INVITATION FOR TECHNICAL AND FINANCIAL BIDS FOR EXECUTION OF THE APPROVED PROJECTS IN THE 2024 CAPITAL APPROPRIATION
1. INTRODUCTION
The Federal College of Veterinary and Medical Laboratory Vom was established in 1956 as a unique institution producing world-class human capacity for laboratory diagnosis of animals and man leading to research development and production of vaccines. The Institution has continued to focus on her pursuit of excellence in teaching and service to the society as enshrined in our vision.
In compliance with the provisions of Public Procurement Act 2007, the Federal College of Veterinary and Medical Laboratory Technology Vom, hereby invites tenders (Technical/Financial) from reputable companies with requisite professional experience for the execution of the under-listed projects with the college.

2. ELIGIBILITY REQUIREMENT
a) Evidence of certificate of Incorporation issued by Corporate Affairs Commission (CAC) including Forms CAC 1.1 or CAC2 and CAC7, business name with BN1 is also acceptable for services;
b) Evidence of Company’s Income Tax Clearance Certificates (or personal Income Tax Clearance Certificates for all partners) for the last three (3) years valid till 31st December 2024;
c) Evidence of Pension Clearance Certificate valid till 31st December, 2024 (this requirement is only applicable to bidders whose number of staff is 15 and above).
d) Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2024 (this requirement is only applicable to bidders whose number of staff is 5 and above or the bidder’s annual turnover is N50m and above);
e) Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December, 2024;
f) Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31/12/2024 or valid Certificate issued by BPP;
g) Sworn affidavit
- disclosing whether or not any officer of the relevant committees of the Federal College of Veterinary and Medical Laboratory Technology, Vom or Bureau of Public Procurement (BPP) is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars;
- That no director has been convicted in any county for any criminal offence relating to fraud impropriety or criminal misrepresentation of falsification of facts relating to any matter.
- That the company is not in receivership, the subject of any form or bankruptcy proceedings of the subject of any form of winding up petition or proceeding
h) Company’s Audited Accounts for the last three years (2021, 2022 & 2023);
i) Reference letter from a reputable commercial bank indicating willingness to provide credit facility for the execution of the project when needed;
j) Company’s profile with the curriculum Vitae of key staff to be deployed for the project, including copies of their academic/professional qualifications such as COREN, QSRBN, ARCON, CORBON etc;
k) Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including letters of awards, valuation certificates, job completion certificates and photographs of the projects;
l) Works: List of plants/equipment with proof of ownership/lease agreement;
m) Consultancy services: Evidence of firm’s current registration with the relevant regulatory professional body(ies) such as CMD, MDCN etc.
n) Only companies included in the National Automotive design and development Councils approved list of Local manufacturers of vehicles or their authorized representatives should bid for the vehicles;
o) For Joint Venture/Partnership, Memorandum of Understanding (MoU) should be provided (CAC, Tax Clearance Certificates, Pension Clearance Certificate, ITF Compliance Certificate, NSITF Clearance Certificate, IRR & Sworn affidavit are compulsory for each JV Partner);
Note: All documents for submission must be submitted with a Covering/Forwarding letter under the Company’s letter head paper bearing amongst others, the Registration Number (RC) as issued by the CAC, Contact Address, Telephone Number (preferably GSM No) fax and email address. The letter head paper must bear the Names and Nationalities of the Directors of the company at the bottom of the page, duly signed by the authorized officer of the firm.
3. COLLECTION OF BID DOCUMENTS (WORKS & GOODS)
Interested bidders are to collect the tender document from the College Board room after payment of a non-refundable tender fee of N10,000), Ten Thousand Naira only per lot to the Federal College of Veterinary and Medical Laboratory Technology Vom Through the remita platform at any commercial bank in Nigeria. a copy of the payment receipts must be attached to each financial tender document during submission.
4. SUBMISSION OF TENDER DOCUMENTS (WORKS & GOODS)
Completed tender documents in two (2) copies (one original and one photocopy) each for technical and financial bids, and a soft copy of the financial bid (saved on a flash drive) should be inserted in an envelope appropriately labeled and placed in a larger envelope for submission indicating the number of lots of interest at the top right corner of the envelope duly endorsed by the bidder and addressed to:

VOM, PLATEAU STATE.
The tender document must be submitted/dropped in the tender box at the College Board Room of the above address not later that 10:00am Monday, 18th March, 2024.
5. SUBMISSION OF EOI
Interested firms in services are to submit the Expression of Interest (EOI) for each of the lot desired, in three (3) hard copies each (one original & two copies). The EOI should be addressed as indicated above and submitted not later than 10:00am Monday, 4th March, 2024.
6. OPENING OF EOI AND TECHNICAL BIDS
The EOI and the technical bids will be opened immediately at 10:00am Monday, 4th March, 2024 and 10:00am Monday, 18th March, 2024, respectively, same day at the College (FCVMLT, Vom) Auditorium, while the financial bids will be kept un-opened.
7. IMPORTANT NOTICE
a. No company or contractor should bid for more than two (2) lots. Any company that violates this rule is automatically disqualified.
b. No two companies or related companies should bid for the same lot.
c. Technical and financial bids are to be enveloped separately
d. All bids must be in English language
e. A tender register must be signed on submission of bid documents by company representatives
f. The EOIs/Technical bids will be opened in the presence of bidders or their representatives, CSOs, in the areas of Anti-Corruption and Transparency and private Professional bodies; and will be covered by video recording’ invitation link will be sent to bidder who chooses to join the bid opening online.
g. Goods & Works: Only pre-qualified bidders at technical evaluation will be invited at later date for virtual financial bids opening, while the financial bids of un-successful bidders will be returned un-opened;
h. Consultancy Services: Only shortlisted firms will be invited at a later date for collection of Request for Proposals
i. This advertisement to tender shall not be construed to be a commitment on the part of the College nor shall it entitle any bidder to make any claim whatsoever or seek any indemnity from the College by virtue of such bidder having responded to the advertisement.
j. The Federal College of Veterinary and Medical laboratory Technology Vom is not bound not bound to prequalify and bidder reserves the right to annul the procurement process at any time without incurring any liabilities in accordance with section 28 of the Public Procurement ACT 2007.
