INVITATION FOR TECHNICAL AND FINANCIAL BIDS FOR COMPLETION OF CONSTRUCTION AND FURNISHING OF 1150 SEATING CAPACITY LECTURE THEATRE FOR THE FACULTY OF ENGINEERING
1.0 INTRODUCTION
The Usmanu Danfodiyo University, Sokoto hereby invites interested, competent and reputable companies to submit their technical and financial bids for the Completion of Construction and Furnishing of 1150 Seating capacity Lecture Theatre TETFund Project for pre-qualification and tender.
2.0 CONTRACTING STRATEGY
The Usmanu Danfodiyo University, Sokoto, in Compliance with the provisions of the Public Procurement Act, 2007 (as amended) and the guidelines set out by the Bureau of Public Procurement (BPP), will carry out technical evaluation of bidders who respond to this advert based on the following requirements:
2.1 ELIGIBILITY REQUIREMENTS:
2.1.1 MANDATORY REQUIREMENTS
Bidders shall attach the following in their submissions:
i) Evidence of Registration with Corporate Affairs Commission (CAC) as a limited liability company by inclusion of copies of Certificate of incorporation, Form CAC2 and CAC7;
ii) Evidence of Company’s Current Tax Clearance Certificate (TCC) for the past three (3) years (2021, 2022 and 2023) valid till December, 2024;
iii) Evidence of Company’s Annual Return to CAC for the past three (3) years (2021, 2022 and 2023);
iv) Evidence/Certificate of Compliance with the National Pension Commission (PENCOM) Reform Act 2014 (as amended) valid till 31/12/2024;
v) Evidence/Certificate of Compliance with the Industrial Training Fund (ITF) Act, 2005 valid till 31/12/2024; vi) Evidence/Certificate of Compliance with the Nigeria Social Insurance Trust Fund (NSITF) Act valid till 31/12/2024;
vi) Evidence of Registration with professional bodies (such as; ARCON, COREN, SURCON, QSRBN, CORBON etc) indicating the current Practice License for the year 2024.
vii) Evidence of Registration on the National Data Base for service provider by attaching the Interim Registration Report (IRR) expiring by December, 2024 or a valid certificate issued by BPP for the time being. ix) A recent sworn affidavit deposed by any of its director to the effect that:
a. No officer of the University or the Bureau of Public Procurement is a former or present director, shareholder or has any pecuniary interest in the company
b. No director of the company has been convicted in any country for any criminal offence relating to fraud or financial impropriety or criminal misrepresentation or falsification of acts relating to any matter;
c. The company is not in receivership, the subject of any form of insolvency or bankruptcy proceedings or the subject of any winding up petition or proceedings;
d. The company has fulfilled all its obligations in relations to payment of taxes, pensions and social security contributions;
e. The company possesses the requisite legal capacity to enter into the contract, and
f. All the pieces of information presented in its bid are true and correct in all particulars.
x) Noncompliance to any of the requirements shall lead to disqualification;
2.1.2 OTHER REQUIREMENTS (Subject to Score)
Bids that fulfill all of the requirements listed in 2.1.1 above shall further be subjected to Technical Evaluation based on the requirements listed below. Only bids that were adjudged to be technically competent and to have met the minimum qualifying score (to be decided by Technical Evaluation Subcommittee of the Tenders Board) will be prequalified for participation at the financial tender stage. The requirements are:
i) Comprehensive company profile with complete CVs of key professional staff including photocopies of relevant academic and professional qualifications, contact phone numbers and company’s organogram;
ii) Audited Report of the Company for the past three (3) years (2021, 2022 and 2023);
iii) Summary of at least three (3) projects of similar nature and complexity with the project under consideration executed within the past five years (2019 to 2023) including award letters and completion certificates/evidence of payment; and
iv) Evidence of financial capability supported with Bank statement or commitment from a reputable bank.
3.0 INSTRUCTION TO BIDDERS
i) Bidders should submit their bids using their letter headed paper bearing the RC Number of the company and showing the names, nationalities, and telephone numbers of the Directors of the Company at the bottom.
ii) Bidders should arrange all documents in the order as listed in the advert.
iii) Companies who have worked for the University and have history or record of poor performance, abandonment, termination and/or prolonged period of execution of a project need not to apply.
iv) Submission must be made only in English language.
4.0 NOTE:
i) Certificate(s) may be referred to the respective issuing authority(ies) for verification and authentication;
ii) The evaluation will be strictly based on the above specified requirements;
iii) Only prequalified technical bidders will be invited for the next stage (i.e financial bidding stage).
5.0 SUBMISSION AND CLOSING DATE:
Prospective bidders should enclose their submission in an envelope with name and address of the bidding entity clearly stated on the reverse side of each envelope. The envelope shall be clearly marked: “INVITATION TO TENDER”
Project Title: Completion of Construction and Furnishing of 1150 Seating capacity Lecture Theatre”.
Telephone number and mailing address of the bidding entity should be clearly provided on the reverse side of the envelope. The envelope should be addressed and submitted to the address below on or before Monday 8 July, 2024 (Four weeks from the date of this advert).
The bid documents should be submitted / deposited in the tender box provided at the office below:

LATE SUBMISSION WILL NOT BE ACCEPTED.
6.0 OPENING DATE OF DOCUMENTS
The Technical bids will be opened at the Conference Room, Office of the Procurement Director, Usmanu Danfodiyo University, Main Campus on the closing date immediately after the closure of bid submission.
Respective bidders and the general public are invited to attend the bids opening. The list of the prequalified bidders shall be pasted on the Notice Boards at the following places:
City Campus (Office Block of the Dean, Faculty of Veterinary Medicine);
Main Campus – Abdullahi Fodiyo Library & Physical Planning and Dev. Department Notice Boards, and Website of the University http://www.udusok.edu.ng.
7.0 DISCLAIMER
