INVITATION FOR EXPRESSION OF INTEREST FOR TECHNICAL AND FINANCIAL BIDS FOR CONSTRUCTION WORKS
1. INTRODUCTION
The Ministry of Education and Human Capital Development is proposing to construct a Kwara State Phototype Public Primary School (KwaraLEARN) at LGEA Primary School (A), Adeta, Ilorin to create a Model Public Primary School in the state. To this end, interested reputable and competent contractors with relevant experience and good track records and hereby invited to submit bids for the proposed project.
2. SCOPE OF WORKS
Construction of Kwara State Prototype Public Primary School (KwaraLEARN) at LGEA Primary School (A), Adeta, Ilorin.
3. ELIGIBILITY REQUIREMENTS
Interested and competent contractors wishing to submit tenders are requested to submit their company profiles which shall include the following;
i. Evidence of registration with the Corporate Affairs Commission (CAC)
ii. Evidence of registration/renewal with the Kwara State Public Procurement Agency
iii. Evidence of ITF compliance certificate valid till 31st December, 2023.
iv. Evidence of current PENCOM compliance certificate valid till 31st December, 2023.
v. Evidence of NSITF compliance certificate valid till 31st December, 2023.
vi. Evidence of company’s income tax clearance for the last three years 2021, 2022 & 2023
vii. Evidence of VAT registration and remittances
viii. Evidence of financial capability to execute the projects by submission of reference letter from a reputable commercial bank in Nigeria.
ix. Evidence of ownership or lease agreement of relevant plants and equipment.
x. Company profile with curriculum vitae of key staff including their Academic and Professional qualifications.
xi. Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including letters of awards, valuation certificates, job completion certificates and photographs of the projects;
xii. Additional documents that can indicate your competence for the job.
4. SUBMISSION OF TENDER DOCUMENTS
Prospective bidders are to submit bids in two (2) hard copies each of the technical and financial bids packaged separately in sealed envelopes and clearly marked as “Technical bid” or “Financial Bids”. Thereafter, put the two sealed envelopes together in a bigger sealed envelope addressed to the Honorable Commissioner, Ministry of Ministry Education and Human Capital Development, Ilorin and clearly marked with (the name of the project).
Furthermore, the reverse of each sealed envelope should bear the name and address of the company and must be delivered to the office of the Tender Secretary, Ministry of Education and Human Capital Development, Ilorin not later than 12 noon of Wednesday 5th June, 2024.
5. OPENING OF BIDS
The bid documents will be opened immediately after the deadline for submission at 12 noon of Wednesday 5th June, 2024 in the conference room of the Ministry. Please note that the Ministry of Education and Human Capital Development will not be held liable for misplaced or wrongly submitted bid documents.
6. GENERAL INFORMATION
a. Bids must be in English Language and signed by an official authorized by the company;
b. Bids submitted after the deadline for submission would be returned unopened;
c. All cost will be borne by the bidders;
d. Arrangement for technical documents in hard copies should follow the order in the list above and appropriately paged. The technical document should have a table of content indicating the pages, which these items are to be found.
e. The Kwara State Ministry of Education and Human Capital Development is not bound to prequalify and bidder reserves the right to annul the procurement process at any time without incurring any liabilities in accordance with section 28 of the Public Procurement ACT 2007.
