORBON etc);
k) Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including Letters of Awards, Valuation Certificates, Job Completion Certificates and Photographs of the projects;
l) List of Plants Equipment with proof of Ownership/Lease (where applicable):
m) All documents for submission must be transmitted with a Covering Forwarding letter under the Company/ Firm’s LETTER Head Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC). Contact Address, Telephone Number (preferably GSM No.). and e-mail address. The Letterhead Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorized officer of the firm.
C. COLLECTION OFPRE-QUALIFICATION/TENDER DOCUMENTS
Interested contractors are required to pay a non-refundable Tender fee of N20.000.00 only. Payable to Kenule Beeson Wiwa Polytechnic. Buri. Account Number – 0011793686. Union Bank. The Bank Draft for the processing fee (s) should be made payable to Kenule Beeson Sam-Wiwa Polytechnic. Bori. Evidence of the payment will qualify the contractor(s) for collection of Tender documents from:

D. SUMBMISSION OF PRE-QUALIFICATION/TENDER DOCUMENTS
The technical and financial bids should be packaged in separately scaled envelopes and each marked “Technical Bid” and “Financial Bid” at the top left hand corner. Both should be packaged in a single large scaled envelopes.
All prequalification Tender documents should be submitted in seated, envelopes (2 sets) and marked as follows:

and delivered to the undersigned not later than 12:00 noon on Wednesday. December 27, 2023.
The Company’s name and address should be written on the reverse side of the envelope.
E. OPENING OF TECHNICAL BIDS
Note that only Technical bids would be opened immediately after the deadline for submission at 12:00 noon on Wednesday, December 27. 2023at the address stated above. Bidders. Representatives. CSOs. Professional Organization and the public are hereby invited to witness the opening.
F. GENERAL SPECIAL INFORMATION
- Bid must be in English Language and signed by an official authorized by the bidder,
- This advertisement shall not be construed as a commitment on the part of the Polytechnic, nor shall it entitle prospective contractors to make any claim whatsoever and or seek any indemnity from the Polytechnic:
- Bidders should not bid for more than one (1) lot: All cost will be borne by the bidders;
- Failure to comply with any instruction above or to provide any of the listed documents will automatically result in disqualification of the bidder,
- Bids received at the expiration of the deadline will not be processed and will be returned unopened:
- The Polytechnic is not bound to pre-qualify any bidder and reserves the right to annul the procurement process at any time without incurring any liability in accordance with Section 25 of Public Procurement Act, 2007.
