INVITATION TO TENDER FOR DEEPWATER DRILLING CAMPAIGN – PROVISION OF DEEP WATER DRILLING RIG INSTALLED WITH REMOTE OPERATED VEHICLE (ROV) UNIT.

1. INTRODUCTION
Star Deep Water Petroleum Limited (SDWPL), a chevron company and operator of the Agbami field on behalf of its co-ventures (FAMFA Oil Limited, Prime 127 Nigeria Limited, Equinor Nigeria Energy Company Limited and Nigerian National Petroleum Company Limited (NNPCL), invites interested and prequalified companies with relevant experience in the provision of Deep Water Drilling Rig Installed with Remote Operated Vehicle (ROV) unit to support Deep Water drilling and completion operations.
The contract is proposed to span a period of two (2) years with a possible optional term of one (1) year duration.
2. SCOPE OF WORK
Bidders must be able to provide a Deep Water Drilling Unit that must have minimum of DPS-3 ‘Continuous Dynamic Station Keeping capabilities (Moored Rigs will not be considered) for maintaining We Well Center with the following Technical Requirements and Specifications at minimum:
- Operating Water Depth: 10,000 feet
- Variable Deck Load (VDL) Capacity:20,0000 Tonnes or greater
- Well Depth Rating: 30,000 ft. (Rig will have Strings of 3-1/2″, 5″, 5-7/8″ and 6-5/8″ DP)
- Triplex Mud Pumps: Minimum of four (4) Triplex Pumps @ 2,200 HP and 7500 psi rating each, plus one (1) dedicated Triplex Riser Boost Pump (minimum 400 HP)
- Bulk Storage: 30,000 cu. ft.
- Brine Storage: 5,000 bbls
- Base Oil Storage: 5,000 bbls
- Liquid Mud Storage: 12,500 bbl. Active not inclusive of chemical, slug, or waste pits
- Drill water storage: 2,500 m3
- Potable water storage: 1,200 m3
- Offline tubular handling system for riser and tubular make up capabilities.
- Top Drive, Derrick, Tubular Handling and Circulating System rated for Nominal Drilling Depths of 30,000 feet
- BOP System: 15,000-psi, 18-3/4″ BOP; two annular + six ram preventers with 18-3/4″ Multiplex 15K psi, Working Pressure Subsea System with the ability to shear 13-5/8″ Q-125 casing. 6-5/8″ 50# Landing String and SSTT, API 20E Bolt Compliant.
- Accommodation:200-man bed space (minimum)
- Heli-deck certified for an S-92 type helicopter.
- Drill Drilling Unit must have required capacities for Cranes, Hoisting, Drill Strings, Risers, and Handling Equipment and deck space for storage of parts.
- DPR 2002 Discharge for Hazardous Waste compliant per Environmental Guidelines and Standards ISO 14001 Standards.
- Drilling Unit’s Cooling and similar Systems must be Chlorofluorocarbon (CFC) free. (CFC and Halons are not acceptable.)
- Bidder’s current IADC Registration.
- Ancillary Services provided by the Bidder:
-Working Class ROV, with minimum 100 HP for 10,000 ft Water depth
-Cementing Pump and Operator, 15,000 psi,
-V-SAT System, 2 MB,
-Vertical/Horizontal Centrifuge Cuttings Dryer capable of achieving 5% or less Base Fluid on Cuttings.
- Drilling Unit shall be classed and certified by Lloyds, the American Bureau of Shipping, or Det Norske Veritas (‘DNV’).
- The Drilling Unit shall be physically capable of drilling & testing exploration and development, completing, working over, and abandoning Wells for oil or gas to the Drilling depth(s) specified, inclusive of running and installing
3. MANDATORY TENDER REQUIREMENTS:
A. To be eligible for this tender exercise, interested bidders are required to be pre-qualified and ‘live’ in the 3.04.01 (Drilling Rigs and Production/drilling services (semisubmersibles/jackups/others) and 3.05.09 (Diving/ROV/Submersible operations) categories of the Nipex Joint Qualification System (NJQS) database. All successfully pre-qualified and ‘live’ bidders in this category by the bid close date will receive invitation to submit Technical and commercials tender (ITT).

C. E. To be eligible, all tender must comply with Nigerian Content requirements in the NipeX system.
4. NIGERIAN CONTENT REQUIREMENTS
A. In line with the relevant provision of the NOGICD Act, 2010 and the NCDMB approved rig utilization strategy, the bidders shall demonstrate substantial evidence of utilization and Nigerian-Ownership of rigs or Nigerian Equity acquisition within the nominated rigs or any other drilling rigs (land/swamp) etc first consideration shall be given where;
B. The Nigerian vendors have demonstrated ownership of land or swamp rig with valid Nigerian Content Rig Certificate (NCRC).
C. The Nigerian companies have demonstrated Nigerian-equity ownership in a land/swamp rig, with a valid NCRC for the equity ownership.
D. The Nigerian companies have demonstrated ownership of a Dp 2 marine assets having valid category A or B Nigerian Marine Vessel certificate (NCMVC) to support swamp or offshore drilling operations.
E. Provide evidence of company ownership structure form CO2 and Co7, registration on NOGIC JQS and NUPRC certificate.
F. Detailed description of the location of in-country committed facilities & infrastructure (Administrative/Technical Offices, fabrication workshop) in Nigeria to support this contract
G. Submit tenderer’s corporate organizational and project/contract specific organogram. CV’s of all personnel (Manning on the rig meeting minimum of 55% NC man-hours) listed in the project organogram should be submitted. For any position to be occupied by expatriate, tenderer shall provide undertaking to obtaining expatriate quota approval granted by NCDMB before any expatriate is deployed to execute this work scope.
H. In line with the NCD Human capacity development initiative, bidder shall commit to providing project-specific training, man-hour, budget, skill development and understudy plan for Nigerian personnel utilizing OGTAN registered trainer(s) or other approved NCDMB training institution(s).
5. CLOSE DATE:
Only bidders who are pre-qualified and ‘live’ with NJQS product/category in 3.04.01 (Drilling Rigs and Production/Drilling Services (Semisubmersibles/Jackups/others) and 3.05.09 (Diving/ROV/Submersible operations) by 16:00 hours, 24 May, 2024 being the advert close date shall be invited to submit technical bid.
Additional Information:
1. Suppliers eligible for this tender opportunity are expected to be prequalified in NJQS under these product/service categories.
2. The Invitation to Tender (ITT) and any further progression of this tender shall be via Nipex.
3. All costs incurred in preparing and processing NJQS prequalification shall be solely for the interested bidders’ accounts.
4. This advertisement shall neither be construed as any form of commitment on the part of Star Deep Water Petroleum Limited to award any contract to any company and or associated companies, sub-contractors or agents, nor shall it entitle prequalified companies to make any claims whatsoever, and/or seek any indemnity from Star Deep Water Petroleum Limited and or any of its partners or affiliates by virtue of such companies having been prequalified in NJQS.
5. The tendering process shall be the NNPC contracting process requiring pre-qualified companies to submit technical tenders first. Following a technical review, only technically and financially qualified bidders will be requested to submit commercial tenders.
6. Star Deep Water Petroleum Limited will communicate only with authorized officers of the pre-qualifying companies and NOT through individuals or Agents.
