INVITATION FOR PREQUALIFICATION FOR PROJECTS EXECUTION
1. INTRODUCTION
In compliance with the provisions of the Public Procurement Act, 2007, Federal College of Education (Technical), Gombe State intends to undertake the procurement of various works and goods for its 2024 capital project. In view of this therefore, the college hereby invites interested competent and reputable companies/firms for prequalification submission in respect of the following projects;
2. SCOPE OF WORKS: GOODS/WORKS

3. ELIGIBILITY REQUIREMENTS
Interested bidders shall enclose in their submission in a clear photocopy or scanned colored copy of the following items;
a) Evidence of Certificate of Incorporation issued by Corporate Affairs Commission (CAC) including Forms CAC 1.1 or CAC 2 and CAC7 (only a limited liability company);
b) Evidence of filling of company’s current annual returns;
c) Evidence of Company’s Income Tax Clearance Certificates for the last three (3) years valid till 31st December 2024;
d) Evidence of Pension Clearance Certificate valid till 31st December, 2023 (this requirement is only applicable to bidders whose number of staff is 15 and above).
e) Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2024 (this requirement is only applicable to bidders whose number of staff is 5 and above or the bidder’s annual turnover is N50m and above);
f) Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December, 2024;
g) Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31/12/2024 or valid Certificate issued by BPP;
h) Sworn affidavit
- disclosing whether or not any officer of the relevant committees of the Federal College of Education Technical, Gombe or Bureau of Public Procurement (BPP) is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars;
- That no director has been convicted in any county for any criminal offence relating to fraud impropriety or criminal misrepresentation of falsification of facts relating to any matter.
- That the company is not in receivership, the subject of any form or bankruptcy proceedings of the subject of any form of winding up petition or proceeding
- That the company does not have existing loan or financial liability with a bank, other financial institutions of third party that is classified as doubtful, non-performance, bad or whose repayment portion has been outstanding for the last four (4) months.
i) Company’s Audited Accounts for the last three years (2021, 2022 & 2023)
j) Reference letter from a reputable commercial bank indicating willingness to provide credit facility for the execution of the project when needed;
k) Company’s profile with the curriculum Vitae of key staff to be deployed for the project, including copies of their academic/professional qualifications such as COREN, QSDRBN, ARCON, CORBON etc;
l) Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including letters of awards, valuation certificates, job completion certificates and photographs of the projects;
m) ICT Jobs: evidence of firm’s registration with the National Information Technology Development Agency (NITDA) and computer professionals Registration Council of Nigeria;
n) For supply of Equipment: Letter of Authorization as representative of the Original Equipment Manufacturer (OEMs)
o) Works: List of Plants/Equipment with proof of ownership/lease agreement;
p) A written letter of authority from a company through their legal adviser to the college to verify all documents submitted with relevant agencies/persons.
q) For Joint Venture/Partnership, Memorandum of Understanding (MoU) should be provided (CAC, Tax Clearance Certificates, Pension Clearance Certificate, ITF Compliance Certificate, NSITF Clearance Certificate, IRR & Sworn affidavit are compulsory for each JV Partner);
Note: All documents for submission must be submitted with a Covering/Forwarding letter under the Company’s letter head paper bearing amongst others, the Registration Number (RC) as issued by the CAC, Contact Address, Telephone Number (preferably GSM No) fax and email address. The letter head paper must bear the Names and Nationalities of the Directors of the company at the bottom of the page, duly signed by the authorized officer of the firm.
4. SUBMISSION OF BIDS DOCUMENTS
Prospective bidders are to submit their technical bid for a particular lot desired in two (2) hard copies each marked ‘Original and Copy’ and two hard copies each be put in one separate envelope each marked appropriately. The common sealed envelope is marked; CONFIDENTIAL “TECHNICAL/PREQUALIFICATION DOCUMENTS FOR ‘STATING THE NAME OF THE ONE PARTICULAR PROJECT APPLYING FOR’ at the top left hand corner of the envelope; and also indicate the company’s name, telephone number and the mailing address at the reverse side of the envelope and address to; The Provost,

All completed bid documents must be submitted on or before 12:00pm on Thursday, 4th April, 2024 at office of the Secretary Tenders’ board, procurement department, FCE (T) Gombe, Gombe state. Please ensure that you sign the bid submission register in the above named office, as the college will not be held liable for misplaced or wrongly submitted bid.
5. OPENING OF PREQUALIFICATION DOCUMENTS
The pre-qualification documents will be opened immediately after the deadline for submission at 12:00pm on Thursday, 4th April, 2024, in the college’s academic board room of the new Administrative block. Council chamber, Administrative Building.
6. GENERAL INFORMATION
a. For effective and timely project delivery, interested company shall bid for ONLY TWO (2) Lots please.
b. The College shall carry out post qualification (Due diligence) on all the claims made. In the process, all original documents including those whose copy are requested above may be required for sighting and the College, without hesitation can disqualify any company whose claims are found to be doubtful, false or misleading.
c. Bidders who have worked for the College and have a history of poor, or none performance, abandonment, termination and or prolonged contract execution period without any reason need not apply.
d. All copied of Professional certificates shall be stamped/scaled and signed by the respective professional. The name and membership number on seal/stamp embossed ‘original’ on membership certificates/credentials by the respective professionals shall corresponds with the name and membership number on the professional certificate.
e. The College will not accept any other professional on project site without any strong and convincing reason, but the ones presented originally by the successful contractors in their submissions.
f. All expenses incurred associated with the preparation of the bids documents shall be borne by the prospective bidder.
g. The documents should be arranged and submitted neatly.
h. None compliance to the instruction shall lead to outright disqualification.
i. The College reserves the right to disqualify any, or all of the prequalification submissions that appears questionable or doubly.
j. This invitation to pre-qualify shall not be construed to be commitment on the part of Federal College of education (Technical) Gombe nor shall it entitle any company to make any claims whatsoever and seek indemnity from the College by virtue of having responded to this advertisement.
k. The Technical Bids will be opened in the presence of Bidders or their representatives, CSOs in the areas of Anti- Corruption and Transparency and Private Professional bodies; and will be covered by video recording, invitation link will be sent to bidder who chooses to join the bid opening online;
l. Only pre-qualified bidders will be invited at a later date for collection of tender documents;
m. The Federal College of Education (Technical) Gombe is not bound to shortlist any bidder and reserves the right to annul the Procurement process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act, 2007.
