EXPRESSION OF INTEREST (EOI)/INVITATION TO TENDER FOR 2024 APPROPRIATION PROJECTS
1. INTRODUCTION
The National Inland Waterways Authority (NIWA), a parastatal under the Federal Ministry of Transportation (FMOT) with Headquarters at Lokoja, Kogi state saddled with the responsibility of managing, regulating and maintaining inland waterways. In line with the Public Procurement Act, 2007 hereby invites reputable and experienced contractors/Consultants to submit tenders for the under listed projects contained in the year 2024 Budget Appropriation.
2. SCOPE OF PROJECTS
EXPRESSION OF INTEREST 1 Provision of LAN/wireless subscription of internet bandwidth services in Eket Area office 2 Provision of LAN/wireless subscription of internet bandwidth services in Warri Area Office 3 Post Impact Evaluation studies for the construction of Jetty at Odepke, Ogbaru LGA, Anambra State 4 Consultancy services for river training works on the confluence of river Niger and Benue, Lokoja, Kogi State 5 Hydrographic survey, side scan and sub-bottom profiling of waterways from Iwopin in Ogun State to 3rd mainland bridge, Lagos State 6 Hydrographic studies and modeling of Imo River Estuary in Akwa Ibom/ Rivers State 9 Hydrographic survey, side scanning and sub-Bottom profiling of section of Benue River from River Niger/River Benue Confluence in Lokoja, Kogi State of Onyedega in Ibaji Kogi State 10 Hydrographic survey, side scanning and sub-bottom profiling of Onuyang Ebele River Bende LGA of Abia State. INVITATION TO TENDER 11 Procurement of 1No. 4×4 Pickup project monitoring vehicle 12 Procurement and installation of Administrative/budget monitoring hardware, software and accessories at NIWA Headquarters, Lokoja, Kogi state 13 Procurement and installation of crankshaft grinding machine and crankshaft polishing machine 14 Procurement of Geoinformatics equipment 15 Installation of Marine Navigational Bouys including Hydrographic survey, side scan and sub-bottom profiling a section of River Niger from Malale to Kokoli in Niger State (80km) 16 Mechanical/Manual Clearing a water hyacinths, floating debris, wasters etc in Lagos State 17 Mechanical/Manual Clearing a water hyacinths, floating debris, wasters etc in Bayelsa state 18 Mechanical/Manual Clearing a water hyacinths, floating debris, wasters etc in Ondo state 19 Mechanical/Manual Clearing a water hyacinths, floating debris, wasters etc in Adamawa state 20 Mechanical/Manual Clearing a water hyacinths, floating debris, wasters etc in Warra-Koshoro-Tungakadai route, Kebbi State 21 Mechanical/Manual Clearing a water hyacinths, floating debris, wasters etc in Benue state 22 Construction of 2Nos security patrol boats 23 Rehabilitation of 7Nos. Search and Rescue Stations (Nationwide) 24 Extension of Ramp at Yola, Adamawa state 25 Construction of Mooring facilities at Odepke Jetty, Ogbaru LGA, Anambra state 26 Construction of Mooring facilities at Kpakiama 27 Installation of staff gauges at River Niger and Benue, Yola, Idah, Jamata, Makurdi, Onitsha new Bridge and Ajaokuta 28 Provision of water reticulation works at NIWA Research Centre 29 Installation of permanent electronic Tide gauge station at NIWA Jetty, Calabar, Cross river State 30 Installation of permanent electronic Tide gauge station at NIWA Jetty Igbokoda, Ondo State 31 Construction of one (1) no. 60 passenger boat
Details of the scope of work for all the projects above shall be provided in the Tender (bidding) documents.
3. ELIGIBILITY REQUIREMENTS
a) Evidence of Certificate of Incorporation issued by Corporate Affairs Commission (CAC) including Forms CAC 1.1 or CAC 2 and CAC7 or business name with form BN1 is also acceptable for services;
b) Evidence of Company’s Income Tax Clearance Certificates (or personal Income Tax Clearance Certificates for all partners) for the last three (3) years valid till 31st December 2024;
c) Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31/12/2024 or valid Certificate issued by BPP;
d) Evidence of Pension Clearance Certificate valid till 31st December, 2024 (this requirement is only applicable to bidders whose number of staff is 15 and above).
e) Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2024 (this requirement is only applicable to bidders whose number of staff is 5 and above or the bidder’s annual turnover is N50m and above);
f) Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December, 2024;
g) Sworn affidavit
- disclosing whether or not any officer of the relevant committees of the National Inland Waterways Authority or Bureau of Public Procurement (BPP) is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars;
- That no director has been convicted in any county for any criminal offence relating to fraud impropriety or criminal misrepresentation of falsification of facts relating to any matter.
- That the company is not in receivership, the subject of any form or bankruptcy proceedings of the subject of any form of winding up petition or proceeding
h) Company’s Audited Accounts for the last three years 2021, 2022 & 2023;
i) Reference letter from a reputable commercial bank indicating willingness to provide credit facility for the execution of the project when needed;
j) Supply of equipment: evidence of being an Original Equipment Manufacturer or its representative.
k) Company’s profile with the curriculum Vitae of key staff to be deployed for the project, including copies of their academic/professional qualifications etc;
l) Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including letters of awards, valuation certificates, job completion certificates and photographs of the projects;
m) Works; List of plants/equipment with proof of ownership/lease agreement.
n) Services: Evidence of firm’s current registration with relevant regulatory professional bodies whose expertise is required for the successful delivery of the project such as NAICOM/INSURANCE, CMD/TRAININGS, NITDA/CPN/INFORMATION TECHNOLOGY, COREN/QSRBN/ARCON/CORBON/SURCON/CONSTRUCTION engineering ETC
o) Lot 11: note that only companies included in the National Automotive Design and Development Council’s approved list of manufacturers of vehicles, or their authorized representatives should bid for the procurement.
p) For Joint Venture/Partnership, Memorandum of Understanding (MoU) should be provided (CAC, Tax Clearance Certificates, Pension Clearance Certificate, ITF Compliance Certificate, NSITF Clearance Certificate, IRR & Sworn affidavit are compulsory for each JV Partner);
q) All documents for submission must be submitted with a Covering/Forwarding letter under the Company’s letter head paper bearing amongst others, the Registration Number (RC) as issued by the CAC, Contact Address, Telephone Number (preferably GSM No) fax and email address. The letter head paper must bear the Names and Nationalities of the Directors of the company at the bottom of the page, duly signed by the authorized officer of the firm.
4. COLLECTION OF TENDER DOCUMENTS
Interested companies are to collect the Standard Bidding Document (SBD) from the Procurement department in Room D, NIWA Headquarters Lokoja, Kogi State upon presentation of evidence of payments of a non-refundable tender fee of N10,000.00 per lot, paid in favour of National Inland Waterways Authority’s Remita account in any commercial bank (for prequalification and invitation to tender only).
5. SUBMISSION OF TENDER DOCUMENTS

Interested firms should submit two (2) bound EOI documents duly signed, paginated separated by dividers, and arranged in the order outlined hereunder:
Thereafter, put the two sealed envelopes together in a bigger sealed envelope addressed to The Managing Director, National Inland Waterway Authority, Headquarters, Adankolo New layout, Lokoja, Kogi State and clearly marked with the title of the project and lot number.
Furthermore, the reverse of each sealed envelope should bear the name and address of the bidder and b dropped in the designated “Tender Box” in Room D, Block D of the Procurement Department at NIW Headquarters, Lokoja, Kogi State not later than 12:00noon on Monday 29th April, 2024.
INVITATION TO TENDER
Prospective bidders are to submit two (2) hard copies each of the technical and financial bids with softcopy of the financial bid in MS Excel format, packaged separately in sealed and clearly marked as “Technical Bid” and “Financial Bid”. Thereafter, the two sealed envelopes should be put together in a bigger sealed envelope addressed to The Managing Director, National Inland Waterway Authority, Headquarters, Adankolo New Layout, Lokoja, Kogi State and clearly marked with the title of the project and lot number.
Furthermore, the reverse of each sealed envelope should bear the name and address of the bidder and b dropped in the designated “Tender Box” in Room D, Block D of the Procurement Department at NIW Headquarters, Lokoja, Kogi State not later than 12:00noon on Monday 13th May, 2024.
6. OPENING OF EXPRESSION OF INTEREST (EOI) BIDS
EXPRESSION OF INTEREST (EOI)
The Expression of Interest (EOI) will be opened immediately after the closing date of submission at 12:00 noon on Monday 29th April, 2024 at the Conference Hall of NIWA Headquarter Lokoja.
Please ensure that you sign the Eol Submission Register in the Procurement Department of the Authority, as the NIWA shall not be held liable for misplaced or wrong submitted EOI documents. INVITATION TO TENDER

7. GENERAL INFORMATION (ATTENTION)
a. EOIs/Bids must be in English Language and signed by an official authorized by the bidders
b. EOIs/Bids submitted after the deadline for submission would be returned unopened;
c. Bidders should not bid for more than two (2) lots.
d. Due diligence will be observed as all documented claims by the contractors are subject to verification
e. Documents not properly bound will be disqualified.
f. All bids/EOIs must be written with indelible ink, those written with a pencil will be rejected.
g. All cost will be borne by the bidders
h. Bid security of 2% tendered sum should accompany bids whose tender sum is N100 million of above for Goods & Services; and N300 million or above for works;
i. The EOIs/Technical will be opened in the presence of bidders or their representatives, CSOs in the areas of Anti-Corruption and Transparency and private professional bodies; and will be covered by video recording; invitation link will be sent to bidder who chooses to join the bid opening online;
j. Goods & Works: Only pre-qualified bidders at technical evaluation will be invited at later date for virtual financial bids opening, while the financial bids of un-successful bidders will be returned un-opened;
k. Consultancy services: only shortlisted applicants at EOI’s evaluation will be invited at a later date for collection of Request for Proposals;
l. The NIWA not bound to prequalify and bidder reserves the right to annul the procurement process at any time without incurring any liabilities in accordance with section 28 of the Public Procurement ACT 2007.
