GENERAL PROCUREMENT NOTICE
1. INTRODUCTION
The Federal Ministry of Sports Development hereby issues the General Procurement Notice to inform eligible contractors, suppliers, vendors and the General Public that the Ministry is to undertake the procurement of Works, Goods and Services for the Year 2024 Capital Projects later in the Year.
2. SCOPE OF PROJECT
LOT NO DESCRIPTION OF GOODS CATEGORY A: WORKS LOT 1 Proposed construction of Perimeter fencing of package A & B at Moshood Abiola National Stadium Abuja FCT LOT 2 Proposed for the provision of solar street light for package A & B at Moshood Abiola National Stadium Abuja FCT LOT 3 Proposed repair of steel cable structure/roof membrane at the main-bowl and Velodrome complex at Moshood Abiola National Stadium Abuja FCT LOT 4 Proposed conversion of Laboratory to the Permanent Secretary office and furnishing with landscaping and store. CATEGORY A: WORKS AND GOODS LOT 1 Proposed for the construction and furnishing of comprehensive Sport Center, North Wing Phase III at Garba Damargu Stadium LOT 2 Proposed for the construction and furnishing of comprehensive Sport Center, East Wing Phase III at Garba Damargu Stadium LOT 3 Proposed for the construction and furnishing of comprehensive Sport Center, West Wing Phase III at Garba Damargu Stadium LOT 4 Proposed for the construction and furnishing of comprehensive Sport Center, South Wing Phase III at Garba Damargu Stadium LOT 5 Proposed construction and furnishing of New office for Federal Ministry of Sports Development at Moshood Abiola National Stadium, Abuja FCT LOT 6 Propose supply of sporting kits for Paris Olympic Games
3. ELIGIBILITY REQUIREMENTS
Note that the bids would be evaluated on responsiveness to criteria including but not limited to:
a. Evidence of Certificate of incorporation with Corporate Affairs Commission (CAC) including forms CA22 and CAC7;
b. Evidence of Tax Clearance Certificate for the last three (3) years expiring 31st December 31st, 2024;
c. Evidence of Pension Clearance Certificate valid till 31st December, 2024 (this requirement is only applicable to bidders whose number of staff is 15 and above).
d. Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2024 (this requirement is only applicable to bidders whose number of staff is 5 and above or the bidder’s annual turnover is N50m and above);
e. Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December, 2024;
f. Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31/12/2024 or valid Certificate issued by BPP;

THIS IS NOT AN INVITATION TO TENDER therefore, all interested existing and prospective contractors, suppliers and service providers who wish to do business with the service should watch out for Specific Procurement Notices (SPN) to be published in the future.
5. PLEASE NOTE
The Federal Ministry of Sports Development reserves the right to invoke the provision of section 28 of section 28 of the Public Procurement Act 2007, on matters regarding these procurement without incurring any liability from the bidder.
